NATIONAL ENERGY REGULATOR OF SOUTH AFRICA (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are fulltime, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. 
 
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
 
 
Advisor to the FTRM: Electricity Regulation
Division: Electricity Regulation (ELI)
Package: R 970 699.00 — R1 304 216.00 per annum (CTC)

Requirements: * Bachelor's Degree in Economics, Accounting, Finance or Engineering * Minimum Eight (8) years working experience in economic regulation of a network industry, particularly tariff determination and implementation of regulations A postgraduate qualification in Economics, Accounting, Finance or Engineering will be an advantage * Sound understanding of regulatory policy in the South Africa context and of the South African Electricity, Piped-Gas or Petroleum Pipelines industries are of great importance * Ability to advise on rules development and assist in liaising with relevant government departments on the development of regulations in the relevant industries * Experience in stakeholder liaison at senior level as well as consultation processes in the context of economic regulation.

Key responsibilities: The Advisor is functionally accountable to the Full Time Regulator Member primarily responsible for Electricity Regulation.
 
The successful incumbent will be responsible for: assisting the Full Time Regulator Member to fulfil the mandate of the Regulator through conducting research, advising on and reviewing complex regulatory activities * Assisting the Full Time Regulator Member with broader electricity industry structuring, regulation strategy or approach and change management • Assisting the Full Time Regulator Member with broader energy policy and strategy development and implementation *Assisting the Full Time Regulator Member with electricity data (especially demand data) collection, collation, processing and management with a particular focus on modelling * Implement and maintain the regulatory financial reporting for the electricity industry and ensure compliance therewith * Advising the Full Time Regulator Member responsible for Electricity Regulation on all technical and related matters relating to the regulatory and governance activities incidental to the Member's functions and activities * Coordinating projects which fall within the areas of responsibility of the Full Time Regulator Member and assisting in the implementation of those projects * Assisting the Full Time Regulator Member with the drafting and interpretation of documents incidental to the industry regulation of the FTRM * Advising on rules developments and assist in liaising with relevant government departments on the development of regulations in the relevant industries *  Assisting the Full Time Regulator Member to prepare submissions and attend meetings as instructed Accompanying the Full Time Regulator Member on technical visits and meetings with regulated entities or other stakeholders and keeping records thereof * Interpreting and executing research assignments concerned with the functions and activities of the Full Time Regulator Member as well as conducting best practice assignments * Coordinating and maintaining research projects performed by consultants, including terms of reference development and project management * Serving as an investigator or case manager on complex or technical projects; public hearings; or tribunals, consistent with the office of the Full Time Regulator Member.

Regulatory Reporting Specialist
Division: Petroleum Pipelines Regulation (PPR)

Requirements: * Bachelor's Degree in Economics, Finance or Energy Studies * Minimum Five (5) years working experience on policy implementation in the petroleum sector * Suitable experience in economic modelling will be an advantage * A postgraduate qualification in Economics, Finance or Energy Studies will be an advantage.

Key responsibilitiesReporting to the Executive Manager: Petroleum Pipelines Regulation, the Regulatory Reporting Specialist will be responsible for providing expert support and advice to the Petroleum Pipelines Regulation (PPR) Division and its key stakeholders for the purpose of reducing regulatory asymmetry, providing expert advice on the development and review of policies, processes and procedures as well as the Regulatory Reporting Manuals (RRMs) for the sourcing and submission of regulatory information or reports by licensees and other stakeholders to the PPR Division which includes the development, implementation and enforcement of review processes, best practice research and financial modelling, in line with legal prescripts governing the sector.
 
The successful incumbent will be responsible forEconomic and Financial Modelling: * Reviewing all reports and data relating to tariff application models and determining correct tariff to apply for licensees * Creating financial and economic models to establish correct tariffs * Aligning all models to established methodologies * Compiling tariff model recommendations and providing insights * Corresponding and working with licensees regarding all aspects relating to compliance to Regulatory Reporting Manuals (RRM). Advisory services: * Advising the Petroleum Licensing, Compliance and Dispute Resolution (PLC) and Petroleum Pipelines Tariffs (PPT) departments on data or info sources as well as the latest industry intelligences and strategies * Investigating, researching and reporting on advancements and changes in the industry * Advising the division on changes and potential impact thereof on regulatory reporting and matters related thereto * Advising on the development and review of policies, processes and procedures as well as the Regulatory Reporting Manuals (RRMs) for the sourcing and submission of regulatory information or reports by licensees and other stakeholders to the PPR * Commenting on laws and regulations and advising on potential impact or unintended consequences. Electronic Licensing System: * Managing relevant support approaches to ensure regulatory compliance * Managing the Electronic Licensing Systems automation process including developing the scope and terms of reference for the project, the identification of a supplier through participation and guidance on the procurement process; and on commencement, manage supplier's delivery based on scope and terms of reference. Stakeholders and Forum Management: * Participating and representing PPR at relevant forums relating to regulatory advocacy and other regulatory functions * Working with stakeholders and ensure that visions and practices are aligned to PPR * Designing and distributing brochures for stakeholder engagements. Reporting: * Compiling and presenting applicable regulatory reports, quarterly reports on financial models and advisory approaches to the relevant structures * Providing monthly reports on financial models and advisory approaches.
