The National Consumer Tribunal (The Tribunal) was established in 2006 in terms of section 26(1) of the National Credit Act, No. 34 of 2005. The National Consumer Tribunal is an independent adjudicative body with jurisdiction throughout the Republic. Its purpose is to adjudicate on credit and consumer related matters provided for in the National Credit Act (NCA) and the Consumer Protection Act (CPA), and to rule on alleged contraventions of these Acts.
 
The Tribunal seeks suitably qualified candidates to fill in the following position:-

Human Resources & Facilities Manager                                                                (NCT20/HRM001)
Position Reports to: Corporate Services Executive
Status: Permanent
 
 
Job Purpose:
The HR and Facilities Manager is responsible for providing employment related advice and support to the Tribunal’s managers and employees. The professional Human Resources support services include facilitating employee wellness, recruitment, performance monitoring and management, employee relations, remuneration, administration, training and development. It is highly expected of the HR Manager to collaborate with management and stakeholders in translating the Business Plan objectives of the Tribunal into achievable goals through adequate resourcing and harnessing its human resources to effectively meet the Tribunal’s mandate in a sustainable manner.
 
Minimum Requirements:
  • Postgraduate qualification in Human Resource or Related Field.
  • Proven Competency as an HR Generalist
  • Registered Psychometrist registered with the HPCSA advantageous
  • Registration with accreditation bodies would also be advantageous.
  • Eight (8) years hands-on working experience as an HR Generalist of which at least 5 years’ should be at a management level. 
  • Excellent communication skills – written and verbal.
  • Must be consistent, fair and professional in dealing with all staff members.

Key Responsibilities:
The successful applicant will be required to:
  • Drafting the HR Business Unit section of the Corporate Services Business plan and ensuring the implementation thereof
  • Manage HR Projects as per the Corporate Services plan (areas allocated to HRM)
  • Provide information to CSE in order to compile Quarterly reports
  • Drafting of HR MANCO reports
  • Updating of HR SOPS and policies as and when required
  • Implementation, monitoring and annual revision of the Employment Equity Plan
  • Co-ordinate BBBEE compliance requirements including planning and the facilitation thereof
  • Liaise with unit managers to create/clarify a job-spec for the position to be filled
  • Advertise positions on applicable platform once approved after draft advertisement has been approved
  • Coordinate and monitor placement of internal and external advertisements
  • Handle external queries of advertised positions
  • Complete pre-screening interviews if needed
  • Use Employment Equity Tracker to make recommendations on the candidate profile
  • Liaise with Corporate Administrator to arrange for travel arrangements for outside candidates, organize food and outside venue if requested by the Panel Invite selected candidates to interviews as required
  • Draft interview minutes and arrange for panelists to sign the minutes as required
  • Liaise with recruitment partners on placement of adverts, Background checks if done through placement partner
  • Administer psychometric assessments as required
  • Provide psychometric feedback report to CSE and applicable manager
  • Provide psychometric feedback to candidate as and when requested
  • Prepare offer letters and contracts of employment as required
  • Update EXCO Staffing report on a regular basis
  • Coordinate the induction process to ensure the new employee is inducted on all the critical areas    of the business
  • Present generic Induction presentation to all new starters during the first 2 weeks of commencement
  • Track probation discussions and actively participate during the probation discussion
  • Update on boarding process as and when needed
  • Provide input into the development and reviewing of HR policies
  • Provide input on HR related projects which includes but are not limited to wellness, talent management, succession planning, performance management
  • Champion change management initiatives
  • Attend meeting with Shop Stewards as and when required.
  • Coordinate and facilitate disciplinary processes with all stake holders
  • Ensure that the compliance checklist is completed (HR policies and procedures) and provide recommendations to the CSE.
  • Assist the CSE with OHS matters within the Tribunal
  • Ensure that the U the Work skills Plan has been updated from the PDP’s of Employees
  • Obtain training requests from Units and source service providers for the approval of the CSE
  • Arrange Training Committee meetings and act as Secretariat for the Training Committee meetings.
  • Propose training initiatives based on information received during performance discussions
  • Attend Performance Discussions as and when requested
  • Manage Performance Improvement Plan process
  • Report quarterly on the training attended on Work Skills Plan
  • Manage the Graduate Recruitment Programme and the Intern Programme throughout the year by attending Career days, Communicating with Universities on potential new recruits
  • Advise managers/ supervisors on best options and practice in handling staff disciplinary issues
  • Guide managers/ supervisors in complying with disciplinary procedures and preparing for disciplinary enquiries
  • Engage the services of NCT legal experts and provide required documentation to facilitate preparation of case for independent mediation;
  • Advise employees on employment related matters including guidance on BCEA, grievance process and labour relations issues.
  • Engage with supervisors/subject matter experts to develop/ revise job descriptions and performance contracts of unit staff
  • Provide quarterly reports on Performance Management and effectiveness
  • Draft terms of reference for CSE’s approval and arrange HR related initiatives, as requested by the Units
  • Administer wellness surveys and coordinate feedback session
  • Administer annual engagement survey and develop action plans to address areas of concern
  • Action all the unit related risks so as to clear them on the risk register
  • Action HR risks to follow scheduled timeframes
  • Attend, participate and contribute positively during capacity building workshops, strategic and business Planning workshops and any other events
  • Conduct presentations at workshops as and when required
  • Actively participate in Tribunal task teams
  • Attend meetings in the absence of the CSE related to HR
  • Participate in MANCO meetings, workshops, sessions and provide valuable input.
  • Attend EXCO as an invitee as and when required.
  • Building a capable human capital team in the form of skilled people in all areas and with effective, sound people processes in place;
  • Driving, inspiring and directing the human resources team;
  • Cost effective utilisation of the strategic human resources budget.
  • Manage performance of subordinates in accordance with agreed key results areas/outputs
  • Contribute to the overall profitability and development of the Company by leading and shaping the human resources activities
  • Oversee service delivery of subordinates according to Batho Pele principles and NCT values
  • Assist in the coordination of events and activities of the Tribunal as and when required;
  • Ensure compliance with the SCM policy;
  • Execute any other assignments as may be reasonably required from time to time.
