SALARY : R1 446 378.00 per annum (All-inclusive package. In addition, a 10% allowance is payable as Head of Department - Salary level 15
The Department of Economic Development, Environment and Tourism, through the Office of the Premier is looking for a dynamic, innovative and experienced candidate to provide strategic leadership and management of the Department.
Requirements:An appropriate undergraduate qualification and a postgraduate qualification (NQF level 8) as recognized by SAQA. 8 -10 years' experience at a Senior Management level.
Core and Process Competencies include: Strategic Capability and Leadership, People Management and Empowerment, Programme Management and Empowerment, Financial Management, Change Management, Knowledge Management, Service Delivery Innovations, Client Orientation and Customer Focus and Communication. In addition, the incumbent will have to be sensitive to the political and strategic objectives of government.
The ideal candidate should have the following qualities: Strong strategic thinking capability. Ability to lead and align teams of senior professionals and analysts, Strong research, writing and communication skills. Sound networking and interpersonal skills. Sound people management capabilities. Good exposure to knowledge management ethos and practices. Proven innovation and problem solving abilities. Proven record of honesty and integrity as a professional/ manager. Good exposure to project management practices and systems. Sensitivity to the political-administrative interface, and appreciation of the policy support role within a politically-led executive decision process.
Key Performance Areas:As an Accounting Officer for the Department of Economic Development, Environment and Tourism, the incumbent will be responsible for the following: Facilitate and co-ordinate the development and implementation of the economic development strategy of the Province. Co-ordinate economic growth initiatives of the Province through instruments such as spatial development initiatives, industry cluster initiatives, trade promotion, LED promotion, enterprise development, investment promotion, SMME development and BBBEE promotion. Facilitate business partnerships that support the economic development strategy of the Province, especially through the activities of its economic parastatals. Render environmental services. Ensure enhanced and sustainable tourism growth. Manage the finances and the assets, as well as the staff of the Department. Contribute to the realisation of the growth and development strategy of the Province, including contributing to the clusters of the Province.

Key Performance Areas:As an Accounting Officer for the Provincial Treasury, the incumbent will be responsible for the following: Performing functions of an Accounting Officer in the Provincial Treasury, including sound financial management services and human resource management. Promoting accountability and compliance with financial norms and standards in the Province. Facilitating and enforcing transparency and effective management in respect of revenue, physical and financial assets, expenditure and liabilities of the Provincial Departments, Municipalities and Public Entities. Implement and manage the provision of the Public Finance Management Act (PFMA) and enforce relevant legislations with regard to the Provincial Treasury. Ensuring compliance with the provisions of the Public Service Regulations, collective agreements and other statutory obligations by the staff of the Department. Rendering internal audit services. Manage the finances and the assets, as well as the staff of the Department. Contribute toward the realisation of the growth and development strategy of the Province, including the realisation of outcome twelve outputs.
POST : HEAD OF DEPARTMENT (SUPERINTENDENT-GENERAL): EDUCATION

Salary : R1 880 736.00 per annum (all-inclusive package). In addition, a 10% allowance is payable as Head of Department - Salary level 16
The Department of Education through the Office of the Premier is looking for a dynamic, innovative and experienced candidate to provide strategic leadership and management of the Department.
Requirements: An appropriate undergraduate qualification and a postgraduate qualification (NQF level 8) as recognized by SAQA. 8 -10 years' experience at a Senior Management level (At least 3 years of which must be with any organ of state as defined in the Constitution, Act 108 of 1996).
Core and Process Competencies include:Strategic Capability and Leadership, People Management and Empowerment, Programme Management and Empowerment, Financial Management, Change Management, Knowledge Management, Service Delivery Innovations, Client Orientation and Customer Focus and Communication. In addition, the incumbent will have to be sensitive to the political and strategic objectives of government.
The ideal candidate should have the following qualities:Strong strategic thinking capability. Ability to think and align teams of senior professionals and analysts. Strong research, writing and communication skills. Sound networking and interpersonal skills. Sound people management capabilities. Good exposure to knowledge management, ethos and practices. Proven innovations and problem solving abilities. Proven record of honesty and integrity as a professional/manager. Good exposure to project management practices and systems. Sensitivity to the political-administrative interface, and appreciation of the policy support role within a politically led executive decision process. Experience in a senior management position on issues relating to education, as well as knowledge of the Employment Educators Act, National Education Policy Act, South African Council Act, South African School Act, School Education Act (Mpumalanga), Public Finance Management Act and the Public Service Regulations will be an added advantage.
Key Performance Areas: As an Accounting Officer for the Department of Education, the incumbent will be responsible for the following: Ensure the implementation of outreach programmes aimed at improving the quality of education in schools and the quality of governance. Implement and manage the provision of the Public Finance Management Act (PFMA) and enforce the relevant legislation with regards to the Department of Education. Ensure compliance with the provisions of the Public Service Regulations. Manage Collective Agreements and other statutory obligations by the staff of the Department. Exercise delegated powers in line with the Public Service Regulations. Manage the finances and the assets, as well as the staff of the Department.
All the above positions are contract posts and the successful candidates will be required to enter into an employment contract and a performance agreement with the Executive Authority of the respective Department.
