THE NATIONAL LIBRARY OF SOUTH AFRICA HEREBY EXTENDS AN INVITATION FROM SUITABLY QUALIFIED PERSONS TO SERVE AS AN INDEPENDENT AUDIT, RISK AND PERFORMANCE COMMITTEE MEMBER REMUNERATION: AS PER THE NATIONAL TREASURY GUIDELINES
TERM OF APPOINTMENT: 3 YEARS
The applicant should, inter alia, have expertise, knowledge, and exposure in the relevant area in order to:
▪ Provide strategic oversight and guidance on Risk and Compliance Management skills and functions;
▪ Assist the Board of the NLSA in fulfilling its oversight responsibilities with regards to Risk Management within the organisation;
▪ Assist in providing oversight on the review and monitoring the implementation of risk management framework, policy, Terms of Reference (charter) and strategy within NLSA;
▪ Provide guidance on integration of risk management into planning, monitoring, and reporting processes; Provide advice / guidance on setting risk appetite and review risk appetite, tolerance levels, and anti-fraud measures;
▪ Provide proper and timely reports to the Accounting Authority on the state of risk management, together with aspects requiring improvement accompanied by the Committee’s recommendations to address such issues; Perform any other duties of the Risk Management Committee as specified in the Terms of Reference (Committee Charter).
▪ Oversee and discharge responsibilities as contained in the Audit, Risk and Performance Committee Terms of Reference (Charter) on a quarterly, ad hoc and annual basis.
MINIMUM EDUCATIONAL QUALIFICATION AND EXPERIENCE
Applicants should be in possession of a relevant Bachelor’s Degree at NQF level 9 in Risk Management, or Business Administration as well as senior management experience preferably in the Public Sector.
The ideal candidate should have ten years of management experience gained from Strategic Management, Risk Management, Anti-Fraud and Corruption environments.
The ideal candidate must be an independent external person, with excellent knowledge of Risk Management, Corporate Governance, the Public Finance Management Act and Treasury Regulations, Enterprise-Wide Risk Management (EWRM) COSO Enterprise Risk Management and Public Sector Risk Management Framework.
