ASSISTANT DIRECTOR: LIBRARY AND INFORMATION SERVICES
(31-month contract)
Salary: All-inclusive salary package of R515 936.15 per annum

Requirements; • 4-year degree in Library and Information Science/Higher Diploma in Library and Information Science and more than 5 years' experience in Library Management • Comprehensive and detailed knowledge of the library field, as well as management theory and practices (inclusive of HR and Financial Management) • Knowledge of and experience in project management, monitoring and evaluation • Knowledge of Library Management Systems, as applied in the library environment. • Knowledge of the PFMA and library prescripts • Valid driver's licence.
Key performance areas:• Manage and administer Nkangala and Mbombela Regional libraries • Manage and monitor support service provided to public libraries • Plan the activities of the Regional Libraries, compile their annual budget, and monitor expenditure • Train, coach, mentor and supervise the Regional Librarians and ensure that staff receives training, coaching and mentoring by their supervisors • Attend to staff problems (challenges) and identify staff training need in the region • Assess the Regional Librarian(s) and the ICT Technician • Check all staff assessment and monitor the process of assessing the staff • Monitor Mobile Library Service, consolidate monthly, quarterly and annual reports of the Regional Library • Consolidate verifications reports for the Regional Library.
ASSISTANT DIRECTOR: LIBRARY AND INFORMATION SERVICES: ICT

Requirements: • Degree or National Diploma in Library and Information Service or Information Communication Technology (ICT) and computer literacy • 5 years' or more experience in Information Communication Technology • Good communication skills • Working knowledge of strategic planning and budgeting • Broad knowledge of the management of electronic library and information systems • Valid driver's licence.
Key performance areas: • Manage and administer the Network Development Division of the Mpumalanga Library and Information Service (MPLIS) • Manage the provision of Internet, network access and other related ICT services provided to public libraries • Maintain computer equipment and software as required by the Mpumalanga public libraries services • Check all staff assessments and monitor the process of assessing the staff.
ASSISTANT DIRECTOR: LIBRARY AND INFORMATION SERVICE (FINANCIAL

Requirements: • Bachelor's degree in Finance Management or Accounting or Diploma in Finance Management • 3 years' experience in Finance Management • Good knowledge of and skills in BAS, LOGIS, Treasury Regulations, PFMA credit and debt management, numeracy, financial administration • Good knowledge of Public Service Regulations, Risk Management and PFMA • Excellent written and verbal communication skill • Presentation, facilitation, problem-solving, conflict resolution, research, project management and time management skills • Valid driver's licence.
Duties: • Manage finance, revenue and bookkeeping, payments, internal control and systems, debt management • Ensure the effective implementation of the PFMA and Treasury Regulations • Ensure compliance with the best practice accounting norms and standards • Manage monitor and implement financial systems, accounts and control • Provide accurate information in preparation of financial statements • Facilitate internal and external audits • Manage financial management quality control services • Establish and maintain effective, efficient and transparent system and internal control.

Key performance areas: • Assist library users on how to do electronic information searches on CD and DVD, encyclopaedia and the Internet • Perform searches for school projects and assignments • Create e-mail accounts for library users • Teach users how to connect to their mail • Teach users how to produce electronic documents and other documents such as CVs and business cards • Monitor workstation usage by library users • Help users to compile CVs • Open files for projects, as well as file and update them • Take part in administration procedures relating to libraries, such as filing, shelving and storage of library material, information retrieval processes, processing of library material • Assist with other library functions as required.
