NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas: 
 


DISPUTE RESOLUTION AND CUSTOMER EDUCATION OFFICER 
Department: Electricity Licensing, Compliance and Dispute Resolution 
Package: R789 349.00 – R993 397.00 per annum (CTC) 
Reference: HR 12/24 
 
Requirements: * Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in Law, Business Management, Education, Social Sciences or equivalent qualification as recognised by SAQA * Minimum Five (5) years relevant working experience as a Dispute Resolution and or Customer Education Officer in the Electricity Supply Industry (ESI) * Exposure in technical, financial, legal, technical, dispute resolution and customer services Environment.

Purpose: Reporting to the Head of Department: Electricity Licensing, Compliance and Dispute Resolution, the incumbent will be responsible for resolving disputes between licensees, consumer complaints and disputes and facilitate customer education initiatives, facilitating timeous resolution of complaints by mediation, develop proactive measures to address constraints to the resolution process and monitor the implementation of the service standards, and developing and improving systems for monitoring the resolution of customer complaints, implementation of service standards and mechanisms for building relationships between suppliers and customers by way of customer forums. 
 
Key responsibilities: The successful incumbent will: * Promote better service delivery by facilitating timeous resolution of complaints and disputes through mediation where necessary and develop proactive measures to address constraints that impede service delivery * Develop and continuously improve systems for monitoring the resolution of customer disputes, implementation of service standards (NRS047) and mechanisms for building relationships between suppliers and customers * Ensuring that liaison with National Customer Organizations is maintained * Compile and Implement Customer Education Programmes * Undertake stakeholder engagements and customer education programmes as per Annual Performance Plan (APP) * Conduct public awareness campaigns * Represent NERSA in the interactions with Consumer Protection Forum and at the its relevant subcommittee * Ensure NERSA branding at Public Hearings and other activities * Compile and submit quarterly reports on customer education campaigns/events conducted * Carry out any other activities assigned by the Head of the Department.

INTERNATIONAL COORDINATION AND PARTNERSHIP OFFICER 
Department: International Coordination and Partnerships 
Package: R577 617.00 – R733 562.00 per annum (CTC) 
Reference: HR 13/24 
 
Requirements: * Bachelor’s Degree / B Tech Degree / Advanced Diploma (NQF 7) in International Relations, Economics and or Political Science as recognised by SAQA * Post graduate qualification will be an added advantage * Minimum Five (5) years working experience in two (2) or more disciplines that fall under international relations * Exposure to regulatory environment ideal. Interest in socio-economic, current affairs and international relations * Awareness of cultural norms (in various international context) * Basic understanding of business or organisational structure * Knowledge of diplomacy and protocol * Knowledge of French and or Portuguese will be an advantage * Knowledge of project management * Knowledge of foreign policy.

Purpose: Reporting to the Head of Department: International Coordination and Partnerships, the incumbent will effectively carry out projects and activities assigned to the International Coordination and Partnerships Department, to support NERSA’s engagement with national and foreign regulators and international development partners, and enable NERSA to fulfil its mandate 
 
Key responsibilities: The successful incumbent will: * Support NERSA’s role in joint activities emanating from participation in regional and continental regulatory initiatives in which NERSA is involved (e.g. the Regional Electricity Regulators Association of Southern Africa (RERA) and the African Forum for Utility Regulators (AFUR) * Leverage events and activities to profile NERSA to the public and other regulators, as an organisation of world-class caliber * Ensure that all such activities are effectively implemented in line with NERSA’s International Engagement Strategy, approved policies and procedures * Facilitate NERSA’s participation in various international engagements * Coordinate visits to NERSA by incoming delegations * Coordinate outgoing delegation visits including identifying and securing engagements with counterparts in the country to be visited, researching and preparing country background reports and engaging with South Africa Missions to gather relevant information and contacts * Compile quarterly and annual reports on NERSA’s partnership programmes, participation in international regulatory and capacity building initiatives * Compile NERSA’s Annual travel plan and quarterly international travel reports as required by the Department of Electricity and Energy (DEE) * Build sound network and relationships that facilitate the ability to develop collaborative actions for the benefit of NERSA * Engage with local and international parties to address queries, and ensure smooth operations and events * Initiating partnerships with foreign entities, universities, governments and stakeholders for capacity building purposes, negotiating agreements and ensuring implementation thereof * Liaison with the DEE on bilateral and multilateral agreements, international partnerships, NERSA’s international travel plan, travel motivations and reports * Providing support to the NERSA Capacity Building Steering Committee through functioning as its secretariat and ensuring implementation of its work programme * Coordination of internal capacity building workshops for NERSA staff and national workshops with external stakeholders for capacity building and information sharing purposes * Coordinating and collating inputs for international Declarations, Memorandum of Understanding (MoUs), Declarations and Letters of Intent in collaboration with other Departments and Divisions * Providing support to the recently established NERSA Women Empowerment and Gender Equality Project team and the implementation of its programmes.

LICENSE MANAGEMENT COORDINATOR 
Department: Petroleum Licensing, Compliance and Dispute Resolution 
Package: R465 974.00 – R654 420.00 per annum (CTC)

Requirements: * National Diploma or Diploma (NQF 6) in Engineering / Science / Economics / Energy Studies * Minimum Three (3) years relevant working experience * Experience and/or knowledge of the petroleum industry / facilities / license types/NERSA processes * Experience in processing of license applications will be an added advantage * Be familiar with the Petroleum Pipelines Act, Regulations and Rules made under the Act * Be familiar with the Petroleum Pipelines Industry and the infrastructure involved.

Key responsibilities: Reporting to the Head of Department: Petroleum Licensing, Compliance and Dispute Resolution, The successful incumbent will: * Coordinate the applications received for licences, amendments to licence conditions or revocations in terms of the Petroleum Pipelines Act and will be the single point of entry for all licence applications and central management of licensing applications processed * Register applications for licence applications, amendments and revocations * Creating folders on Tanzwana/LIP document management system * Drafting acknowledgment of receipt letters and allocation of applications * Tracking progress made on applications once assigned to ensure speedy processing * Coordinate the publishing of notice of applications, public hearings and subcommittees targeted * Updating the allocation register/Work in progress tracker document * Gathering information and maintain databases relating to licensing * Managing/coordinating stakeholder enquiries * Publication of documents on NERSA website * Perform ad-hoc projects as assigned by HoD * Assist HoD with collating of information for quarterly/annual reporting.
