Remuneration package of: Minimum: R965 958 p.a., Midpoint: R1 103 953 p.a. and Maximum: R1 224 083 per annum as per Notice No. 4897 as published in the Government Gazette No 50737 of 30 May 2024. The pay scale foreach senior manager will be individually determined by the Competence-Based Assessment outcome, experience, and qualifications.
MINIMUM REQUIREMENTS: A Bachelor Degree in Public Administration/ Management Science/Law, equivalent.
MINIMUM EXPERIENCE: Minimum of Five (5) years' experience at middle management level *Have proven successful management experience in administration *
COMPETENCIES: Competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, GNR 21, GG 37245 dated 17 January 2014 *Compliance in terms of the Financial andSupply chain management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007 (municipalities were granted exemption from regulation 15 and 18 of Government Gazette29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months from date of employment ) *Excellent facilitation and communication skills in at least two of the threeofficial languages of the Free State.
OTHER REQUIREMENTS: The appointed candidate must be in possession of a valid Code B driver's license and a suitable vehicle for proper performance of his/her functions; Willingness to work irregular hours with extensive travelling;
ADDED ADVANTAGE: Registration/membership with a relevant recognised Professional body
KNOWLEDGE: • Knowledge and understanding of MS Word and Power Point Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Good knowledge of Corporate Support Services, including Human Capital, Legal Services, facilities management, Information Communications Technology (ICT) and Council Support • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Good Governance • Labour Relations Act, and other labour related prescripts • Legal background and human capitalManagement, and • Knowledge of coordination and oversight of all specialized support functions.

1. Appointments will be made according to Council's Employment Equity Plan, which ensures representation of designated groups, including those with disabilities.
ONLY hard-copy applications will be considered. No electronic or faxed applications will be accepted. No late applications will be considered. Canvassing of Councillors with the purpose of being appointed is not permitted and proof of such canvassing shall lead to disqualification.
2. It is the applicant's responsibility to have foreign qualifications evaluated by the South African Qualification Authority (SAQA) and to attach the proof thereof.
3. Short-listed candidate will be subjected to reference checks, criminal record check and signing of indemnity forms. The applicant should give consent that their personal information may be accessed for verification purposes in adherence to the POPI Act.
4. Recommended candidate(s) will be subjected to a Competency Based Assessment for two days prior appointment.
5. Successful candidates will be required to sign employment contract before assumption of duty, a performance agreement and disclosure of financial interest form within 60 days of appointment and annually thereafter within 30 days of the beginning of a financial year.
6. Correspondence will be limited to shortlisted candidates only, if you do not receive a response within 3 months from closing date, please accept that your application was unsuccessful.
7. You are further advised that Council has the right not to appoint any candidate if in its view no suitable candidate could be found.
8. The appointed candidate will be stationed at the municipal head office, Bothaville, however, Council reserves the right to place and move the candidate anywhere within the municipal jurisdiction.
9. The appointment will be made in compliance with the provisions of the relevant sections of the Local Government Municipal Systems Act and relevant Regulations.
