Director: Finance and Supply Chain Management

Salary scale: R960 126.00 - R1 121 421.00 Total Cost to Company 
 
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. 
 
The NLSA invites applications from suitably qualified persons for appointment on a permanent basis in the position of Director: Finance and Supply Chain Management. The successful individuals will be based at the NLSA’s Pretoria Campus and will report to the Chief Financial Officer. 

 
KEY PERFORMANCE AREAS 
 Direct the operations of the Finance, Risk and Supply Chain Management (SCM) sub-programme 
 Plan, organise and control the activities of the sub-programme, including risk management 
 Manage the planning, budgeting and forecasting process 
 Deliver month-end results and analytical reporting to Management 
 Develop and/or monitor the implementation of effective and efficient controls over budget management, supply chain management, expenditure management, financial accounting and reporting 
 Develop and/or monitor the implementation of effective and efficient controls for the safeguarding of assets and assets management 
 Direct and report on the financial performance, position and cash flow management of the NLSA on a regular basis 
 Direct and report on the non-financial performance against predetermined objectives of the sub-programme on a regular basis
  Monitor and ensure compliance with applicable legislation for all processes effected and/or managed within the Finance and SCM sub-programme 
 Act as the final approver of salaries and related payments on a monthly basis 
 Manage human resources through performance management, skills development and training 
 Compile and ensure timely signing off of monthly/quarterly and annual reports 
 Serve on Boards Sub-Committees, e.g. Audit and Risk Committee 
 Develop and implement policies in the Finance and SCM sub-programme 
 
MINIMUM EDUCATIONAL QUALIFICATION AND EXPERIANCE 
 B. Com Hons Degree or equivalent related qualification 
 A SAICA CA registration; RGA or ACCA will be an advantage 
 Minimum 10 years of working experience within Finance and Supply Chain Management, of which at least 5 years should have been at a managerial level 
 Sound experience in preparing Annual Financial Statements and implementing the Public Financial Statements 
 Experience in working with both Internal and External Auditors 
 Knowledge of PFMA, GRAP, IFRS, GAAP, Income Tax Act, Treasury Regulations, Supply Chain Management Regulations and other statutory requirements 
 Experience in the preparation and management of the annual budget for an organisation 
 Experience in the preparation and presentation of reports to those charged with governance 
 High level people management, conflict management and dynamic problem solving skills 
 Advanced computer literacy in financial management software (knowledge of SAP will be an added advantage) 
 Excellent verbal and written communication skills
