Mkhondo Municipality, which is a gateway to the Province of Mpumalanga from Kwa-Zulu Natal and Swaziland, seeks to appoint highly motivated self-starters and visionaries to the extremely challenging positions of:
 
GENERAL MANAGER: PLANNING & DEVELOPMENT SERVICES
Ref: GMPDS/14/22
The position is a five (05) year fixed term employment contract based in eMkhondo (former Piet Retief) subjected to the signing of an employment contract, a performance agreement, disclosure of financial interests and security vetting. The incumbent will be reporting to the Municipal Manager in terms of the Municipal Systems Act, 2000. The successful candidate will be responsible to provide leadership to the Corporate Services Department.
Annual Total remuneration package R 972 648 – R1 108 275 – R 1 257 894
The above Annual Total remuneration is as per Local Government Municipal Systems Act, 2000(Upper Limit of the annual total remuneration package)
 
MINIMUM REQUIREMENTS: Appropriate B Degree or Post Graduate Diploma within the Built Environment, economic, legal or relevant fields (NQF 7) • Registration with relevant professional body • 5-7 years’ experience within the required discipline of which at least 5 years is of reputable management experience • Valid drivers’ license • Successful completion of the Municipal Finance Management Programme as stipulated in the MFMA minimum competency level regulations.
 
OTHER REQUIREMENTS: Knowledge of the Council operations and delegation of Powers • Knowledge of the King III report • Must have an ability to communicate with a variety of stakeholders including politicians, communities, government departments, etc • Wide knowledge and understanding of the policies, legislation and regulations applicable to Local Government e.g. MFMA, MSA etc • Good understanding of the Microsoft Office programme • An ability to demonstrate leadership skills.
 
DUTIES: Oversee and manage the • Planning, Integrated Development Plan (IDP) and Building Control section • Human Settlements and Property Management section • Local Economic Development, Tourism and Community Rural Development Programme (CRDP) sec?on • Advise the Municipality on all aspects of strategic development • Compile and ensure implementation of the departmental Service Delivery Budget Implementation Plan (SDBIP) • Budget management • Participate in various committees as appointed by the Accounting Officer • Participate in the performance appraisals • Be prepared to travel.

GENERAL MANAGER: TECHNICAL SERVICES
Ref: GMTS/11/22
 
The position is a five (05) year fixed term employment contract based in eMkhondo (former Piet Retief) subject to the signing of an employment contract, a performance agreement, disclosure of financial interests and security vetting. The incumbent will be reporting to the Municipal Manager in terms of the Municipal Systems Act, 2000.
The successful candidate will be responsible to provide leadership to the Department Technical Services as a whole and ensure services delivery is provided to the community.
Annual Total remuneration Package R 972 648 – R1 108 275 – R 1 257 894
The above Annual Total remuneration is as per Local Government: Municipal System Act, 2000(Upper limit of the annual total remuneration package)
 
MINIMUM REQUIREMENTS: BSc Degree in Engineering or B Tech degree in Engineering, or equivalent • Registration with the Engineering Council of South Africa (ECSA) in terms of Section 14(1) or 12(2) of the Engineering Profession of SA Act will be an added advantage • Minimum of 5 years’ experience is required. Experience at middle management level, or as programme or project manager and 3 – 4 years must be at professional or management level engineering management experience • Must have extensive knowledge of the public office environment • Must be able to formulate engineering master planning, project management and implementation • Successful completion of the Certificate in Municipal Financial Management • Valid Driver’s License.
 
OTHER REQUIREMENTS: Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Certificate of competence as required in terms of the General Machinery Regulations, 1988 • Result-orientated coupled with good project management skills and a strong business acumen; This is a top executive position and the successful candidate will be expected to demonstrate sound business management and leadership.
 
DUTIES: Overseeing the department that comprises of the following sections: Water and Waste water, Project Management, Electrical, Road, Strom water and cemeteries • The incumbent will have to ensure that all projects identified un the aegis of the Municipal Infrastructure Grant are efficiently and effectively implemented, while ensuring the existence and implementation of a robust operations and maintenance programme for existing municipal infrastructure • The incumbent will be responsible for the effective and efficient leadership and financial management of operations in the municipal engineering sector to ensure that the integrated Development Plan, Electricity Master Plan, Transport Plan, integrated congruently with the overall mandate of the municipality vis-a-vis services delivery and development facilitation • As Mkhondo Local Municipality is a water services authority and provider, successful applicant will have to ensure that a balance is maintained between these roles insofar as water services are concerned • The incumbent will also be a member of the Top Management Committee and will be expected to contribute to the strategic management of the municipality as a whole.

The position is a five (05) year fixed term employment contract based in eMkhondo (former Pie Relief] subjected to the signing of an employment contract, a performance agreement, disclosure of financial Interests and security vetting. The incumbent will be reporting to the Executive Mayor in terms of the Municipal Systems Act, 2000. The successful candidate will be responsible to provide leadership to the Municipality as a whole and ensure service delivery is provided to the community.
Annual Total remuneration package R 1,160 847 — R1, 349 824 — R 1, 538 800
The above Annual Total remuneration is as per Local Government Municipal Systems Act, 2000-Upper Limit of the annual total remuneration package payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers.
 
MINIMUM REQUIREMENTS: Bachelor Degree in Public Administration / Political Science /Social Sciences/ Law; or equivalent • Minimum 5 years relevant experience at a Senior Management level • Completion of the Minimum Competency programme as stipulated by National Treasury • Valid Driver's license.
 
OTHER REQUIREMENTS: Minimum 5 years proven successful institutional transformation within public or private sector • Advanced knowledge and understanding of relevant policy and legislation • Advanced understanding of institutional governance system and performance management • Advanced understanding of council operations and delegations of powers • Good governance • Audit and risk management establishment and functionality • Budget and finance management • Ability to communicate with variety of stakeholders including politicians, communities, government department and community development workers • Good understanding of Microsoft Office.
 
RESPONSIBILITIES: Perform all tasks as head of Administration in terms of Section 55(1) of the Municipal Systems Act, 2000, as amended • Perform all tasks as an accounting officer of the Municipality in terms of Section 55(2) of the Municipal Systems Act, 2000, as amended and chapter 8 of the Municipal Finance Management Act,2003 • Ensure that the Municipality is well-positioned to achieve its vision within the shortest possible timeframe • Ensure that all pertinent pieces of legislation are adhered to by all within the Municipality • Ensure that the Municipality achieves maximum performance in the implementation of i. IDP, PMS, SDBIP, municipal bylaws, Council Resolutions; the local government turnaround Strategy and Millennium Development Goals • Ensure that world class executive support is provided to all political office bearers thereby enabling them to excel in leading the Municipality to greater heights of service delivery and development facilitation • Attend Council and all relevant committee meetings • Participate in performance appraisals.
