MANAGER: RISK AND COMPLIANCE

The objectives of the National Library of South Africa (NLSA) are to contribute to socioeconomic, cultural, educational, scientific, and innovative development by collecting, recording, preserving, and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment in the position of Manager: Risk and Compliance on a permanent basis. The successful candidate will be based on the Pretoria Campus and will report to the National Librarian and CEO.
The Manager: Risk and Compliance is accountable for providing strategic leadership in the development, implementation, and management of a robust Risk and Compliance Management Framework and Methodology for the NLSA and will provide assurance to Management and internal governance structures that compliance and internal control systems requirements are adequately and effectively implemented and monitored.
 
KEY PERFORMANCE AREAS 
  • Champion the NLSA risk management process.
  • Monitor the NLSA’s compliance with applicable laws and regulations.
  • Prepare regular reports on compliance and risk management.
  • Review monthly, quarterly, and annual performance reports.
  • Liaise with relevant internal stakeholders on compliance matters, risk management and performance reporting.
  • Track and monitor the audit outcome improvement plan on internal and external audit findings.
  • Assist in the development and review of policies and procedures that guide internal controls.
  • Ensure accuracy and timely submission of reports to relevant stakeholders.
 
MINIMUM EDUCATIONAL QUALIFICATIONS
  • NQF level 7 qualification in Risk, Compliance, Governance, Internal Auditing, Law, Accounting Science or Finance
  • Honours Degree will be an added advantage
 
EXPERIENCE   
  • Five years of governance, risk and compliance management experience in the Private or Public sector of which three years should be at middle management level.
  • Knowledge of PFMA Act, PPFA, Treasury Regulations, SDA, EEA, LRA and BCEA and all other relevant legislation including the Constitution of South Africa.
  • Applied knowledge of the Framework for Strategic Plans and Annual Performance Plans.
  • Applied knowledge of the programme information reporting framework.
  • Experience working with senior management and Board members.

​DIRECTOR: INFORMATION AND COMMUNICATIONS TECHNOLOGY

The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy and by facilitating access to the world’s information resources.
The position is based on the Pretoria Campus and will report to the Executive Director: Corporate Services.
 
KEY REQUIREMENTS:
  • Post Graduate degree in IT or related field (Computer Science, Information Systems, Informatics) – NQF Level 8
  • Eight years of relevant experience with five years having been spent in an ICT management role/position.
  • Master’s degree (NQF Level 9) in IT or related field will be an added advantage
  • Industry certification and/or knowledge of (i.e. CBAP, PMP, Prince II, TOGAF 9, etc.)
  • Exposure to industry standards and notations (i.e. UML, RUP, OOD, BABoK, PMBoK, ITIL, etc.)
  • Knowledge and experience of Library Management Systems will be an added advantage.
  • Experience in management, development and maintenance of IT infrastructure.
  • Experience in the management and development of ICT staff.
  • Experience in systems developmental projects and/or consulting.
  • Experience with the development of IT governance and controls.
  • Excellent knowledge of the Microsoft Dynamics product stack and Open Source.
  • Ability to interact at the highest level (Board, ExCo, etc.) in the organisation.
  • Excellent communication, interpersonal, negotiating and training skills.

KEY RESPONSIBILITIES:
  • Develop, implement and manage a multi-year ICT vision, strategy, and modernisation roadmap based on corporate strategic plans, operational imperatives, business capabilities and governance prescripts.
  • Provide an advisory role in linking strategic objectives and goals with enabling technology (IT) modernisation roadmaps and associated best practices.
  • Ensure the safety of the NLSA’s systems and data.
  • Implement, monitor and evaluate the business continuity framework, policy and procedure.
  • Define IT governance policies and organisational structures based on future expectations to ensure that the National Library of South Africa’s investment exposure in technology is optimally managed.
  • Identify and manage risks associated with enabling technology aspects of the organisation.
  • Implement and manage quality assurance and change management activities to support the ICT advancement programmes.
  • Continuous review of the ICT environment to ensure its relevance to the organisation’s strategic and operations mission.
  • Partner with Supply Chain Management division to negotiate and structure service level agreements (SLAs) with service providers for products and services that ensure optimal return on investment for the NLSA.
  • Present to relevant structures up to Board level.
  • Actively manage the administration of enterprise information infrastructure, security and related operations.
  • Ensure effective management of IT budget, assets and human resources.
