The National Library of South Africa wishes to make the following
appointment at its Pretoria Campus:
Executive Director: Core Programmes
(5 Year Fixed Term Contract)

Salary Scale: R 1 251 183.00 all inclusive
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment on a five-year performance based fixed term contract. The successful candidate will report to the Chief Executive Officer.
The Executive Director: Core Programmes provides strategic leadership, support and advisory services through development and implementation of strategic initiatives that support the delivery of quality Core Programmes. The position is responsible for managing the outcomes of the following Programmes: Bibliographic Services and Collections Management, Information Access Services, Preservation and Conservation Services, Centre for the Book and Conditional Grants.
MINIMUM QUALIFICATIONS REQUIREMENTS
Master’s degree in Library and Information Science
EXPERIENCE REQUIREMENTS
A minimum of 10 to 15 years of relevant experience, of which preferably 6 to 10 years were gained in a senior management/executive management capacity
Ability to maintain effective relationships with both internal and external stakeholders
Demonstrated experience in successfully developing, managing, and completing large integrated projects
Membership or previous active role in a related professional association
Knowledge of the NLSA’s Core Programmes, their mandates, processes, procedures, and risks
Up-to-date knowledge of trends in the global LIS sector
Digitally literate with knowledge of, and experience with, digital systems, platforms, etc.
Proven understanding and experience in research and knowledge management
Proven track record of driving innovation
Proven mature leadership and management capabilities
In-depth knowledge and understanding of legislations governing the NLSA
Proven experience in strategic planning and policy development in the public sector
Proven working experience in implementing policies and procedures in administration, financial management and project management
Knowledge of all relevant legislation and regulatory framework including the Constitution of South Africa

KEY AREAS OF RESPONSIBILITY:
Strategic Leadership and Governance
Support the Board Sub-committees in its governance responsibility
Provide strategic leadership responsibilities to the Core Programmes within the NLSA
Develop and review the strategic plans and ensure effective implementation thereof
Financial Accountability and Supply Chain Management
Develop and manage the budget in line with PFMA requirements and National Treasury regulations
Ensure effective internal controls and compliance with all audit requirements
Secure additional funding towards Programmes / projects of the NLSA
Ensure that Core Programmes generate a revenue equal to a percentage agreed upon at contracting
Ensure that relevant procurement regulatory laws are adhered to.
Risk Management
Identify risks and ensure implementation of mitigation strategies
Ensure compliance and adherence to governance structures
Human Resources Management
Ensure effective performance management in line with stipulated organisational requirements
Public Engagement
Identify potential / new strategic partnerships and ensure active and meaningful contributions
Ensure that the NLSA works effectively with the broader stakeholder community in the public, sector, private sectors and the Library and Information sector
Collections Management, Research and Innovation Development
Champion the NLSA’s research initiatives
Play a strategic role in the acquisitions, preservation and conservation of the national documentary heritage collections
Position the NLSA to take its rightful place in the knowledge management sector
Drive innovation in the Core Programmes to ensure that the NLSA remains relevant in meeting the information needs of stakeholders
