NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas:

Requirements: * An Honours Degree in Human Resources Management or an equivalent qualification * Minimum of Eight (8) years related experience of which at least five (5) years must be management experience * Knowledge of labour legislation, regulations, and rules applying to pay and benefits * Knowledge of the energy regulation sector.

Purpose: Reporting to the Chief Human Capital Officer (CHCO), the incumbent will ensure that the HR Department provides best-in-class, effective and efficient HR transactions and administrative services, which support the achievement of NERSA’s HR and overarching strategic goals. 
 
Key responsibilities: the successful incumbent will: * Provide leadership in formulating an HR Transactions and Administration strategy * Oversee the successful execution of the HR Transactions and Administration strategy as well as the effective and efficient delivery of high-quality payroll & benefits administration, records management and general HR administration services * Conceptualise and oversee the implementation of significant programmes that are aimed at improving HR Transactions & Administration service quality and optimizing efficiencies, such as the introduction of new business processes and systems * Appoint service providers in accordance with NERSA’s needs (as determined by a thorough customer needs analysis) and manage their performance through service level agreements (SLAs) * Nurture and maintain strong relationships with various internal and external stakeholders * Monitor, evaluate and report on HR Transactions & Administration key performance indicators e.g. leave management (among others), functionality of processes, systems and internal controls, general HR compliance to labour legislation, relevant pension fund rules and approved HR policies, etc * Manage the performance of staff * Create and sustain a working environment that engenders trust; promotes collaboration and teaming; empowers staff; and encourages innovation/creativity

Demand and Supply Management Officer 
Department: Supply Chain Management, Facilities and Projects 
Package: R479 128.00 – R608 484.00 per annum (CTC) 
Reference: HR 10/21 
 
Requirements: * A National Diploma in Supply Chain Management, Finance, Purchasing or equivalent qualification * A Bachelor’ degree in Supply Chain Management will be an added advantage * Minimum of Three (3) years relevant working experience in Supply Chain Management (Demand and Acquisition Management) * Working understanding of the PFMA, Treasury Regulations, PPPFA and its regulations * Extensive knowledge and application of leading practices in the Acquisition and Demand Management areas.

Key responsibilities: Reporting to the Head of the Department: Supply Chain Management, Facilities and Projects, the successful incumbent will: * Conduct needs assessment by collecting and analysing relevant data, categorising commodities and confirming availability of funds * Conduct a market and industry analysis * Develop and maintain NERSA’s pricing catalogue for high value items * Annual review of NERSA’s commodity list and monitor supplier relationships * Develop and implement a supplier/enterprise development strategy * Conduct supplier awareness campaigns in line with NERSA supplier commodities * Identify appropriate goals per commodity in terms of preferential procurement policy objectives * Oversee, coordinate and advise on the process of drafting specification/terms of reference and special conditions of contract * Draft, review, and consolidate inputs on Terms of Reference and submit for approval * Collate inputs and compile an Annual Procurement Plan for requirement above and below R500, 000,00 * Align Procurement Plan to NERSA's budget * Review Procurement Plan and amend as when required and report to National Treasury * Monthly monitoring of the performance against approved Procurement Plans * Monitor supplier performance by conducting quarterly supplier performance reviews on long term contracts * Manage NERSA’s contract register and ensure that all contracts are renewed on time * Monitor spending against the contract to avoid overspending * Compile reports for management and reporting to National Treasury quarterly on acquisitions, deviations and variations.

Departmental Administrator 
Division: Finance and Administration 
Package: R228 578.00 – R308 782.00 per annum (CTC) 
Reference: HR 11/21 
 
Requirements: * A Secretarial or Administrative Diploma • A Finance or SCM related qualification will be an advantage * Minimum of Three (3) years relevant working experience in a Secretarial or Administrative position.

Key responsibilities: Reporting to the Head of Department: Supply Chain Management, Facilities and Projects, the successful incumbent will: * Manage diaries for the Heads of Departments * Arranging meetings for the Departments * Make travel arrangements for FAD staff according to organisational procedures and policies * Develop and maintain a filling system to ensure the efficient storage and access of departmental information according to sound administrative practice * Attend meetings, take minutes, type and distribute according to the meeting requirements * Provide a general office support function by faxing and copying documents according to the managers and administrative needs * Collating the performance information for the division * Manage all incoming and outgoing submissions and other documents for the Division * Receive and maintain a register of supplier invoices *Provide assistance to Finance Department with transactions such as payment of supplier invoices as and when required * Provide assistance to SCM with transactions such as Request for Quotations, Bidding, arranging of BEC and BSC meetings, filing, etc.
