MANAGER: OFFICE OF THE NATIONAL LIBRARIAN AND CEO

Salary scale: R 695 755.00 – R 793 402.00 Total Cost to Company 
 
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. 
The NLSA invites applications from suitably qualified persons for appointment on a permanent basis in the position of Manager: Office of the National Librarian and CEO. The successful individuals will be based at the NLSA’s Pretoria Campus and will report to the National Librarian and CEO with the following duties: 
 
 
KEY PERFORMANCE AREAS 
 Develop and manage the operational plan for the Office of the National Librarian and CEO and ensure implementation and monitoring thereof. 
 Ensure efficiency and provide executive and administrative support to the National Librarian and CEO and other senior managers. 
 Improve productivity within the NLSA and align business activities with strategic and operational plans. 
 Assist the National Librarian and CEO in monitoring, and reporting on, KPIs. 
 Ensure timeous submission of quarterly operational plans and key performance indicator reports for the CEO’s approval. 
 Manage the day-to-day activities of the CEO’s office, make necessary arrangements and representations where the CEO is not available/represent the CEO in various forums. 
 Ensure that all incoming submissions requiring the CEO’s attention are properly reviewed for correctness and appropriate formatting. 
 Manage, co-ordinate and maintain the calendar and schedule of the CEO ensuring that meetings, deadlines, presentations and other duties are carried out seamlessly and timeously. 
 Responsible for organising internal and external meetings on behalf of the CEO ensuring that all necessary requirements are made e.g. meeting venue, equipment, presentations, agendas, etc. 
 Provide secretarial support at meetings chaired by the CEO, including drafting and circulating meeting agendas, preparing minutes, communicating meeting reminders, confirming venues and arranging refreshments where necessary. 
 Monitor and respond to incoming communications to the Office of the CEO including phone calls, emails and walk-ins. 
 Draft high quality reports, presentations, and spreadsheets as required by the National Librarian and CEO. 
 Manage relationships with strategic stakeholders, government departments, sister agencies, the Board and shareholder. 
 Lead any other ad hoc special NLSA initiatives as may be allocated from time to time. 
 Establish document management processes within the Office of the CEO. 
 Co-ordinate the development of operational policies of the NLSA and ensure that all policies are periodically review, updated and approved. 
 Ensure privacy and confidentiality in the Office of CEO. 
 
MINIMUM EDUCATIONAL QUALIFICATION AND EXPERIENCE 
KEY REQUIREMENTS 
 A Bachelor Degree (NQF 7) in Administration, Communication Science, Business Management, Public Relations or equivalent 
 Advance computer skills, including a high degree of proficiency in Microsoft Word, Excel, Outlook, and PowerPoint 
 Working knowledge of on-line meeting platforms such as Zoom and Microsoft Teams
 Five years of management experience and the ability to manage and co-ordinate general office functions, be proactive, and able to work independently 
 Good exposure to, and sound experience in, Public Relations is essential 
 A valid driver’s license
