Mkhondo Municipality, which is a gateway to the Province of Mpumalanga from KwaZulu Natal and Swaziland, seeks to appoint highly motivated self-starters and visionaries to the extremely challenging positions of:
 
DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER
DIVISION: PROJECT MANAGEMENT
SENIOR MANAGER: PROJECT MANAGEMENT
(5 YEARS FIXED-TERM. CONTRACT)

MINIMUMREQUIREMENTS: • Grade 12 • B.Sc. or B-Tech Degree Engineering / Built Environment (NQF Level 7) or equivalent relevant qualification • Valid Drives License • Computer Literacy • 6 year's relevant experience in the field of the post of which at least 1 year is of reputable middle management experience within Local Government • Sound knowledge and competency on interpretation of key and related Local Government Acts and Regulations (e.g. MSA, IDP, Performance Management System etc.)

RESPONSIBILITIES: • Implementing monitoring measures to ensure staff adherence to working times as per employment contracts • Facilitating of objectives in terms of the Municipal objectives, reviewing of performance in accordance with stated objectives of responsibilities 
• Determine targets and review mechanism for daily work routine • Presenting a conceptual framework of current and future interventions necessary to achieve acceptable levels and standards of service delivery to the Municipal Manager for consideration and inclusion into the departments short/long term performance objectives and service deliver plans.  
• Analyzing and aligning requirements with operating capacity and capability • Analyzing trends, operating requirements and forward plans to establish/determine funding/expenditure for the period • Providing advisory support in resolving  technical conflicts and contractual claims and preparing the necessary reports presenting councils arguments at arbitration • Manage the capital development for Municipal infrastructure as well as physical project implementation within the Municipal area • Ensure project compliance with applicable legislation, policies and condition applicable to MIG, DOE AND Dora • Integrate, co-ordinate, project-manager and financially administration of the MIG and Dora funding within Mkhondo • Project performance and cash flow reviews • Submission of monthly, quarterly, biannual and ad-hoc reports to COGTA and DOE as determined in applicable legislation or required by the management unit • Assist in identifying health, safety and security risk • Provide information regarding the budgetary needs of the Division and financial forecasting including cost estimates to be included in the budgets • Monitoring expenditure reports and committed funds and vote moves.
