The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
 
 
Senior Financial and Market Analyst
Department: Petroleum Pipelines Tariffs (PPT)
Package: R638 376.00 - R875 385.00 per annum (CTC)(Ref: HR: 11/19)
 
Requirements:* A Bachelor's Degree in Accounting, Finance, Economics or any other similar or equivalent qualification * A post graduate degree will be an added advantage * Minimum of Five (5) years working experience that can be applied to Petroleum Pipelines Tariffs * Be familiar with the Petroleum Pipelines Act, the Regulations and Rules made under that Act * Be familiar with the NERSA Tariff Methodologies for the Petroleum Pipelines Industry and NERSA's Regulatory Reporting Manuals.

Key responsibilities: Reporting to the Head of the Department Petroleum Pipelines Tariffs: The successful incumbent will: * Analyse tariff applications and recommend decisions in regard thereto * Review and amend NERSA Tariff Methodologies for the Petroleum Pipelines, Storage, and loading facilities * Project leader to manage the processing of and analysis of tariff applications in the department* Build financial models and or apply financial models in order to evaluate/analyse tariff applications * Be conversant with NERSA's Regulatory Reporting Manuals * Analyse regulatory financial reports from licensees and recommend clawback or other adjustments to tariffs * Assist in the development of a data bank of petroleum pipelines, loading and storage facilities, including information on uncommitted capacity, so that access by third parties can be facilitated * Analyse license applications to economic and financial viability * Utilize pipeline and storage volume data in order to contribute to assessments of security of supply * Participate in NERSA Committees and Working Groups from time to time * Interact with licensees and other stakeholders as required * Document the department's operating processes, recommend and implement efficiency improvements * Participate in projects, where required, in line with the Strategic Plan and Business Plan and NERSA's Team-based Network Structure principles, either as a participant or team leader.

Senior Economic and Financial Analyst
Department: Electricity Pricing and Tariffs (EPT)

Requirements: *A Bachelor's Degree in Economic/Finance * A post graduate degree in Economics / Finance will be an added advantage * Minimum of Five (5) years working experience and thorough knowledge of the Electricity Supply Industry (ESI) with emphasis on regulatory or related matters. Key responsibilities: Reporting to the Head of Department, Electricity Pricing and Tariffs, The successful incumbent will be responsible for: * Developing economic regulation methodologies best practice * Determine adequate revenues to be awarded to regulated entities and assess tariff structures for various suppliers to achieve regulatory objectives * Developing guidelines to municipalities on tariff levels, evaluate and recommend approval of tariff adjustment application on an annual basis * Provide quality check of the municipal tariff evaluation by analysis prior to these being reviewed and approved by HOD for submission to the Energy Regulatoror any of its committees * Participate in workgroups/team for the restructuring of the electricity industry in South Africa while also developing methodologies for the regulation of RED's * Assist the HOD in the training and development of Analysts and supervising them by ensuring that the work produced by these Analysts are of the required quality as set by management * Manage the allocated profile of licensees by ensuring constant communication and reporting back on matters pertinent to these licensees * Compile monthly and quarterly reports on the portfolio of allocated licensees and projects for which he/she is responsible * Assist the HOD with on-going strategic planning and monitoring of all departmental matters.

Senior Dispute Resolution Office
Department: Gas Licensing, Compliance and Dispute Resolution (GLC)

Key responsibilities:  Reporting to the Head of the Department: Gas Licensing Compliance and Dispute Resolution: the incumbent will be expected to administer and implement the relevant and applicable gas legislation by developing and continuously improve systems for monitoring the resolution of customer complaints and dispute, and manage and resolve disputes and complaints. The successful incumbent will: * Administer the provisions of the Gas Act, 2001 (Act No 48 of 2001) (Gas Act), the Piped-gas Rules and Regulations regarding complaints, investigations and dispute resolution * Develop, maintain and implement the Complaints Investigation and Dispute Resolution Framework for the piped-gas industry * Manage , investigate and resolve complaints and enquiries from customers or other parties in terms of section 31 of the Gas Act * Initiate investigations in terms of section 4(d) of the Gas Act * Handle and manage price and tariff negotiations arising from disputes between customers and licensees * Maintain close liaison with other departments that are party to complaints and dispute resolutions within the ambit of the Team-based Network System * Liaise with and provide assistance to stakeholders on complaint resolutions matters * Organise and convene mediation or arbitration sessions between customers and licensees or amongst licensees and other parties and compile reports on mediated cases * Provide support to the HOD and conduct ad hoc activities assigned by the HOD from time to time.

Key responsibilities: Reporting to the SCM Manager, the main purpose of this position is to assist in the development and implementation of demand management systems that will foster a culture of planned procurements of goods and services that is effective, efficient, economical and transparent: The successful incumbent will be responsible for: Demand Management: * Supervision of the demand planning processes which includes the following: Develop, implement and maintain the annual procurement plan * Conduct needs assessments by collecting and analysis relevant data categorizing commodities (e.g. budget, procurement spend, contract register and asset acquisition plan) * Conduct market and industry analysis * Confirming budget availability * Oversee, coordinate and drafting of specification/terms of reference and special conditions of contract * Render an advisory service to NERSA on the acquisition of goods and services in line with SCM prescripts * Develop and implement sourcing/enterprise & supplier development strategies * Follow up on progress with affected departments * Monthly and quarterly reporting on the progress of the procurement plan Acquisition Management: * Supervision of the bid invitation and evaluations of bids and quotations processes, which includes the following that: * Bids are administered in line with the approved procurement plan * Bid documents are compiled on time and bids advertised in the government tender bulletin and various media * The process of closing bids/quotations is administered correctly * Supervision of the evaluation processes from appointment of BEC members to drafting of BEC reports to all BAC/REC and FIC committees and contracting * Identify shortcomings and problem solving * Provide bi-weekly reports on the quotations and bids in line with the approved procurement plan to SCM Manager * Monthly External reporting to the National Treasury on all contract above R100k, DTI and Auditor General * Ensure accurate recording, filling and archiving of all SCM documents * Provide guidance and support to Departments * Monitoring of irregular, wasteful and fruitless expenditures and condonation thereof * Establishment of BSC, driving the process of development of TOR/Specifications plan and approval thereof in line with the approved Procurement plan timelines * Drive the advertisement process and ensuring that Bids are advertised/approval through BAC for single sourcing * Stakeholder management and monthly reporting on progress on procurement plan * People and Performance Management: * Manage the performance of direct reports by setting them clear performance objectives * Coaching and/or mentoring them at all times * Motivating them to achieve their goals * Providing them with regular performance feedback * Creating opportunities for them to grow; and supporting their development through formal and informal training and development initiatives * Capacity Building: * Advice and train line managers and NERSA staff on policies, processes, systems and best practices relating to Supply Chain Management.

Requirements: *A B.Sc. Degree with statistics as a major subjects or equivalent in the technical environment * Minimum of Three (3) years analytical and statistical experience and energy industry experience * Statistical packages such as SAS and SPSS * Sound knowledge of MS office especially spreadsheets.

Key responsibilities: Reporting to the Head of Department: Electricity Pricing and Tariffs and Senior Statistician, the incumbent is expected to validate and analyse data that is collected by NERSA and transform it into information that can be used to support decision-making in the electricity industry. The successful incumbent will: * Timely collect national energy-related data from stakeholders * Ensure the co-ordination and integration of data collected with other relevant information systems at national level * Clean, validate, capture and store data collected from stakeholders on NERSA Server and ensure that data is of high quality and ready for analysis * Analyse energy, licensee and market research data and transform it to information that can readily used by NERSA decision-makers and external clients * Write and present reports based on the data collected by NERSA * Train users of these reports on how to utilize and interpret the data * Benchmark the collected energy related data to international standards.

Key responsibilities: Reporting to the HOD: Electricity Pricing and Tariffs (EPT): The successful incumbent will be responsible for: * Obtaining and capturing data according to system and company requirements * Distributing G-Forms, Power Production forms and D-Forms (Electricity forms) to licensees and following-up the return to ensure timeous receipt according to organisational requirements * Visiting licensees to assist in capturing information for completeness of the Electricity forms * Providing assistance and training to those licensees that have been identified as struggling and requiring assistance * Performing initial validation of correct completion of Electricity forms, and follow up on all missing information * Following up on all the municipalities that have been identified as struggling and require assistance * Maintaining a filling system to ensure the efficient storage and retrieval of Electricity forms according to organisational procedures * Working with Data Analysts to ensure complete and accurate D-Form for tariff setting and approval.
