NATIONAL CREDIT REGULATOR (NCR)

The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. The NCR invites applications from suitable candidates for the following position:
 
MANAGER: INVESTIGATIONS AND ENFORCEMENT
Paterson Grade: D- Upper
Salary Ranges: R646 500 – R1 228 400 maximum
 
Requirements:
 The successful candidate must hold a relevant legal qualification and must be an admitted attorney or advocate that has completed pupillage, with a minimum of 8 years post admission experience, 5 of which must have been in a management or supervisory role within a legal, regulatory or similar environment.
 
Duties:
The incumbent will be responsible for the following:
 Overseeing of the investigation and enforcement functions.
 Overseeing presentation of cases to the National Consumer Tribunal (“The Tribunal”) and the Courts; and represent the NCR in Tribunal proceedings.
 Overseeing the overall enforcement of the National Credit Act.
 Departmental Management, including Budget, human resources and asset management.
 Develop, Review, monitor and maintain relevant departmental policies & procedures.
 Risk Management
 Contract Management
 Participation in various committees.
 Collaborate with relevant enforcement agencies and regulators in the litigation of cases relevant to the mandate of the NCR.
 
Knowledge:
 National Credit Act.

 Courts’ rules and procedures.

CREDIT BUREAU PROJECT CONSULTANT (RE-ADVERTISEMENT)
24-months contract (Contract limited to 8 hours a week)
 
Requirements:
• The successful candidate must hold a national diploma, degree and have five (5) years relevant experience in a credit information environment.
• Knowledge of the credit information and financial services sector
• Project management experience
 
Duties:
• Provide leadership, coordination and management of the credit information projects for the NCR.
• Manage and provide oversight over the design of projects scopes and deliverables.
• Participate in all existing projects, and provide management, leadership and oversight.
• Manage the NCR staff involvement and participation in projects.
• Stakeholder management and relationships
• Participate in relevant committees, structures, and podiums.
• Manage the implementation of change management during introduction of project systems.
• Manage budget and staff allocated for projects.
 
Knowledge:
• Knowledge of credit information environment, frameworks, architecture, and strategy
• Knowledge of legislation impacting on, and influencing credit information
• Project management
• Public Finance Management Act and related procurement processes.
