MINIMUMREQUIREMENTS
Grade 12
A Bachelor’s Degree in Civil Engineering Transportation or equivalent relevant qualification
A Valid Driver’s License
6 Years relevant experience in the field of the post,2 years must have been at middle management level
Valid registration with the Engineering Council of South Africa (ECSA) or Applicable body
OTHER REQUIREMENTS

Be physically Fit
Must be able to work in all weather conditions
Good Managerial skills
Ability to work long hours and meet deadlines
Good facilitations skills
Good Ethics, integrity and professionalism
Good understanding of relevant legislations, policies and regulations
RESPONSIBILITIES
Implement monitoring measures to ensure staff adhere to working times as per employment contracts.
Monitor and control the adherence to Council policies
Facilitating of objectives in terms of the Municipal objectives, reviewing of performance in accordance with stated objectives of responsibilities.
Keeping abreast with technological developments in the rehabilitation and maintenance of roads, stormwater drainage and Cemeteries
Analysing and aligning requirements with operation capacity and capability
Evaluating and commenting on the applicability of specific key performance indicators and measures against outcomes detailed in the departments Business and strategic plans
Presenting a conceptual framework of current and future interventions necessary to achieve acceptable levels and standards of service delivery to the head (Technical Services) for consideration and inclusion into the Departments short / long term performance and service delivery plans.
Analyse trends, operating requirements and forward plans to establish / determine funding / expenditure for the period
Guiding the Project Management Division with the drafting, adjudication and reporting process with regards to contracts / tenders and verifying details, terms and conditions, specifications, etc. comply with laid down policies, regulations and procedures.
Participating in the appointment process and briefing parties (consultants /contractors, etc.) on the terms and scope of such appointments and, evaluating, investigating and approving submissions on progress, performance and costs.
Responding, through the collection of factual information and/or conducting the necessary investigation/research, to enquiries and concerns on service delivery from the general public, councillors, government departments, developer’s tec.
Providing advisory support in resolving technical conflicts and contractual claims and preparing the necessary reports presenting councils arguments at arbitration.
