NATIONAL ENERGY REGULATOR (NERSA)
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the NationalEnergy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, piped-gas and petroleum pipelineindustries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and PetroleumPipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-timeand four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat underthe direction of the CEO.
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
ECONOMIC AND MARKET ANALYST
Department: Gas Competition and Market Analysis (GCM)
Package: R440 180.00 — R633 762.00 per annum (CTC)

Requirements: * Minimum Honours Degree in Economics, Finance or Commerce * Minimum of three (3) years working experience in an economic and market analysis environment * Knowledge of relevant and applicable legislation relating to the gas industry, including inter alia the National Energy Regulator Act, Gas Act, Competition Act and Promotion of Access to Information Act (PAIA) * Knowledge of the gas industry.
The candidate must be competent in the following: * Economic and Market Research & Analysis Skills * Effective Communication Skills * Report Writing Skills and Presentation Skills.
Key responsibilities: Reporting to the Senior Manager: Gas Competition and Market Analysis, the incumbent will employ sound economic theory and quantitative methods to: * Conduct research on local and international gas developments and advise on best practices to promote the local gas industry * Conduct research to identify key features that impact on competition in the gas industry * Conduct economic and market impact analysis during applications for maximum prices of gas, tariffs and licences * Provide economic input into investigations in terms of sections 31 and 4(d) of the Gas Act * Assist the Piped Gas Division to promote the development of competitive gas markets and gas services * Prepare reports and presentations for Energy Regulator meetings.

PERSONAL ASSISTANT
Department: Piped-Gas Regulations Division (GAR), Executive Manager's Office (EM's Office)

Requirements: * A Secretarial or Administrative Diploma * Minimum of Five (5) years working experience in a Secretarial/Administrative position.
The candidate must be competent in the following: * Communication Skills * Administrative Skills * Interpersonal Skills * Typing Skills.
Key responsibilities: Reporting to the Executive Manager:Piped-Gas Regulations (GAR), according to his/her needs, sound secretarial practice and organisational standards. The successful incumbent will:* Provide administrative support to the office of the Executive Manager, including the Legal Advisor, Senior Analyst and Regulatory Specialist * Arrange and coordinate Divisional meetings and meetings between the Executive Manager and departments * Record/register incoming and outgoing documents, including licence applications, tariff applications, maximum price applications, trade margin applications and applications for distinguishing features * Type letters, reports, submissions, presentations for the Executive Manager * Make travel arrangements for the Executive Manager, the Legal Advisor, Senior Analyst and Regulatory Specialist * Develop and maintain a filling system to ensure the efficient storage and access of information in the Piped-Gas Regulation Division according to sound administrative practice * Attend meetings to take minutes, type and distribute according to the meeting requirements * Arrange functions according to managers needs and organisational policies * Scan and archive document documents in the LIP/SharePoint System * Assist with the collection of information on developments in the piped-gas industry * Administer requisitions books and make follow ups to ensure that invoices are processed and paid on time.
