1x MINISTERIAL REPRESENTATIVE TO SERVE ON THE BOARD OF SOUTH AFRICAN WINTER CEREAL INDUSTRY AGENCY (SAWCIA)
 
The National Agricultural Marketing Council's (NAMC) Agricultural Industry Trusts unit is responsible for facilitating effective communication between the agricultural industries and the Minister of the Department of Agriculture, Land Reform and Rural Development (DALRRD). Among other things, Agricultural Industry Trusts unit is expected to facilitate the process of the appointment of Ministerial Representatives. This release is aimed at fulfilling that activity regarding the South African Winter Cereal Industry Agency (SAWCIA).
 
OBJECTIVES OF THE BOARD OF THE SOUTH AFRICAN WINTER CEREAL INDUSTRY AGENCY (SAWCIA):
The objective of the agency is to receive statutory levies in terms of the Marketing of Agricultural Products Act, 1996 (Act 47 of 1996) and to authorize expenditure as set out in levy announcements as amended from time to time which mainly include the following:
(1) Principal Objectives
To undertake and/or financially support scientific, economic, technical, or industrial Research with regard to Winter Cereals in the Republic, inclusive of, but not necessarily limited to:
(a) Acting in the capacity of Levy Administrator for the implementation, administration and enforcement of a Statutory Levy introduced on any Winter Cereals in the Republic; (b) Supporting the procurement and maintenance of information required by the Industry; and (c) Broadening market access in respect of Winter Cereals in the Republic.
(2) Secondary Objectives
(a) The provision of support or assistance to Emerging Farmers as Producers of Winter Cereals in the Republic, in order to improve capacity to start and manage agricultural operations; and (b) To financially support the administration of the Wheat Forum.
 
QUALIFYING CRITERIA TO SERVE AS A MINISTERIAL REPRESENTATIVE:
(a) Be a citizen of the Republic of South Africa;
(b) Possess the ability to analyse and interpret financial statements and investments;
(c) Have a minimum of five years' experience in the fields of agriculture, land reform, and rural development;
(d) Demonstrate knowledge and understanding of the government's transformation policies;
(e) Show a strong desire to advocate for and advance the interests of smallholder farmers in the Wheat industry;
(f) Not be an immediate family member of, nor have any business affiliations with, members of the National Agricultural Marketing Council (NAMC);
(g) Possess excellent teamwork and leadership skills, with the ability to work effectively as a member of a team;
(h) Be willing to accept the duties and responsibilities of a ministerial representative;
(i) Have an understanding of agricultural Trusts, statutory levies, and their objectives.
 
RESPONSIBILITIES OF MINISTERIAL REPRESENTATIVES:
(a) Ministerial Representatives have a legal obligation to take shared responsibility for the Agency in which they represent the Minister on, and must ensure that;
i. The Agency pursues its objectives as outlined in the MOI;
ii. The assets of the Agency are protected and used exclusively to pursue its objectives; and
(b) The Ministerial Representatives should be available for the meetings and report to the NAMC regarding the key issues discussed and decisions taken during the meeting; and
(c) Report to the NAMC regarding activities of SAWCIA on a continuous basis;
(d) Ensure that the assets of the Agency and levy funds are utilized in a manner that is consistent with objectives of the MOI and the Marketing of Agricultural Products Act (MAP Act).

TERMS OF MINISTERIAL REPRESENTATIVE:
The term of the Ministerial Representatives is three (3) years. Ministerial Representatives may serve a maximum of two consecutive terms, and the reappointment is subject to their performance and commitment in the first term. Ministerial Representatives who have served for two consecutive terms will not be eligible for reappointment.

PROJECT FINANCE COORDINATOR: AAMP PROJECT CONTRACT POSITION

QUALIFICATION AND EXPERIENCE: 
  • A Bachelor’s Degree in Finance/ Accounting. 
  • 2-3 years’ minimum experience in the Finance environment. 
  • Microsoft excel is essential. 
  • Excellent numeracy and analytical skills. 
  • Accountable and handling figures 
 
KNOWLEDGE AND SKILLS 
  • Principles and practice of financial accounting 
  • Public Finance and Management Act (PFMA), Treasury Regulations and Guidelines. 
  • Public entity budgeting and reporting process. 
  • Government accounting standards (GRAP) 
  • Public Service Anti-Corruption Strategy and anti-corruption and fraud prevention measures. 
 
KEY DUTIES AND RESPONSIBILITIES 
1. Project Financial Management 
Assist in preparing budgets and financial proposals for projects. Prepare variance analysis reports for project management. Provide technical input and support in the preparation of grant submissions and budgets. Support the development and implementation of project resource mobilization efforts. Review project invoices to ensure that relevant supporting documentation accompanies all invoices and payments to be processed. Develop a mechanism for ensuring information security and access thereto. Prepare debtors and creditors reconciliations. Verify supporting documents for validity, accuracy and completeness of all project transactions. Capture and maintain a file on creditors, and debtors for the project. Coordinate budgeting process and preparation of projects and ensure that budgets reflect work plans for the ensuing period. Assist in preparing annual budgets and keeping records of all project transactions. Ensure all supplier invoices are appropriately authorized for payment and captured daily. Track project budgets and monitor project expenditure. 
 
 
2. Governance and Reporting 
Assist with the internal and external auditors during audits. Comply with general office policies, procedures and all legal requirements. Ensure donor compliance requirements are met in financial records and reporting. Assist in identifying project financial risk. Act as a key contact for auditors in relation to specific project audits and assist in providing supporting documents and any other information required for project audits.
