The National Library of South Africa wishes to make the following appointment at Its Pretoria Campus
 
CHIEF EXECUTIVE OFFICER
(Five-Year Fixed-Term Contract)

The objectives of the National Library are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world's information resources. 
The Board of the National Library of South Africa wish to appoint a suitably qualified Chief Executive Officer on a five-year performance based fixed-term contract. The success incumbent will be responsible for the management of the affairs of the NLSA and must report on those affairs to the Board as required.
The CEO is also the Accounting Officer charged with the responsibility of accounting for all money received and utilised by the NLSA; this also includes the property of the NLSA. The Chief Executive Officer of the NLSA is known as the National Librarian.
 

REQUIREMENTS:  MBA or equivalent. A PhD in Library and Information Science will be an advantage. At least 10 years of experience in a senior management position in a related field • Must be a South African citizen with in-depth knowledge an understanding of the PFMA, NLSA Act and government relations. 
 
SKILLS AND COMPETENCIES: Proven track record in the successful development and implementation of turnaround strategies; strategic capabilities; ability to successfully mobilise financial resources; ability to drive the organisation to a performance based culture; proven mature leadership and management capabilities; tactful diplomat and above average negotiator. 
 
DUTIES: Strategic and Executive Leadership: Develop and review the strategic plan for the NLSA; ensure effective implementation of the strategic plan; fulfil strategic leadership responsibilities; provide visionary leadership to the NLSA; guide the business plans for the NLSA's programmes; ensure effective management of the day-to-day operations and NLSA's executive team. Financial Management: Develop and Manage the NLSA budget in line with PFMA requirements; ensure proper control over the implementation of the budget in line with treasury regulations and report accordingly; ensure effective management of core and grant budgets; ensure compliance with all audit requirements; secure additional funding towards programmes / projects of the NLSA; sustain an unqualified audit opinion. 
 
HUMAN RESOURCES AND TRANSFORMATION:  Ensure effective staff recruitment and retention in line with needs, policies and procedures; ensure effective performance management in line with stipulated organisational requirements; ensure effective succession planning and implementation; ensure effective employee relations management; ensure effective employment equity planning and implementation. Strategic Partnership and Relationship: Identify potential / new strategic partnerships and opportunities; ensure active and meaningful contribution to strategic partnerships; ensure that good relations are maintained with the stakeholder community; ensure that the NLSA works effectively with other government department and the Library and Information sector. 
 
RESEARCH AND INNOVATION: Provide strategic and thought leadership on the NLSA's key competencies and its role appropriately internally and externally; ensure that the NLSA is a preferred employer of choice; ensure a sustainable ICT governance structure, system and related LIS technologies.
