NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas:

EXECUTIVE MANAGER: ELECTRICITY REGULATION
Division: Electricity Regulation

Requirements: * A Master’s Degree (NQF 9) in Engineering, Economics, Law or an equivalent field as recognised by SAQA * Suitable experience in a regulatory environment and experience in the Electricity Supply Industry (ESI) will be an advantage * Minimum of Ten (10) years related managerial experience of which Five (5) years should be at an Executive level * Proven track record of managing staff, performance and budgets.

Purpose: Reporting to the Chief Executive Officer (CEO) and the Full Time Regulator Member primarily responsible for Electricity Regulation (ELR) through a Service Level Agreement (SLA) with the CEO, the successful candidate will provide leadership and management in the Electricity Regulation (ELR) Division in terms of applicable legislation, NERSA policies and procedures, as well as NERSA’s approved business plan.
 
Key responsibilities: The successful incumbent will: * Lead and manage the Electricity Regulation (ER) division, including budgets, staff development, performance management and innovation * Accountable for the delivery of ELR regulatory programmes and projects * Support the Energy Regulator and its subcommittees * Supports development of ELR and ER strategy * Responsible for the implementation of the ELR strategy * Develop and implement NERSA policies, processes, procedures and systems * Direct the formulation and maintenance of policies and strategies to ensure the effective regulation of all electricity utilities * Direct the development and maintenance of price and tariff setting for the electricity industry in the country * Direct and manage the future capacity modelling, planning and implementation (including demand side options) to ensure security of supply in the country * Direct and manage the compliance of utilities to regulatory requirements to ensure sustainability of the existing industry * Interact with investors, rating agencies, World Bank, IMF and other external and international stakeholders on matters affecting electricity regulation * Provide advice on disputes and resolution matters.

Purpose: Reporting to the Chief Executive Officer, the Chief Human Capital Officer is expected to provide strategic leadership and direction in creating an organisational platform for development, leadership development, human resource management and employee retention in support of organisational effectiveness using best human capital management practices.
 
Key responsibilities: The successful incumbent will: * Lead and manage the human capital function by maintaining a motivated Human Resource Division to deliver on NERSA HR Strategy in pursuance of medium and long-term goals within the allocated budget by managing and monitoring its efficient utilization * Provide human capital management advice for strategic initiatives by the Energy Regulator and Human Resources and Remuneration committee, including reporting to and implementing decisions by these bodies * Ensure alignment of HR Strategy with NERSA Business Plan and Strategic Plan * Provide organisational platform to attract, develop and retain high performing individuals * Create a climate of high performance culture throughout the organisation * Assume overall responsibility for Performance Management, Talent Acquisition and Retention, Human Resource Development, Industrial Relations, Employee Compensation and Benefits, and Induction or On-boarding Programme * Oversee the provision of a solid human capital management offering in terms of relationships with in terms of cutting edge HR policies and practices and systems * Establish and maintain relationships Senior Managers and other stakeholders to provide human capital support to line and support functions with clear measurable outputs and strict timelines * Oversee the development and implementation of organisational development and change management interventions for successful individual and team development for high performing knowledge employees.

SENIOR ECONOMIC AND FINANCIAL ANALYST
Department: Electricity Pricing and Tariffs
Package: R892 379.00 – R1 223 692.00 per annum (CTC)

Requirements: * A Bachelor’s Degree or B Tech Degree or Advanced Diploma (NQF 7) in Economic or Finance as recognised by SAQA * A post-graduate qualification in Economics or Finance will be an advantage. Formal and certified training in project management will be an advantage * Minimum of Five (5) years relevant working experience in similar environments * Knowledge of the ESI industry will be an added advantage.

Key responsibilities: The successful incumbent will to the Head of Department: 
Electricity Pricing and Tariffs, and will: * Develop economic regulation methodologies based on best practice * Determine adequate revenues to be awarded to regulated entities and assess tariff structures for various suppliers to achieve regulatory objectives * Develop guidelines to municipalities on tariff structures and levels and evaluate and recommend approval of tariff adjustment applications from such municipalities * Provide quality check of the municipal tariff evaluations by analysts prior to these being reviewed and approved by HOD for submission to the Energy Regulator or any of its committees * Participate in workgroups/team for the restructuring of the electricity industry in South Africa while also developing methodologies for the regulation of a restructured industry * Assist the HOD in the training and development of junior staff (tariff analysts, data analysts, data collectors, data captures and including learners and interns) and supervising them by ensuring that the work produced by these staff are of the required quality as set by management * Manage the allocated profile of licensees by ensuring constant communication and reporting back on matters pertinent to these licensees * Compile monthly and quarterly reports on the portfolio of allocated licensees and projects for which he/she is responsible * Assist the HOD with ongoing strategic planning and monitoring of all departmental matters.

Purpose: Reporting to the SCM Manager, the main purpose of this position is to assist in the development and implementation of demand management systems that will foster a culture of planned procurements of goods and services that is effective, efficient, economical and transparent.
 
Key responsibilities: The successful incumbent will be responsible for: 
Demand Management: - Supervision of the demand planning processes which includes the following: * Develop, implement and maintain the annual procurement plan * conduct needs assessments by collecting and analysis relevant data categorizing commodities (e.g. budget, procurement spend, contract register and asset acquisition plan) * conduct market and industry analysis * confirming budget availability * Oversee, coordinate and drafting of specification/terms of reference and special conditions of contract * Render an advisory service to NERSA on the acquisition of goods and services in line with SCM prescripts * Develop and implement sourcing/enterprise & supplier development strategies * Follow up on progress with affected departments, monthly and quarterly reporting on the progress of the procurement plan
Acquisition Management: - Supervision of the bid invitation and evaluations of bids and quotations processes, which includes the following that: * Bids are administered in line with the approved procurement plan * Bid documents are compiled on time and bids advertised in the government tender bulletin and various media * The process of closing bids/quotations is administered correctly * Supervision of the evaluation processes from appointment of BEC members to drafting of BEC reports to all BAC or REC and FIC committees and contracting * Identify shortcomings and problem solving * Provide bi-weekly reports on the quotations and bids in line with the approved procurement plan to SCM Manager * Monthly External reporting to the National Treasury on all contract above R100k, DTI and Auditor General * Ensure accurate recording, filling and archiving of all SCM documents *Provide guidance and support to Departments * Monitoring of irregular, wasteful and fruitless expenditures and condonation thereof * Establishment of BSC, driving the process of development of TOR or Specifications plan and approval thereof in line with the approved Procurement plan timelines * Drive the advertisement process and ensuring that Bids are advertised or approval through BAC for single sourcing, stakeholder management and monthly Reporting on progress on procurement plan

Requirements: * A National Diploma or Diploma (NQF 6) in Electrical Engineering as recognised by SAQA. * A Bachelor’s Degree or B Tech Degree or Advanced Diploma (NQF 7) will be an added advantage * Minimum Three (3) years relevant working experience within the Electricity Supply Industry in distribution, transmission, generation, metropolitan or municipal distributions * Knowledge and experience of power systems.

Purpose: Reporting to the Head of Department, Electricity Licensing, Compliance and Dispute Resolution, the incumbent will ensure compliance of electricity distributors, transmitters, generators or traders to license conditions. The incumbent will be responsible for the following tasks:
 
Key responsibilities: The successful incumbent will: * Planning and execution of the entire process that will lead to compliance by licensees * Develop and maintain licensing and compliance monitoring frameworks for electricity distribution, transmission, generation including trading of electricity * Develop and maintain licensing conditions for electricity distribution, transmission, generation or traders to ensure adherence to NERSA standards * Monitor compliance to license conditions, industry codes of practice, directives and standards for electricity distribution * Monitor the technical performance of licensees * Conduct compliance audits of licensees and ensure implementation of corrective action plans * Represent NERSA in interactions with licensees * Assist other departments with technical enquiries and carry out other activities assigned by the Head of Department.

ADMINISTRATOR
Department: Gas Licensing, Compliance and Dispute Resolution

Purpose: Reporting to the Head of Department: Gas Licensing, Compliance and Dispute Resolution, the incumbent will be to provide administrative support to the HOD: GLC and the GLC Department Staff.
 
Key responsibilities: The successful incumbent will: * Record the receipt of licences and track progress on their processing * Assist with the collection of information on Piped-gas industries * Arrange and co-ordinate internal and external meetings of the department * Provide information to assist internal and external stakeholders on Piped-gas matters * Administering of requisitions books and following up to ensure that invoices are processed * Arrange travel and related arrangements for staff in the department * Follow up on submissions, correspondence and letters sent to Chief Executive Officer (CEO), Full Time Regulator Member (FTRM) and Executive Manager (EM) for either approval or comment * Administering of leave and providing information related to the department * Assist with the general administrative duties of the department as and when requested * Printing of all department’s documents for CEO’s consideration * Collection of the department’s records from Office of the CEO as soon as they are ready for collection * Sending relevant documents including licence certificates to licensees * Checking the correctness of submissions including templates before forwarding documents * Making sure that GLC documents reaches the committee meetings * Providing support to the Department and the HOD.
