Post: Chief Financial Officer
Conditions of Service: 5 Years Fixed Term Contract
Salary: In Line with the Local Government Upper Limits of total cost remuneration packages payable to Managers directly accountable to Municipal Managers of a Category 3 Municipality in terms of Government Gazette No 43122 dated 20 March 2020 is (Minimum) R894 447.00 (Midpoint) ill 022 226.00 (Maximum)

Higher Education Qualification: Bachelor's degree in the fields of Accounting/Financial Management/Auditing or Economics. A Postgraduate Degree will be advantageous. A Certificate in Municipal Finance Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD) in line with Minimum Regulations on Competency Levels as prescribed by National treasury Government Gazette No: 29967 of June 2007
Work Related Experience: 5 Years or more in Upper/Middle Management Level
Knowledge: A thorough understanding and knowledge of the local government financial environment and administration including MFMA, Treasury Regulations, Supply Chain Management and GRAP as well as other related legislation and policies as to perform the required treasury functions for the municipality and to advice the Municipal Council and Municipal Manager on financial management matters. Good Governance Advanced knowledge and understanding of relevant Policy and Legislation.
Advanced understanding of institutional Governance system and Performance Management. Operational Financial Management, Ethics and Values in Financial Management. Financial and Performance Reporting. Risk and Change Management. Audit and Assurance. Good knowledge of Supply Chain Management Regulations and Preferential Procurement Policy Framework Act No 5 of 2000. Ability to communicate and negotiate at all levels of government and with all relevant stakeholders
Additional Requirements: Registration with a recognized professional body. Valid Driver's License.
Core Functions: Report directly to the Municipal Manager on key departmental activities. Overall management of the Budget and Treasury Office. Implement the Integrated Development Plan (IDP) as well strategic goals of the Budget and Treasury Office. Provide support and advice to Municipal Manager and Council. Implement departmental Service Delivery Budget Implementation Plan (SDBIP). Develop and implement key strategic business plans including Supply Chain Management, Revenue Management, Expenditure Management and Budget & Reporting. Prepare and implement municipal budget. Prepare Annual Financial Statements and other mandatory financial management reports. Perform duties and functions delegated to the Chief Financial Officer by the Municipal Finance Management Act and as delegated by Council and /or by the Accounting Officer. Manage departmental budget. Human Resources in accordance with local government legislation and treasury regulations
Kindly note that all shortlisted candidates will be required to undergo security vetting and criminal and qualifications as well as previous employer checks, complete the approved Municipal Competency Assessment. It is the responsibility of the applicant to have foreign qualifications evaluated by South African Qualifications Authority (SADA). The successful candidate will be required to sign a written contract and the performance agreement with the Municipality and will be required to disclose all his/her financial interests.
