NATIONAL ENERGY REGULATOR OF SOUTH AFRICA (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, pipedgas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. 
 
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
 
 
SENIOR ECONOMIC AND FINANCIAL ANALYST
Department: Electricity Pricing and Tariffs (EPT)
Package: R683 062.32 - R936 662.53 per annum (CTC)

Requirements: * A Bachelor's Degree in Economics or Finance * A Post-Graduate Qualification in Economics or Finance will be an advantage * Minimum of five (5) years relevant working experience that could be applied to electricity pricing and tariff regulation * Thorough knowledge of the Electricity Supply Industry (ESI) with emphasis on regulatory or related matters.

Key responsibilitiesReporting to the Head of Department, Electricity Pricing and Tariffs:
The successful incumbent will be responsible for: * Developing economic regulation methodologies best practice* Determine adequate revenues to be awarded to regulated entities and assess tariff structures for various suppliers to achieve regulatory objectives * Developing guidelines to municipalities on tariff levels, evaluate and recommend approval of tariff adjustment application on an annual basis * Provide quality check of the municipal tariff evaluation by analysis prior to these being reviewed and approved by HOD for submission to the Energy Regulator or any of its committees * Participate in workgroups/team for the restructuring of the electricity industry in South Africa while also developing methodologies for the regulation of RED's * Assist the HOD in the training and development of Analysts and supervising them by ensuring that the work produced by these Analysts are of the required quality as set by management * Manage the allocated profile of licensees by ensuring constant communication and reporting back on matters pertinent to these licensees * Compile monthly and quarterly reports on the portfolio of allocated licensees and projects for which he/she is responsible * Assist the HOD with ongoing strategic planning and monitoring of all departmental matters.
 
 
 
 
 
 
ECONOMIC AND FINANCIAL ANALYST X 2

Requirements: * A Bachelor's Degree in Economics or Finance " A Post-Graduate degree in Economics or Finance would be an advantage * Minimum of three (3) years working experience and thorough knowledge of the Electricity Supply Industry (ESI) with emphasis on regulatory or related matters.
 
The candidate must be competent in the following: * Analytical Skills * Communication (verbal and written) * Modelling and spreadsheets * Report writing * Negotiation Skills * Project Management * Interpersonal Skills Computer Skills * Time management.
 
Key responsibilitiesReporting to the Head of Department: Electricity Pricing and Tariffs, the incumbent's duties will be to determine revenue requirements for regulated utilities using appropriate and approved methodologies and to determine tariff structure that give signals to customers in an effort to achieve certain demand side management and energy efficiency objectives for all users of electricity. 
 
The successful incumbent will be responsible: * Assist in the development of economic regulation methodologies for the determination of revenue requirements of the regulated entities in line with the overall regulatory objectives of NERSA and government policy * Assist in the determination adequate revenues to be awarded to regulated entities using the regulation methodologies mentioned above and converting such revenues to price levels to be awarded to the utilities * Develop and assess tariff structures for various suppliers to ensure that these are in line with international best practice and achieve the intended signals meant to give incentives to customers to behave in ways that achieve demand side management objectives * Develop guidelines to municipalities on tariff levels; and evaluate and recommend approval of tariff adjustment application on an annual basis * Advice licensees on appropriate tariff structures and assist them in developing such structures * Continuously monitor the tariff level and structures as implemented by various licensees to ensure that these are in line with the approved structures and levels by NERSA and reporting of any discrepancies * Participate in all projects where required in line with the NERSA's business planning process and Team Based Network Structure principles either as project leader or in support of such.

Department: Petroleum Pipelines Tariffs (PPT)

Requirements: * A Bachelor's Degree in Accounting, Finance or Cost Management Accounting or any other similar and equivalent qualification * Minimum of Three (3) years working experience that could be applied to Petroleum Pipelines Pricing and Tariffs * Be familiar with the Petroleum Pipelines Act and Regulations and Rules made under that Act * Be familiar with the NERSA Tariff Methodology for the Petroleum Pipelines Industry.

Key responsibilitiesReporting to the Head of Department: Petroleum Pipelines Tariffs, the incumbent will process tariff applications in terms of the Petroleum Pipelines Act and provide analytical support to the regulatory financial reporting activities. *Assist in drafting, implementing and reviewing tariff approaches and methodologies for petroleum pipelines, storage and loading facilities * Analysing tariff applications (and appeals against tariff decisions) and draft questions of clarity or for further information from applicants as necessary * Building financial models and or apply financial models in order to evaluate/analyse tariff applications * Recommending efficient tariff decisions * Drafting, implementing and reviewing tariff approaches and methodologies for petroleum pipelines, storage and loading facilities * Provide assistance in conducting tariff related, financial and analytical research to assist in arriving at recommendations regarding efficient tariffs * Having an understanding of NERSA's Regulatory Reporting Manuals * Provide analytical support with respect to NERSA's Regulatory Reporting Manuals implementation and licensee compliance and conduct required analysis of regulatory financial reports to support regulatory decision-making * Analysing regulatory financial reports from licensees and recommend clawback or other adjustments to tariffs * Gathering industry information and maintain databases relating to the petroleum pipelines industry * Participate in projects, where required, in line with the Strategic Plan and Business Plan and NERSA's Team-based Network Structure principles, either as a participant or team leader * Analyze, evaluate applications by licensees as part ofbuilding NERSA's database on the industry.

Key responsibilitiesReporting to the Head of Department: Gas Pricing and Tariffs, the incumbent will be expected is to administer and ensure compliance with the pricing provisions of the Regulatory Agreement, the Gas Act and the associated Regulations. 
 
The successful incumbent will: * Administer the Regulator's pricing responsibility as it relates to the Gas Act, Gas Regulations, Gas Rules and Regulatory Decisions * Implement the Regulatory Reporting Manuals * Determine and monitor piped-gas pricing and tariff * Monitor all Gas Pricing Agreements and ensure compliance with the methodology to approve maximum prices for piped-gas * Monitoring of all Gas Tariff Agreements and ensure compliance with the guidelines for transmission and storage tariffs * Conduct financial modelling of all pricing and tariff requirements * Conduct economic analysis of piped-gas licence applications * Assist in drafting, implementing and reviewing pricing and tariff methodologies / approaches for the piped-gas industry * Assist in gathering industry information and maintaining a database for the gas industry * Assist in drafting appropriate policies, procedures, systems and processes to effectively regulate the piped-gas industry * Participate in all policies, where required, in line with NERSA's business process and team-based network structure principles, either as a leader or in support of such * Support the Head of Department on any ad hoc task or activities that might be directed to the Department.

Key responsibilitiesReporting to the Head of Department: Gas Pricing and Tariffs, the incumbent will be to provide secretarial services to the HOD: GPT: The successful incumbent will: * Record the receipt of licences and track progress on their processing * Assist with the collection of information on Piped-gas industries * Arrange and coordinate internal and external meetings of the department * Provide information to assist internal and external • stakeholders on Piped-gas Matters * Administering of requisitions books and following up to ensure that invoices are processed * Arrange travel and related arrangements for staff in the department * Follow up on submissions, correspondence and letters sent to Chief Executive Officer (CEO), Full Time Regulator Member (FTRM) and Executive Manager (EM) for either approval or comment * Administering of leave and providing information related to the department.
