1. PROGRAMME MANAGER: FUNDING
 
Minimum requirements
• 7-10 Years’ experience in area of project funding management
• 5 Years’ experience in governmental funding environment (Desirable)
• Knowledge of the arts, creative and culture sector and grant making processes
• Manage projects to ensure that all contractual obligations are met
• Coordination and implementation of the funding programme
• Activity and resource planning
• Oversight of any risks and issues arising
• Ensure stakeholder satisfaction
• Create and update workflows and project plans
• Manage reports and documentation
• Monitor and report on project progress
• Prepare and provide documentation to internal teams and key stakeholders
• Act as a point of contact for all stakeholders
• Ensure that governance protocols are adhered to
• Ability to communicate at all levels of the organisation including coordinating, managing, and reporting to adjudicating panels
• Ability to work long and late hours for the duration of the project
 
Minimum education requirement
• National Diploma/Degree in Finance/Business Administration/Management, Project Management or relevant equivalent qualification, NQF Level 7
• Postgraduate/Honours degree in Business management will be an advantage

2. PROGRAMME MANAGER: CAPACITY BUILDING
 
Minimum requirements
• Sound knowledge of government planning, governance, service delivery and financial management processes.
• Good understanding of the public sector skills development and training landscape.
• Deep knowledge of the arts and culture sector.
• Proven exceptional written and verbal communication skills.
• Experience in building collaborative relationships with internal and external stakeholders.
• Proven ability to work well under pressure in a proactive, agile project-based environment.
• Extensive experience in working with Microsoft Office (Word, Excel, PowerPoint and MS Projects) Activity and resource planning.
• Responsible for consolidating and strategically coordinating capacity building initiatives and support programmes offered at the NAC.
• Accountable for working with the Arts sector and stakeholders to implement capacity building support initiatives and programmes as directed by the NAC.
• Develop and implement a comprehensive capacity building plan based on capacity assessments conducted.
• Audit of all capacity building support services and programmes offered by the NAC.
• Matching identified capacity support needs of applicants and beneficiaries with available programmes and services offered and address any gaps.
• Coordinate the delivery of standardised and customised capacity building and change management programmes to ensure the successful implementation of support initiatives.
• Consult with all stakeholders throughout the design and delivery process.
• Coordinates and monitors completion of assigned initiatives, activity plans in the performance management system and manages data collection to track, analyse, monitor and evaluate implementation of initiatives.
• Evaluates initiatives performance, recommends changes and improvements.
• Develop and or assist with the preparation of Supply Chain Management documents as assigned.
• Any other duties, as assigned
 
Minimum education requirement
• National Diploma/Degree, preferably in Social Sciences, Education, Human Resources Management, Institution Development or related field
• Certified trainer qualification and certification would be an advantage
• Related skills development and training qualification will be an added advantage
• At least 7-10 years’ experience in leading and coordination the implementation of public sector training and capacity development programmes
• A minimum of 7-10 years work experience across multiple areas of government

3. PROGRAMME MANAGER: MONITORING, REPORTING AND EVALUATION
 
Minimum requirements
• 5 years working experience in a project management, project coordinator or similar role
• 3 Years’ experience in operations management environment (Desirable)
• Knowledge and experience in the arts and culture sector in South Africa
• Strong experience in implementing and tracking the Monitoring and Evaluation activities; and reporting
• Compile monitoring and evaluation reports depicting areas of alignment and recording deviations where present
• Ability to effectively communicate the strategic objectives of the project
• Strategic thinking and data analysis
• Receive and collate information from different units within the NAC
• Coordinate Risk Management
• Assist in the identification of business improvement opportunities by monitoring performance over all
• Develop and test reporting goals
• Provide reporting solutions within the approved policies and proceeds
• Develop and foster relationships with stakeholders

4. HUMAN RESOURCES MANAGER
 
Minimum requirements
• More than 10 years’ experience as a generalist in a management role, preferably within the public sector
• Develop the HR strategy, align to the NAC’s overall enhanced strategy, and translating that strategy into a workable Operational plan aligned to the Annual Performance Plan
• Build and maintain relationships with key stakeholders in the business through active engagement and collaboration
• Provide strategic support to line managers and employees on all HR related practices, processes, and procedures
• Promote a positive and open work environment where employees feel comfortable speaking up about issues
• Design and monitor programmes that will improve productivity, increase staff morale/engagement, and inculcate a performance culture throughout the NAC
• Interpret HR data and provide analysis that is relevant and meaningful to the NAC
• Manage and report on the NAC’s facilities portfolio and ensure compliance with relevant health and safety regulations
Minimum education requirement
• National Diploma/Bachelor’s Degree in Human Resources Management or relevant; NQF level 7 equivalent
• Postgraduate/Honours Degree in Human Resources/Business Management; NQF Level 8 (Desirable)

5. SUPPLY CHAIN MANAGER
 
Minimum requirements
• 5 years’ experience within supply chain management
• 5 years’ experience in the field of procurement in a PFMA governed environment
• 5 years’ proven experience in a leadership role in the public sector
• Develop and implement Budget and business plan
• Manage and implement the supply chain management strategic planning process
• Implement annual procurement plan
• Compile and assist the original requisitions with their tender reports for submission to the Bid Adjunction Committee (BAC)
• Distributing information on preferred providers
• Assessment and suspension pf vendors, preferred providers, and service providers
• Contract management

6. PROGRAMME MANAGER: RESEARCH AND POLICY
 
Minimum requirements
• At least 4 years’ experience of research and policy formulation
• Stakeholder engagement and relationship management
• Planning and initiating research for the NAC
• Ensure that research papers are made available to the public for further research
• Formulate policy guidelines for research and public access to material and the use thereof
• Develop partnerships with tertiary institutions for the creation of a knowledge base
• Development of sector policy positioning papers
• Understand the external environment within the broader areas of Arts and Culture
• Dissemination of information
• Manage and coordinate Donor Funding

7. HR OFFICER

• 3 years’ experience as a HR Officer
• 3 years’ experience in both the public and private sector

• Conducting background and qualification checks

10. IT HELPDESK TECHNICIAN

• 2 years’ experience working as Helpdesk Technician
• Experience in a call centre environment will be an advantage
• Advanced skills in dealing with helpdesk technical queries
• Log all call requests that are received onto central Helpdesk request system and prioritize accordingly
• Take part in implementing effective ICT Governance, Control, Standards and Policies to ensure compliance on an ongoing basis
• To escalate complex system issues with service providers of all related hardware and software to ensure operational efficiencies
• Answer queries via the phone, email and in the office
• Experience in dealing with the public
