NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.

Chief Human Capital Officer 
Division: Chief Human Capital Office (CHCO)

Requirements: * Master’s Degree in Human Resource Management, Business Administration, Business Leadership, Public Administration or related field* Minimum of Ten (10) years’ managerial experience, five (5) of which should be at an executive or senior management level * Suitable human resource management experience in a regulatory environment will be an advantage.

Key responsibilities: Reporting to the Chief Executive Officer, the Chief Human Capital Officer is expected to provide strategic leadership and direction in creating an organisational platform for development, leadership development, human resource management and employee retention in support of organisational effectiveness using best human capital management practices. 
 
The successful incumbent will: * Lead and manage the human capital function by maintaining a motivated Human Resource Division to deliver on NERSA HR Strategy in pursuance of medium and long-term goals within the  allocated budget by managing and monitoring its efficient utilization * Provide human capital management advice for strategic initiatives by the Energy Regulator and Human Resources and Remuneration Committee, including reporting to and implementing decisions by these bodies * Ensure alignment of HR Strategy with NERSA Business Plan and Strategic Plan * Provide organisational platform to attract, develop and retain high performing individuals * Create a climate of high performance culture throughout the organisation * Assume overall responsibility for Performance Management, Talent Acquisition and Retention, Human Resource Development, Industrial Relations, Employee Compensation and Benefits and Induction/On Boarding Programme * Oversee the provision of a solid human capital management offering in terms of relationships with in terms of cutting edge HR policies and practices and systems * Establish and maintain relationships Senior Managers and other stakeholders to provide human capital support to line and support functions with clear measurable outputs and strict timelines * Oversee the development and implementation of organisational development and change management interventions for successful individual and team development for high performing knowledge employees. 
 
 
 
 
 
Executive Manager: Electricity Regulation (ELR) 
Division: Electricity Regulation (ELR) 
Package: R1 547 929.00 – R1 927 748.00 per annum (CTC) 
(Ref: HR: 07/20) 
Reporting to the Chief Executive Officer (CEO) and the Full Time Regulator Member (FTRM) primarily responsible for Electricity Regulation (ELR) through a Service Level Agreement (SLA) with the CEO, the successful candidate will provide leadership and management in the Electricity Regulation (ELR) Division in terms of applicable legislation, NERSA policies and procedures, as well as NERSA’s approved business plan. 
 
Requirements: * Master’s Degree in Engineering, Economics, Law or related field * Minimum of Ten (10) years’ managerial experience, five (5) of which should be at an executive or senior management level * Suitable experience in a regulatory environment and experience in the electricity supply industry will be an advantage.

Key responsibilities: Provide support to the Full Time Regulator Member Primarily Responsible for Electricity Regulation: The incumbent will: * Lead and manage the Electricity Regulation (ELR) division, including budgets, staff development and innovation; Support the Energy Regulator and its subcommittees * Develop and implement NERSA processes, procedures, policies and systems * Direct the formulation and maintenance of policies and strategies to ensure the effective regulation of all electricity utilities * Direct the development and maintenance of price and tariff setting for all electricity consumers in the country * Direct and manage the future capacity modelling, planning and implementation (including demand side options) to ensure security of supply in the country * Direct and manage the compliance of utilities to regulatory requirements to ensure sustainability of the existing industry * Interact with investors, rating agencies, World Bank, IMF and other external and international stakeholders on matters affecting electricity regulation * Provide advice on disputes and resolution matters. 
 
 
 
 
 
Senior Manager: Regulatory Analysis and Research 
Department: Regulatory Analysis and Research (RAR)

Requirements: * Honours Degree in Economics, Finance or Engineering * Minimum of Eight (8) years’ experience in the field of economic regulation of which at least Five (5) years must have been in a managerial position * Knowledge and experience of the energy industries that NERSA regulates will be an added advantage. 
 
The candidate must be competent in the following: * Management and Leadership Skills * Presentation Skills * Good Communication (verbal and written) Skills * Report writing Skills * Time Management Skills * Planning and Organisational Skills * High Level Computer Literacy. 
 
Key responsibilities: Reporting to the Chief Executive Officer (CEO), the incumbent will support the Energy Regulator by performing a cross-cutting role spanning all the regulatory discipline and regulatory processes: Regulatory Analysis: * Assess the regulatory impact of current and proposed regulatory practices; Pro-actively identify regulatory issues that NERSA needs to focus on * Assist NERSA in the development of consultation papers on regulatory matters * Regulatory Research: * Investigate and report on regulatory frameworks, regulatory methodologies, regulatory policies and their impact on the performance of regulated industries * Assist in the development and maintenance of regulatory mechanisms such as regulatory accounts; tariff and pricing frameworks; licensing conditions, regulatory rules * Regulatory Internal Audit: * Assess the adequacy and effectiveness of regulatory processes of the Energy Regulator * Report deficiencies in the regulatory processes, continuously monitor the effectiveness of the processes and recommend required action to move to best practice processes * Manage the internal regulatory audit function, develop and recommend an audit plan for regulatory frameworks, methodologies and practices * Benchmarking: * Benchmark the Regulator’s performance against national and international best practices * Benchmark regulator processes, practices and systems against national and international best practices * Management of the Unit: * Manage the key performance areas of the unit; * Manage budget, staff and other resources of the unit, including outsourcing of projects to external consultants * Perform more complex, sensitive and responsible technical and analytical research work as well as consultative and advisory services in the areas of economics, finance and regulatory practices.

Key responsibilities: Reporting to the Executive Manager: Electricity Regulation, the incumbent will co-ordinate, manage and lead the department to ensure the achievement of NERSA and Government Objectives in the Electricity Supply Industry (ESI) and ensure efficient development and operation of the generation, transmission and distribution services in the ESI: The successful incumbent will: * Provide inputs and project proposals for the department’s/organisation’s operational plans * Manage and lead the EIP Department including general and specific staff guidance & budget management * Provide support to tasks assigned by the Executive Manager * Provide support in the development of the Integrated Resource Plan (IRP) policy of the Government * Develop and implement the regulatory framework for Independent Power Producers (IPP) and private generators * Manage the Grid Code * Advise government on the most appropriate process to ensure that future generation capacity is available to meet the demand * Provide input to the Department of Energy’s competitive bidding programme for new generation capacity * Formulate regulatory methodologies and processes for the evaluation, approval and monitoring of major capital investments in the ESI to ensure adherence to NERSA and government objectives and policies for capital investment in the ESI * Evaluate applications for generation licenses from technical, financial and economical view-point as well as compliance with NERSA standards and regulations * Formulate and coordinate the development of regulatory policies, codes, standards, procedures and guidelines for efficient development and operation of the ESI * Analyze and evaluate Transmission and Distribution investment plans for compliance with the Grid Code * Monitor the system Supply/Demand balance through the use of appropriate modeling tools e.g. Plexos * Oversee the development of regulatory methodologies for demand-side-management, energy efficiency and renewable energy 
resources * Oversee the management of the non-grid and hybrid grid electrification projects * Advise and support internal and external customers on all issues of the electricity generation, transmission and distribution to ensure a high level of application of technical specification, regulations and standards * Participate in various Stakeholder Committees and Work Groups. 
 
 
 
 
 
Senior Regulatory Specialist

Requirements: * Bachelor’s Degree in Engineering, Economics, Accounting, Finance or Engineering or an equivalent qualification * Minimum of Eight (8) years in regulatory or utility environment * Sound understanding of regulatory policy in the South African context and of the South African Electricity, Piped-Gas or Petroleum Pipelines industries are of great importance.

Key responsibilities: Reporting to the Executive Manager: Electricity Regulation and the Full Time Regulator Member primarily responsible for Electricity Regulation, the Senior Regulatory Specialist will provide technical support to the Executive Manager: Electricity Regulation and the Full Time Regulator Member primarily responsible for Electricity Regulation to ensure the use of world’s best practices in the electricity regulatory framework and in support of achieving the division’s outputs. 
 
The successful incumbent will: * Advice on technical and regulatory matters to both the Executive Manager: Electricity Regulation and the Full Time Regulator Member primarily responsible for Electricity Regulation * Brief the Executive Manager: Electricity Regulation and the Full Time Regulator Member primarily responsible for Electricity Regulation on key issues * Provide support to the Electricity Regulation Division on research and analysis as well as giving advice and assistance to the Analysts and Engineers * Handle special tasks assigned by providing research, investigations and representing NERSA at various forums when required * Provide support for the Office of the Chief Executive Officer by preparing presentations and proving inputs to the speeches and panel discussions * Provide support to the Office of the Full Time Regulator Member primarily responsible for Electricity Regulation * Critically assess documentation, contents and recommendations by departments within division and advise the Executive Manager * Review municipalities’ tariffs as recommended by the relevant department * Perform technical, financial, economic research and analysis.
