NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.

Advisor to the FTRM: Petroleum Pipelines Regulation 
Division: Petroleum Pipelines Regulation (PPR) 
Package: R 1 011 468.00 – R 1 358 993.00 per annum (CTC)

Requirements: *A Bachelor’s Degree in Economics, Accounting, Finance or Engineering or an equivalent qualification * Minimum Eight (8) years’ experience in economic regulation of a network industry, particularly tariff determination and implementation of regulations * A sound understanding of regulatory policy in the South Africa context and of the South African electricity, piped gas or petroleum pipelines industries are of great importance * Ability to advise on rules development and assist in liaising with relevant government departments on the development of regulations in the relevant industries * Experience in stakeholder liaison at senior level as well as consultation processes in the context of economic regulation.

Key responsibilities: * The Advisor is functionally accountable to the Full Time Regulator Member primarily responsible for Petroleum Pipelines Regulation. The incumbent will assist a full time member to fulfil the mandate of the Regulator through conducting research, advising on and reviewing complex regulatory activities * Process tariff applications and appeals in terms of the Petroleum Pipelines Act * Analyse tariff applications and recommend decisions thereto in the form of license conditions * Implement and maintain the regulatory financial reporting for the petroleum pipelines industry and ensure compliance therewith * Build and apply financial models * Draft, implement and review tariff approaches and methodologies for petroleum pipeline, storage and loading facilities * Develop and maintain a data bank of petroleum pipeline, storage and loading facilities * Assessment of security of supply * Interact with licensees and other stakeholders as required from time to time * Document the department’s operating processes, recommend and implement efficient improvements * Advising the Full Time Regulator Member responsible for Petroleum Pipelines Regulation on all technical and related matters relating to the regulatory and governance activities incidental to the Member’s functions and activities * Coordinating projects which fall within the areas of responsibility of the Full Time Regulator Member and assisting in the implementation of those projects * Assisting the Full Time Regulator Member with the drafting and interpretation of documents incidental to the industry regulation of the FTRM * Advise on rules developments and assist in liaising with relevant government departments on the development of regulations in the relevant industries * Assisting the Full Time Regulator Member to prepare submissions and attend meetings as instructed * Accompanying the Full Time Regulator Member on technical visits and meetings with regulated entities or other stakeholders and keeping records thereof * Interpreting and executing research assignments concerned with the functions and activities of the Full Time Regulator Member as well as conducting best practice assignments * Coordinating and maintaining research projects performed by consultants, including terms of reference development and project management * Serving as an investigator or case manager on complex or technical projects; public hearings; or tribunals, consistent with the office of the Full Time Regulator Member.

Senior Analyst 
Unit: Regulatory Analysis and Research (RAR)

Requirements: * An Honours Degree in Economics or Finance * A Master’s Degree in the Economics or Finance will be an added advantage * Minimum Six (6) years’ experience in the regulatory environment * Strong research background * Sound understanding of regulatory analysis and research in the South Africa context and of the South African electricity, piped gas or petroleum pipelines industries are of great importance. 
 
The candidate must be competent in the following: * Financial modelling * Project Management Skills * Analytical Skills * Computer literacy (MS Office) * Communication Skills * Presentation Skills * Negotiation Skills. 
 
Key responsibilities: * Reporting to the Senior Manager: Regulatory Analysis and Research, the incumbent will conduct research on regulatory processes and practices as well as the performance of the Regulator and to benchmark them against national and international best practices * The outcomes of the research will be used to advise the Energy Regulator on the best forms of regulatory practices * The unit is also expected to monitor and track energy industry developments and practices. * The successful incumbent will: * Benchmark the Energy Regulator’s performance against national and international best practice and perform the associated baseline studies * Perform Regulatory Impact Assessments (RIA) of current and proposed regulatory frameworks, methodologies and practices * Audit regulatory frameworks, methodologies and practise * Monitor continuous improvement of the processes for adequacy and effectiveness * Locate, identify local and interpret local and international developments in the energy industries * Interpret financial information received from the energy sector and to identify cost drivers * Conduct regulatory and pro-actively identify regulatory issues that the Energy Regulator needs to focus on * Provide expert advice and present results in support of completed studies before the Regulator, public interest groups, the regulated industries, and various governmental agencies * Assist in the development and maintenance of regulatory mechanisms such as regulatory reporting manuals, tariffs and pricing frameworks, regulatory rules and associated consultation papers * Provide consultative and advisory services in the area of energy policy * Conduct environmental scan and reviews of the energy sector.

Senior Financial and Market Analyst 
Department: Petroleum Pipelines Tariffs (PPT) 
Package: R711 751.00 – R976 002.00 per annum (CTC)

Requirements: * A Bachelor’s Degree in Accounting, Finance, Economics or any other similar or equivalent qualification * Be familiar with the Petroleum Pipelines Act and Regulations and Rules made under that Act * Be familiar with the NERSA Tariff Methodology for the Petroleum Pipelines Industry and NERSA’s Regulatory Reporting Manuals * Minimum Five (5) years’ working experience that can be applied to Petroleum Pipelines Pricing and Tariffs.

Key responsibilities: Reporting to the Head of the Department Petroleum Pipelines Tariffs: the incumbent will process tariff applications in terms of the Petroleum Pipelines Act, to implement and maintain regulatory financial reporting and ensure compliance therewith and to supervise financial analysts. The successful incumbent will: * Analyse tariff applications and recommend decisions in regard thereto in the form of licence conditions * Review and amend NERSA Tariff Methodologies for the Petroleum Pipelines Storage Industries loading facilities * Project leader manage:- the processing of and analyse tariff applications and draft questions of clarity or for further information from applicants as necessary * Build financial models and or apply financial models in order to evaluate/analyse tariff applications * Recommend efficient tariff decisions * Be conversant with NERSA’s Regulatory Reporting Manuals * Analyse regulatory reports from licensees and recommend clawback or other adjustments to tariffs * Assist in drafting, implementing and reviewing tariff approaches and methodologies for petroleum pipelines, storage and loading facilities * Assist in the development of a data bank of petroleum pipelines, loading and storage facilities, including information on uncommitted capacity, so that access by third parties can be facilitated * Analyse licence applications with a view to determining economic and financial viability * Utilize pipeline and storage volume data in order to contribute to assessments of security of supply * Participate in NERSA Committees and Working Groups from time to time * Interact with licensees and other stakeholders as required from time to time * Document the department’s operating processes, recommend and implement efficiency improvements * Participate in projects, where required, in line with the Strategic Plan and Business Plan and NERSA’s Team-based Network Structure principles, either as a participant or team leader.

GIS Technician 
Department: Gas Licensing, Compliance and Dispute Resolution (GLC) 
Package: R490 774.00 – R706 606.00 per annum (CTC)

Requirements: * A Three (3) years Bachelor’s Degree/Diploma in Geography/Environmental Sciences/Cartography or an appropriate equivalent qualification with GIS * Minimum of Three (3) years’ experience and knowledge in ArcView, ArcGIS, geographical information systems (GIS), Geo-database implementation and data management * Understanding of GIS application and spatial data, theory, principles and practices of GIS standards * Practical Knowledge of GIS software applications and GPS devices.

Key responsibilities: * Reporting to the Head of Department, Gas Licensing, Compliance and Dispute Resolution, the incumbent will be expected to maintain the Geographic Information (GIS) System and develop appropriate processes related to the system, assist in the processing of licence applications and develop and maintain a database for licence applications, administer and implement relevant and applicable gas legislation and perform duties allocated by the HOD: GLC. The successful incumbent will: * Maintain the ArcGIS System, develop and produce ArcGIS maps * Review the ArcGIS system and update data when necessary to ensure the effective processing of the license application * Licensee data collection and investigation analysis * Assisting with updating and improvements within GIS database * Recording all feedback and other related duties and responsibilities * Understanding and implementing principles of record keeping * Mapping and tracing data from licensee system to NERSA system in order to solve a given problem * Sharing and publishing of maps and spatial data management * Assisting in the processing of licensing applications * Ensuring the implementation of the Energy Regulator’s decisions on licence applications and ensure that the decisions are made available to licensees on time * Administering the Gas Act, the associated rules and regulations * Assisting in the monitoring of developments in the piped gas industries and the gathering of industry information * Maintaining a database of information on the piped gas industry and produce reports for consideration by management * Liaise with and provide assistance/advice to stakeholders on regulatory matters, and maintain proper records.
