We are inviting applications from suitably qualified persons for appointment in the position of Manager: Risk and Compliance on a permanent basis. The successful candidate will be based on the Pretoria Campus and will report to the National Librarian and CEO.
The Deputy Director: Risk, Monitoring and Compliance is accountable for providing strategic leadership in the development, implementation, and management of a robust Risk and Compliance Management Framework and Methodology for the NLSA and will provide assurance to Management and internal governance structures that compliance and internal control systems requirements are adequately and effectively implemented and monitored.
KEY PERFORMANCE AREAS
• Champion the NLSA risk management process.
• Monitor the NLSA’s compliance with applicable laws and regulations.
• Prepare regular reports on compliance and risk management.
• Review monthly, quarterly, and annual performance reports.
• Liaise with relevant internal stakeholders on compliance matters, risk management and performance reporting.
• Track and monitor the audit outcome improvement plan on internal and external audit findings.
• Assist in the development and review of policies and procedures that guide internal controls.
• Ensure accuracy and timely submission of reports to relevant stakeholders.
MINIMUM EDUCATIONAL QUALIFICATIONS
NQF level 7 qualification in Risk, Compliance, Governance Internal Auditing, Law, Accounting Science and Finance or equivalent
Honours Degree will be an added advantage.
EXPERIENCE
• Five years of governance, risk and compliance management experience in the Private or Public sector of which three years should be at management level.
• Knowledge of PFMA Act, PPFA, Treasury Regulations, SDA, EEA, LRA and BCEA and all other relevant legislation including the Constitution of South Africa.
• Applied knowledge of the Framework for Strategic Plans and Annual Performance Plans.
• Applied knowledge of the programme information reporting framework.
• Experience working with Senior management and Board members.

BOARD SECRETARY AND LEGAL ADVISOR

The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment on a permanent basis. The successful candidate, who will be based on the Pretoria Campus, will report to the Board functionally, and to the National Librarian and Chief Executive Officer, administratively.
The Board Secretary and Legal Advisor is accountable for the provision of an efficient and effective secretariat service to the Board, its sub-committees, and the senior management team. The incumbent also provides support and guidance to the Board and NLSA management on corporate governance, legal and compliance matters.
KEY PERFORMANCE AREAS
Administrative Support
• Administer secretariat functions for the Board and Board Sub-Committees.
• Manage processes of the Board and Board Sub-Committees including setting agendas; co-ordinating production and timely circulation of Board and Sub-Committee packs; and ensuring that minutes of all Board and Board Sub-Committee meetings are properly recorded in accordance with the applicable legislation, policies and procedures.
• Maintain all records of the Board including minutes, agendas, attendance registers, and declarations of interest.
• Monitor the Board and Sub-Committees’ action plans to ensure that items are being addressed timeously.
• Assist the Chairperson and the National Librarian and CEO to determine the annual Board Plan and to administer issues of a strategic nature at Board level.
• Assist the Chairpersons and Directors in the conduct of meetings and advise regarding their directorial responsibilities and fiduciary duties and obligations.
• Communicate the instructions of the Board and ensure that Management provides the Boards and Sub-Committees with the information emanating from Board decisions.
• Ensure that Board members undergo the appropriate trainings including inductions.
• Liaise with the Office of the National Librarian and CEO / Senior Executives, Board and Committee Chairpersons as needed.
Statutory Compliance
• Maintenance and keeping of Board and Sub-Committee records.
• Maintain the company register and minutes books.
• Ensure that statutory and regulatory requirements are met, particularly in relation to legislation and regulations which govern the reporting of the activities of the organisation.
• Ensure that the Charters of the Board and Sub-Committees are relevant and up to date.
• Ensure that the Board and Sub-Committee meetings are held quarterly, or as required by legislation.
Governance Support
• Review and/or draft internal Governance Policies (i.e., Code of Conduct, Conflict of Interest, Gift Declarations etc.).
• Guide the Board, individually and collectively, with regards to their duties, responsibilities and powers.
• Advise the Board on matters of good governance and changes in legislation.
• Ensure that the Board is aware of any law relevant to, or affecting, the organisation.
• Assist the Board with yearly evaluations, collectively and individually.
• Raise matters that may warrant the attention of the Board (constitutional and administrative issues).
• Provide company secretariat advice to Management and the various governance structures of the NLSA.
• Implement processes that will enhance optimal functioning of the governance structures of the NLSA.
• Provide advice to the Board on legislative matters such as PFMA, Company Act, King IV, etc.
• Ensure that the Board provides ethical leadership and that the NLSA is seen, and acts, as a good corporate citizen.
• Ensure approval of the Annual Report, Internal Audit, Five Year Strategic Plan, Interim Financial Statements, etc.
• Ensure that the entity benchmarks its practices against best practice recommendations.
• Develop, implement, monitor and review the entity’s Corporate Governance Framework including Board and Sub-Committee Charters, Policies and Procedures and align such documents to any changes in laws / regulations.
• Review the entity’s Delegations of Authority.
• Under the direction of the Chairperson facilitate Board performance reviews, inductions and professional development programmes for Board Members.
• Ensure effective information flow within the Board, to and from the Sub-Committees and between Board Members and Management.
Legal Support
• Draft legal opinions on request from the Board and/or the National Librarian and CEO.
• Provide legal advice to the rest of the entity on all legal matters including labour relations, legislation, contract law, etc.
• Provide awareness to the Boards on the latest updates pertaining to new laws / regulations or changes in existing laws / regulations which have relevance and possible impact on the entity; assist the NLSA in understanding the impact that these changes may have on the institution and determine the changes that will be required in order to meet these regulatory requirements.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
• BA Law Degree or LLB
• Admitted Attorney
• Professional registration with relevant professional bodies will be advantageous.
EXPERIENCE
• At least 5 years of experience as a Board/Company Secretary or Assistant Board/Company Secretary.
• Experience in Board secretariat functions within a corporate or public sector entity.
• Excellent knowledge of corporate governance, compliance prescripts and relevant legislation including public sector legislation, Ethics, Combined Assurance Processes and Risk Management.
• Knowledge of PFMA and National Treasury Regulations, King IV and protocol of Corporate Governance in the Public Sector.

Purpose
The purpose of the Preservation and Conservation Services Programme is to preserve and optimally maintain the NLSA’s collections to secure current and long-term survival and accessibility of the physical form and the informational content of the collections.
KEY PERFORMANCE AREAS
To preserve and optimally maintains the NLSA’s collections.
• Manage and co-ordinate the operations of the Preservation and Conservation Services Department across both Campuses.
• Develop and manage, the Department’s service and product range, including Conservation and Restoration Services, Collections Management, Disaster Planning and Recovery Operations, Reprographic and Digitisation Services.
• Identify collections of historic value, or special significance, to the institution and articulate the value of preserving and maintaining such collections.
• Identify and apply special requirements for storage of materials that are of significant historic value (i.e., fragile, light-sensitive, monetarily valuable, etc.).
• Establish policies and procedures to ensure the safety and security of rare and valuable items.
• Develop policies and procedures for Preservation and Conservation services.
Manage Conservation Services.
• Implement appropriate techniques for the preservation and conservation of NLSA materials for archival preservation, format refresh and migration, and proper handling of physical materials.
• Research and recommend appropriate methods and techniques for storage of library materials, including archival storage of digital content.
• Apply timely and effective techniques for the repair and preservation of library materials in all formats.
• Keep abreast with the latest methods of managing environmental factors that impact on the condition of library materials.
• Provide guidelines for monitoring and addressing environmental factors affecting the condition of the collection.
Manage Digital Preservation and Repository Services.
• Develop and implement policies and procedures for the digitisation of library resources for both access and preservation.
• Research and recommend suitable digitisation hardware and software to meet the needs of the NLSA.
• Manage sustainable digitisation projects for NLSA and client organisations.
• Keep abreast of, and apply, the latest internationally recognised digitisation standards.
• Apply appropriate bibliographic control standards to organise library materials and resources (e.g., RDA, Library of Congress Subject Headings, Dublin Core, etc.).
Operational Planning and Management.
• Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the Department.
• Oversee the efficient and effective day-to-day operations of the Department.

• Identify and secure service providers, stakeholders, and partners for emergency responses in case of disasters.
Human resources planning and management.
• Determine staffing requirements for the Department and ensure the recruitment of staff that have the right technical and personal abilities to further the Department’s objectives.
• Ensure the implementation of the human resources policies, procedures and practices including the development of job descriptions for staff in the Department.
• Establish a positive, healthy, and safe working environment in accordance with all appropriate legislation and regulations.
• Ensure that all staff receive an orientation to the Department and that appropriate training is provided.
• Implement a performance management process for staff which includes monitoring the performance of staff on an on-going basis and conducting annual performance reviews.
• Coach and mentor staff as appropriate to improve performance.
Financial planning and management.
• Participate in the preparation of the Department’s budget to secure adequate funding for operations.
• Ensure that the Department complies with all public financial legislation.
Audits and risk management.
• Ensure compliance with all audit requirements, quality, and risk management frameworks.
• Identify and evaluate risks to the Department’s people (clients, staff), property, finances, goodwill, and image and implement measures to control risks.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
• Library and Information Science, or related, qualification (NQF 8).
• Post graduate research in preservation and conservation of library collections or a related field, will be an added advantage.
• 5 Years relevant work experience in Preservation Management and Conservation.
• 3 Years experience at management level including supervision of professionals.
• Experience in project management, budgeting, and policy development.
• Demonstrate broad knowledge of the history of the book, rare books, and book arts.
• Knowledge of preservation and conservation issues, including requirements.
• Knowledge and articulates the value of providing access to digital collections.
• Knowledge of the theory, processes, standards, and best practices of digital resource acquisition.
• Good report writing and presentation skills.

• Co-ordinate Disaster Management Planning and Recovery operations.
• Develop, implement and review annually the emergency recovery plans for the NLSA.
• Train staff on disaster preparedness and recovery.
• Monitor conditions of the stack rooms.
• Identify and secure service providers, stakeholders, and partners for emergency responses in case of disasters.
Human resources planning and management.
• Determine staffing requirements for the Department and ensure the recruitment of staff that have the right technical and personal abilities to further the Department’s objectives.
• Ensure the implementation of the human resources policies, procedures and practices including the development of job descriptions for staff in the Department.
• Establish a positive, healthy, and safe working environment in accordance with all appropriate legislation and regulations.
• Ensure that all staff receive an orientation to the Department and that appropriate training is provided.
• Implement a performance management process for staff which includes monitoring the performance of staff on an on-going basis and conducting annual performance reviews.
• Coach and mentor staff as appropriate to improve performance.
Financial planning and management.
• Participate in the preparation of the Department’s budget to secure adequate funding for operations.
• Ensure that the Department complies with all public financial legislation.
Audits and risk management.
• Ensure compliance with all audit requirements, quality, and risk management frameworks.
• Identify and evaluate risks to the Department’s people (clients, staff), property, finances, goodwill, and image and implement measures to control risks.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
• Library and Information Science, or related, qualification (NQF 8).
• Post graduate research in preservation and conservation of library collections or a related field, will be an added advantage.
• 5 Years relevant work experience in Preservation Management and Conservation.
• 3 Years experience at management level including supervision of professionals.
• Experience in project management, budgeting, and policy development.
• Demonstrate broad knowledge of the history of the book, rare books, and book arts.
• Knowledge of preservation and conservation issues, including requirements.
• Knowledge and articulates the value of providing access to digital collections.
• Knowledge of the theory, processes, standards, and best practices of digital resource acquisition.
• Good report writing and presentation skills.

The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources.
The NLSA invites applications from suitably qualified persons for appointment on a twelve-month fixed-term contract. The successful individual will be based at the Pretoria Campus. The successful candidate will report to the Manager: Human Resources Management.
KEY PERFORMANCE AREAS
• Ensure that documentation for all new employees are in order, duly signed and completed in full, in line with the Human Resources Department’s policies and procedures.
• Ensure that all information and documentation in respect of terminated employees are processed.
• Compile and capture statistics, reports and any other documentation as requested by Management.
• Assist employees with queries, including but not limited to employee benefits and general employment queries.
• Assist and support the HRM team with HRM functions (recruitment and selection, performance management, training and development, wellness, etc.).
• Assist and support the EPWP and internship projects.
• Deal with confirmation of employment queries received, including but not limited to, telephonic confirmations, confirmation letters and certificates of service.
• Assist during audits.
• Perform monthly inputs control for payroll.
• Ensure that personnel files are complete and records are kept up-to date.
• Perform general administration duties.
• Attend to the administration of the human resources information system.
• Minute taking during HR related meetings.
MINIMUM EDUCATIONAL QUALIFICATIONS
• NQF level 7 qualification in Human Resources Management/Development, Industrial Psychology, or related
EXPERIENCE
• Minimum of 12 months of experience in the Human Resources field
