NATIONAL ENERGY REGULATOR (NERSA) 
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas:

SENIOR ECONOMIC AND FINANCIAL ANALYST
Department: Electricity Pricing and Tariffs
Package: R778 712.00 – R1 067 824.00 per annum (CTC)
Reference: HR 06/23
 
Requirements: * A Bachelor’s Degree in Economic / Finance * A post-graduate degree in Economics / Finance * Formal and certified training in project management will be an advantage * Minimum of five (5) years working experience in similar environments * Knowledge of the ESI industry will be an added advantage.

Key responsibilities: Reporting to the Head of Department: Electricity Pricing and Tariffs (EPT), the successful incumbent will be responsible for: * Developing economic regulation methodologies based on best practice * Determining adequate revenues to be awarded to regulated entities and assess tariff structures for various suppliers to achieve regulatory objectives * Developing guidelines to municipalities on tariff structures and levels and evaluate and recommend approval of tariff adjustment applications from such municipalities * Providing quality check of the municipal tariff evaluations by analysts prior to these being reviewed and approved by HOD for submission to the Energy Regulator or any of its committees * Participating in workgroups / team for the restructuring of the electricity industry in South Africa while also developing methodologies for the regulation of a restructured industry * Assisting the HOD in the training and development of junior staff (tariff analysts, data analysts, data collectors, data captures and including learners and interns) and supervising them by ensuring that the work produced by these staff are of the required quality as set by management * Managing the allocated profile of licensees by ensuring constant communication and reporting back on matters pertinent to these licensees * Compiling monthly and quarterly reports on the portfolio of allocated licensees and projects for which he / she is responsible * Assisting the HOD with ongoing strategic planning and monitoring of all departmental Matters.

PERFORMANCE AND REWARDS OFFICER
Department: Human Resource Value Creation
Package: R536 946.00 – R773 084.00 per annum (CTC)

Requirements: * A Bachelors’ Degree in Human Resources Management / Industrial Psychology / Industrial Relations or an equivalent qualification * Minimum of Three (3) years related experience in Human Resources / Performance Management and Reward Management (in two or more of the disciplines that fall under Performance Management and Reward Management).

Purpose: Reporting to the Head of Department: Human Resource Value Creation (HRVC), the incumbent will support the effective and efficient implementation of Performance and Reward policies, processes and systems.
 
Key responsibilities: The successful incumbent will be responsible for: Performance Management: * Supporting the implementation and maintenance of the performance management system, policy and supporting procedures/processes. This includes but is not limited to (a) Providing information to staff on the performance management system, policy and Procedures (b) Coordinating meetings and performance management related events (c) Preparing and/or maintaining documentation and templates for performance planning and appraisal (d) Compiling reports on performance appraisal outcomes, etc (e) Arranging and preparing documentation for moderation committee meetings (f) Conducting back-office administration of the automated performance management system, e.g. extracting individual development plans (g) Providing performance management administrative support * Reward Management: * Supporting the implementation and maintenance of guaranteed and variable pay policies, procedures and frameworks (e.g., pay structures, incentive/bonus schemes, retention bonuses, etc.). This includes but is not limited to: (a) Providing information to staff on pay policies and procedures (b) Coordinating the non-monetary award recognition scheme (c) Conducting regular audits of reward practices against policies and procedures (d) Coordinating benchmarking surveys (e) Compiling remuneration data in support of salary negotiation, increase, and adjustment Processes (f) Compiling reports on the status of reward in NERSA, reward practice alignment with policy, procedures and benchmarks (g) Providing reward management administrative support. Research: * Supporting research and benchmarking initiatives undertaken by NERSA against “best-in-class” organisations in respect of performance management and reward management processes, systems, and structures. This includes support to fixed and variable pay, and benefits benchmarking * Performance and Reward Management Data Analytics: * Gathering data / information to support decision-making and reporting purposes in respect of pay and performance * Ensuring that the data collected is accurate and of a quality required for confident and informed business decision-making * Providing and preparing preliminary analyses of data collected.

COMPLIANCE MONITORING TECHNICIAN
Department: Electricity Licensing, Compliance and Dispute Resolution

Requirements: * A National Diploma in Electrical Engineering. A Bachelors of Technology Degree will be an added advantage * Minimum of Two (2) years’ experience within the Electricity Supply Industry in distribution, transmission. Generation or metropolitan or municipal distributions. Knowledge and experience of power systems.
 
The candidate must be competent in the following: * Communication (written, verbal and presentation) * Interpersonal Skills * Negotiation Skills * Analytical Skills * Planning and Organisational Skills * Problem-solving Skills * Computer literacy. 
 
Purpose: Reporting to the Head of Department, the incumbent will ensure compliance of electricity distributors / transmitters / generators / traders to license conditions.
 
Key responsibilities: The successful incumbent will be responsible for: * Planning and execution of the entire process that will lead to compliance by licensees * Developing and maintaining licensing and compliance monitoring frameworks for electricity distribution/transmission / generation, including trading of electricity * Developing and maintaining licensing conditions for electricity distribution / transmission / generation / traders to ensure adherence to NERSA standards * Monitoring compliance to license conditions, industry codes of practice, directives and standards for electricity distribution * Monitoring the technical performance of licensees * Conducting compliance audits of licensees and ensure implementation of corrective action * Ensuring mechanisms are in place to address technical inadequacies in the electricity distribution / transmission / generation, trading industry * Representing NERSA in interactions with licensees * Assisting other departments with technical enquiries and carry out other activities assigned by the Head of Department.

ICT SUPPORT TECHNICIAN (SERVER AND NETWORK ADMINISTRATION)

Purpose: Reporting to the ICT Infrastructure Manager, the incumbent will be responsible for administration, monitoring and management of the servers and network, in terms of the server operating systems and capacity management, and IT systems security management. IT infrastructure level applications management, maintenance of the system configurations and reports thereof, management and maintenance of server room, network coms rooms including the provision of backup and restoration of data and information.
 
Key responsibilities: the successful incumbent will be responsible for: * Ensuring compliance with relevant IT policies and procedures and including requirements of the IT SLA * Designing, installing, supporting and maintaining Hyper-V system * Establishing and ensuring high availability of systems * Deploying server and network hardware * Providing hardware support for servers and network devices * Providing operating system support for Windows servers 2010 or latest and application support * Designing, installing, supporting and maintaining firewall and VPN infrastructure, Exchange 2016 or latest Active Directory SQL Server 2016 or latest * Backing up and restoring of data using Veeam Backup and Replication or latest * Maintaining related documentation of the infrastructure * Managing IT asset life cycle from procurement to termination of IT assets * Providing efficient support within agreed time frames * Devising and delivering solutions to enhance quality of service and to prevent future problems * Highlighting key problems and areas for improvement in terms of processes, procedures etc. * Assessing need for any system reconfigurations (minor or significant) based on request trends and make recommendations * Assessing need for any system reconfiguration based on request trends and make recommendations * Installing, upgrading, supporting and troubleshooting Microsoft applications and any other authorised desktop applications * Using diagnostic tools to troubleshot problems associated with network connectivity, and workstation hardware / software * Escalating issues involve experts wherever required in order to resolve issues as quickly as possible * Developing technical knowledge of each system within the company profile and specialized knowledge of certain nominated areas.
