The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development training in terms of the Skills Development Act 97 of 1998, under the Department of Higher Education and Training (DHET). The MQA also supports mine health and safety for the mining and minerals sector in terms of the Mine Health and Safety Act 29 of 1996, under the Department of Mineral Resources and Energy (DMRE).
The MQA requires the services of a Skills Development and Research Specialist to fill the above-mentioned position.
Role purpose
To provide technical support for the development of skills plans, research, analysis, performance and reporting to ensure that the MQA meets the skills mandate under regulations specified by the Department of Higher Education and Training.
Key Performance Areas
- Manage the registration of Skills Development Facilitators (SDFs) and company skills development committees (SDCs) in the mining sector;
- Organise capacity building interventions for SDFs and skills committees;
- Conduct workshops for SDFs and SDCs;
- Individually evaluate all submitted WSPs and ATRs against set criteria;
- Verify if mandatory information is completed;
- Manage and manipulate big data to produce reports;
- Develop monthly and quarterly reports;
- Implement policies and procedures in the organisation;
- Ensure effective internal and external communication on MQAs policies, plans, commitments and performance;
- Identify and implement communication systems and forums;
Qualifications
Experience
- Develop operational plans to implement strategic objectives of the organisation;
- Identify international trends and world class practises in the SETA industry and how this impacts on the business unit and the department;
- Design internal work processes to improve customer service and champion new methods of delivering services that contribute to the improvement of Units processes;
- Formulate contractual services agreements with services providers;
- Develop project specific detailed budgets and obtain the necessary approval;
- Facilitate ongoing stakeholder participation to keep stakeholders informed and to allow them to influence the policies and procedures of the MQA; and
- Implement the business unit plan according to the performance standards and measures indicated in the plan.
Qualifications
- Minimum: National Diploma in Social Sciences, Commerce or Human Resources with Economics and/or Statistics or equivalent qualification at (NQF Level 6).
- A Bachelor’s Degree in Social Sciences, Commerce or Human Resources with Economics and/or Statistics; or equivalent qualification at (NQF Level 7) will be an added advantage.
Experience
- Minimum of five (5) years’ experience as a Skills Development Administrator, of which 3 years must be from a Public Sector / SETA environment.
- Preferred requirement: relevant experience in the Public Sector/SETA environment.
- Project management experience;
- Good knowledge and understanding of the SETA Information Management System;
- Understanding of corporate governance systems;
- Good knowledge and understanding of policy formulation, analysis and implementation;
- Knowledge of the skills development, training, and funding value chain;
- Knowledge and understanding of PFMA; and
- Knowledge of relevant legislation.
