NATIONAL ENERGY REGULATOR (NERSA) VACANCIES
 

The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSAs mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. 
 
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:

 
Head of Department:  Petroleum Pipelines Tariffs (PPT)
Department:  Petroleum Pricing and Tariffs (PPT)
Package:  R908 541.00 — R 1 402 317.00 per annum (CTC)

Requirements: • A Degree in Economics/Accounting or Finance • Experience in an Economic Regulation and/or Administered Pricing environment • A minimum of seven (7) years relevant experience of which five (5) years must be at managerial level • Experience in the petroleum industry will be an added advantage.

Key responsibilities:  Reporting to the Executive Manager: Petroleum Pipelines Regulation in administering the Petroleum Pipelines Act, regulations and rules, including:• Ensuring effectiveness of petroleum industry regulations • Ensuring the development and implementation of appropriate tariff methodologies and filing requirements for the petroleum industry • Processing tariff applications • Assisting in the development of appropriate processes, procedures, policies and systems • Implementing Regulatory Reporting Manuals (RRMs) and analysing licensees' reports • Conducting license conditions compliance assessments • Leading and managing subordinates in the Petroleum Pipelines Tariffs (PPT) Department, including budget, staff developments and innovation • Developing and implementing NERSA processes, procedures, policies and systems.

Senior Engineer
Department: Petroleum Licensing, Compliance & Dispute Resolution (PLC)
Package: R827 774.00 — R 1 071 693.00 per annum (CTC)

Requirements: • Minimum Honours Degree in Engineering or Science • Registration as a Professional Engineer will be an added advantage • Minimum of six (6) years working experience • Experience or knowledge of petroleum industry technical standards • Experience in regulation and in conducting technical audits will be an added advantage.
 
The candidate must be competent in the following: • Good communication and report writing Skills • Good Analytical Skills • Time Management • Problem-solving Skills • Project management • Petroleum industry and associated codes & standards • Presentation Skills • MS Office (Advanced level).
 
Key responsibilities: Reporting to the Head of Department:Petroleum Licensing, Compliance & Dispute Resolution (HOD: PLC), the incumbent will be responsible for monitoring and enforcement of licence conditions, regulations and engineering standards pertaining to all the activities licensed in terms of the Petroleum Pipelines Act, 2003. • Perform in-depth analyses of information submitted by licensees and/or stakeholders as part of monitoring and enforcement of licence conditions, regulations and standards pertaining to petroleum pipelines, loading facilities and storage facilities • Conduct audits of licences issued to verify the overall level of compliance by licensees and reporting findings and develop corrective actions to be undertaken by licensees • Conduct investigations into alleged unlicensed activities or noncompliance with licence conditions or any complaint lodged with NERSA • Conduct technical audits and/or site inspections to verify compliance with regulations, engineering codes, standards and specifications • Develop, implement and propose enhancements to the compliance monitoring framework • Supervise and mentor the staff at Engineer / Analyst / Technician level in the Department.

Requirements: • Minimum Bachelor's Degree in Engineering or Science • Registration as a Professional Engineer will be an added advantage • Minimum of four (4) years working experience • Experience or knowledge of petroleum industry technical standards • Experience in regulation and in conducting technical audits will be an added advantage.
 
The candidate must be competent in the following:• Good communication and report writing Skills • Good Analytical Skills • Time Management • Problem-solving Skills • Project management • Petroleum industry and associated codes & standards • Presentation Skills • MS Office (Advanced level).
 
Key responsibilities: • Reporting to the Senior Engineer: Petroleum Licensing, Compliance & Dispute Resolution (HOD: PLC), the incumbent will be responsible for developing and implementing mechanisms to ensure licensee compliance with the relevant legislation and license conditions • Receiving, analysing and investigating complaints and disputes submitted by industry stakeholders, interested parties and licensees • Undertaking investigations and enquiries into the activities of licensed and unlicensed petroleum pipelines facilities and report thereon • Monitoring and providing regular written report on licensees and compliance with applicable legislation and their license conditions • Make recommendations on measures necessary to enforce licensee compliance and assisting in developing and implementing control measures • Implementing Energy Regulator decisions regarding complaints and disputes • Gathering relevant information on and maintaining a database of licensees' compliance history • Facilitating third party access to the licensed petroleum pipelines facilities.
