FINANCIAL ADMINISTRATOR

QUALIFICATION AND EXPERIENCE:
National Diploma in Financial Management / Accounting.
Bachelor’s degree in financial management/ accounting will be an added advantage.
Two (2) years’ working experience in the Finance Environment. Postgraduate qualifications in Financial Management / Accounting will be an added advantage.
KNOWLEDGE AND SKILLS
• Mathematical ability, Accountancy, Administrative, Computer, Coordination, Communication, and Time Management and Administration Support.

KEY FOCUS AREA

• Ensuring that creditor’s payments are done within 30 days.
• Management of creditors, including keeping invoice register, payment analysis, etc.
• Issuing of payment advice to supplier
• Reconciliation and processing of payroll claims e.g. Subsistence and Travelling claims, advances, cellphone, and data claims, etc.
• Compiling creditors reconciliations monthly
• Reconciliation and management of petty cash
• Filling of invoices and assisting auditors with requests for invoices
• Carry out other tasks as and when requested by Chief Financial Officer
• Reconciliations of commitments and accruals monthly
• Proper record and management of staff advances including keeping an advance register.

MANAGEMENT ACCOUNTANT

QUALIFICATION AND EXPERIENCE:
A Bachelor’s Degree in Financial Accounting or Related Financial Qualifications. Post -graduate Degree will serve as an advantage. 4 - 5years’ minimum management accountant experience, of which 3 years must preferably be in a public sector entity. Qualified Accountant (CIMA, ACCA, ACA or other recognized qualification). CA(SA) will be an added advantage. Excellent numeracy and analytical skills. Accountable and handle figures with integrity.
KNOWLEDGE AND SKILLS
• Principles and practice of financial accounting, Public Finance and Management Act (PFMA), Treasury Regulations and guidelines.
• Public entity budgeting and reporting process.
• Knowledge of Sage Evolution and VIP Payroll, Caseware
• Government accounting standards (GRAP). Asset Management principles and guidelines.
• Public Service Anti-Corruption Strategy and anti-corruption and fraud prevention measures.
• Medium Term Strategic Framework (government priorities) and Estimates of National Expenditure (ENE).
• Framework for managing performance information.
• Excellent numeracy and analytical skills.

KEY DUTIES AND RESPONSIBILITIES
1. FINANCIAL MANAGEMENT
• Prepare and submit quarterly reports to DALRRD and National Treasury.
• Produce detailed annual cash flow forecasts to form the basis for the working capital.
• Monitor expenditure trends and reports on variances on a monthly basis.
• Prepare monthly management expenditure reports
• Prepare cash flow projections linked to the annual budget.
• Manage the budget process for NAMC.
• Compile quarterly expenditure report for Management, Audit & Risk Committee and Council.
• Compile Treasury regulations and the PFMA checklist on a quarterly basis.
• Keep abreast of National Treasury, developments and other regulatory requirements.
• Review financial data for accuracy, correctness and completeness.
• Actively participate in the Extended Management Committee as required.
• Assist with the development and presentation of finance policies and procedures to the organisation.
2. BUDGETING
• Discuss budget against actual expenditure with senior managers on a monthly basis.
• Prepare MTEF budget submission and submit to DALRRD and Treasury as per deadlines
• Provide advice and reports to management and staff in the development of budgets, budget methodology and management of budgets.
• Manage the assets of NAMC, this includes maintenance of fixed assets register, reconciliations and annual review of useful lives of assets, etc
• Prepare monthly reconciliation for various general ledger accounts, e.g., leave provision, prepayments, accruals, assets, etc
3. REPORTING
• Provide advice and reports management and staff in the development of budgets, budget methodology and management of budgets.
• Manage the preparation of monthly management reports.
• Investigate anomalies and variances; provide ad hoc reports as required by management.
• Provide historical financial data and analysis as requested.
4. COMPLIANCE AND INTERNAL CONTROLS
• Ensure compliance with all statutory requirements relating to financial control, financial management and accounting.
• To analyse processing and procedural requirements and recommend standard procedures and systems to be followed across the organisation.
• Ensure suitable internal controls are in place and assist in the training of staff in new processes or procedures.
• Assist with preparations and execution of internal and external Audits.
• Ensure quality of the work submitted is of a standard required within the division.
• Ensure that all audit queries are addressed in timely manner

SENIOR ECONOMIST: AGRO-FOOD CHAINS

Reporting to Manager: Agro-Food Chains

QUALIFICATION AND EXPERIENCE:
- A master’s degree in Agricultural Economics. A PhD in Agricultural Economics would be an advantage.
- Minimum of three (3) years’ experience in agricultural economics and agricultural sector development. Minimum of 1-year entry level supervision experience. Experience in conducting research and disseminating research output to various stakeholders. Must be in position of grade minimum B driver’s license.
KNOWLEDGE AND SKILLS
- Knowledge and application of the Marketing of Agricultural Product Act of 1996.
- Appreciation and knowledge of the agriculture and agro-processing nexus.
- Expert knowledge and application of MS Word Office (Excel, MS Word and PowerPoint).
- Knowledge and application of databases such as the Abstract of Agricultural Statistics, Statistics South Africa (StatsSA), TradeMap, South African Revenue Services (SARS), Trade MAP, FAO and ability to extract data and formulate an analysis.
- Proven ability to operate economic decision-making tools such as SPSS, STATA, GAMS, GEMPACK, and e-views.
- Knowledge and understanding of Government Statutes, Procedures, and Processes.
- Knowledge and practical application of project management.

1. EXECUTE STRATEGIC OVERSIGHT, TIMELY AND QUALITY DELIVERY OF AGRO-FOOD CHAIN REPORTS
• Assist with the implementation of the Agriculture and Agro-processing Master Plan (AAMP).
• Contribute and write research papers and articles for publication in peer-reviewed journals.
• Timeously develop and publish Agro-Food Chains reports as indicated in the Job Purpose.
• Write reports from economy-wide analysis of shocks and trends that affect the performance of the agricultural sector
2. MANAGE / EXECUTE STAKEHOLDER MANAGEMENT
• Manage stakeholders and engage in various platforms on programs related to Agro Food Chains unit.
• Ensure information and knowledge sharing through platforms such as conferences, seminars, workshops.
• Develop and maintain solid relationships with government departments throughout the three spheres.
• Disseminate research output on agro food chains to stakeholders through various platforms (e.g., presentations, live media, conferences, etc).
• Establish solid, broad and wide networks with stakeholders in various value chains.
• Provide inputs/reports on cross-focus areas, cross divisional collaboration and partnership such as economy wide sector analysis.
3. ASSIST MANAGEMENT OF THE AGRO-FOOD UNIT RESEARCH TO ACHIEVE OUTPUTS
• Establish collaboration and partnership with like-minded institutions to promote access to markets by all participants.
• Undertaking independent research projects.
Conduct extensive research on market access policies, strategies, and programs whose research output is to increase access and participation in the agricultural economy.
• Assist the Supervisor to develop the Strategic Plan and the Annual Performance Plan (APP) for Agro-food Value Chains unit.
• Manage Economists and/or other junior staff to achieve the research objectives of the Agro-Food Chains unit.
• Regular travelling to directly interface with exporters, importers and various stakeholders to optimise market access. 3

QUALIFICATION AND EXPERIENCE:
A four-year bachelor’s degree in Agricultural Economics. Alternatively, a three-year bachelor’s degree in agriculture plus an honours degree in Agricultural Economics. A master’s degree in Agricultural Economics would be an advantage. Minimum of one year experience in the provision of agricultural economics services. Collaborating author on the publication of at least one article in reputable academic journals. Experience in conducting research and disseminating research output to various stakeholders.
Must be in position of minimum grade B driver’s license.
