Post: MUNICIPAL DRIVER
(PERMANENT APPOINTMENT)
Task Grade 05 
Category 1 Municipality
 
Key Requirements:-
• Matric (Grade 12)
• Valid driving license Code 10 – PrDP;
• Good communication skills;
• Clean driving record
• 2-3 years’ experience;
 
KEY PERFORMANCE AREAS:-
Performs tasks/ activities associated with the transporting personnel, collecting/ delivering materials and, communicating and clarifying requirements with respect to collection to ensure service delivery standards are maintained and, productivity targets and deadlines achieved.
 
 
The successful candidate will report to the Manager: Auxiliary Services under Corporate Services and will be responsible and accountable for:
• Receiving instructions and/ or communicating with the immediate superior to establish details of tasks (vehicle, tools, materials and personnel).
• Inspecting safety devices, controls, lubricant levels, etc on vehicles and reporting defects.
• Attending to, and/ or providing materials to support personnel to facilitate the cleaning of vehicles, containers and/ or tools and, checking and correcting specific deviations.
• Completes internal procedural documentation (e.g. log sheet etc.) and related forms (vehicle checklist), by
• Inserting the relevant information (quantitative/ qualitative) and/or details of activities.
• Forwarding to the relevant personnel for processing.
 
 
 
 
 
Post: Admin Clerk (Law Enforcement)
Permanent Positions
Task Grade 06 of Category 1 Municipality
 
Key Requirements:
• Matric (Grade 12)
• Valid Driver’s Licence Code B
• Certificate in Office administration or relevant tertiary qualification
• Computer Literacy
• No Criminal record
• Relevant Clerical/ Office Administration experience (06-12 months)
 
Duties:
• Ensure daily updating of speed fines issued by the Traffic Officer to the Ciprus computer programme
• Capture of offender’s information onto the Ciprus computer programme
• Assist with the management of hardware and software utilised to obtain law enforcement information and data.
• Printing all relevant reports from Ciprus computer system
• Assist to trace offenders that disappeared or respond to speed fines
• Preparing investigation and productivity reports referring to statistical data and qualitative information related to service delivery initiatives of the section for the attention to the Traffic Superintendent for consideration and conclusion into repots and submission to Department of Transport and other relevant institutions.
 
 
 
 
Post: COMMUNICATIONS OFFICER
TASK GRADE 12 OF CATEGORY 1 MUNICIPALITY

MINIMUM QUALIFICATION AND EXPERIENCE:
• Grade 12,
• An appropriate B Degree or Equivalent experience;
• Knowledge and understanding of Public Communications, Public relations and Marketing guidelines;
• Valid Code B Drivers’ license;
• Computer literacy (MS Word, Excel, PowerPoint).
 
REQUIREMENTS AND COMPETENCIES NEEDED:
• At least three years relevant experience;
• Broad knowledge of all media;
• Excellent public relations skills;
• Excellent written and verbal communication skills in at least two of the official languages;
• Ability to function in a community environment;
• Ability to function effectively under pressure and be deadline orientated;
• Ability to deal with National and Provincial government departments, other municipalities, stakeholders and staff in an appropriate manner;
• Ability to function independently, as well as within a team.
 
THE INCUMBENT WILL BE REQUIRED TO PERFORM THE FOLLOWING KEY PERFORMANCE AREAS:
• Compile and distribute Press Releases;
• Respond to Media queries on a day-to-day basis;
• Conceptualize, maintain and create updated content for all communication platforms, including Newsletters, Publications, Website and Social Media;
• Drafting of official speeches and documents, including research, fact checking and editing;
• Help raise the Municipality’s profile by running external and in-house Media events;
• Develop suitable ways of communicating complex information to all Municipal Stakeholders;
• Communicate the Municipality’s vision by developing and implementing short- and long-term Media strategies for specific projects and initiatives;
• Liaise with key departments to develop proactive communications plans to support their business objectives, projects and programmes;
• Evaluate Media coverage and prepare reports for operational purposes, Committee meetings and Council;
• Promote and attend municipal corporate/community events during and after business hours;
• Proof reading and editing of public documents and publications;
• Undertake Media training for Council, Directors and Senior Management;
• Perform other reasonable administrative duties as requested by the superiors.
 
 
 
 
 
Post: CHIEF OPERATIONS OFFICER
(PERMANENT POST)
SALARY: NEGOTIABLE WITHIN THE TASK GRADE OF
CATEGORY 1 MUNICIPALITY
 
Minimum Requirements:
• Grade 12 (Matric);
• Honours Degree in Public Administration / Public Management or equivalent (NQF Level 8);
• 3 years relevant experience;
• Proven experience in COO or relevant role;
• Understanding of business functions such as Finance, HR, Municipal Law, Project Management, etc.
• Demonstrate competency in strategic planning and business development;
• Working knowledge of data analysis and performance / operation metrics;
• Working knowledge of IT/Business Infrastructure and Ms Office;
• Outstanding organisational and leadership abilities;
• Excellent interpersonal and public speaking skills;
• Aptitude in decision-making and problem solving; 
• A valid driver’s licence.
 
The successful candidate will report to the Municipal Manager and will be responsible and accountable for:
• Maintain control of diverse business operations;
• Manage the provision of strategic support services including strategic and business planning, risk management and organisational performance management;
• Provide strategic leadership and management support to the Municipal Manager, Strategic Units and Council;
• Design and implement systems, policies, procedures and practices to manage and guide the service delivery strategic business plan;
• Provide guidance in the maintenance of professional standards and affairs of the municipal office;
• Provide strategic intervention in the effectiveness of the organisation’s Performance Management System functionality, integrity and disaster recovery plans;
• Define and align the formulation and implementation of various strategic initiatives to support the organisation’s goals and strategic intent;
• Provide leadership on the implementation of social and local economic development programmes with the focus on area based service delivery and integration of communities across the municipality;
• Strategically manage the development and review of medium to long term plans including the Integrated Development Plan and Services Delivery and Budget Implementation Plan;
• Prepare and present reports to the Municipal Manager on the alignment and achievement of strategies and goals in respect of activities, service delivery and performance;
• Contribute to the budge preparation and utilisation of allocated capital and operating budgets.
