QUALITY ASSURANCE AND WORKPLACE APPROVAL SPECIALIST
Patterson Grade: D1
Total Annual Package R816, 731.18 (TCTC), excluding a possible 20% performance bonus
 
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development training in terms of the Skills Development Act 97 of 1998, under the Department of Higher Education and Training (DHET). The MQA also supports mine health and safety for the mining and minerals sector in terms of the Mine Health and Safety Act 29 of 1996, under the Department of Mineral Resources and Energy (DMRE).
The MQA requires the services of Quality Assurance and Workplace Approval Specialist in the Quality Assurance Unit.

 
Role purpose
The Quality Assurance and Workplace Approval Specialist will provide support to the Quality Assurance Manager by performing the following duties:
  • Facilitate and quality assure the implementation of the administration of MQA delegated  occupational qualifications, part-qualifications and skills programmes;
  • Facilitate work place approval for all qualifications, part qualifications and skills programmes within an allocated sub-field (for levy paying and exempted employers);
  • Conducting analysis of the workplace skills plans (WSPs), annual training reports (ATRs) and Sector Skills Plan (SSP) documents provided by the Skills Development and Research (SDR) Unit;
  • Conduct evaluation and guidance on all workplace approval including Skills Development Providers (SDP) accreditation requests or applications;
  • Conduct workplace approval and accreditations audits for learning programmes delegated to the MQA for the sector;
  • Manage the workplace database including associated guidelines and procedures;
  • Manage the approved and the suitability of workplaces (employers for leaners’ placement within the sector);
  • Generate and submit monthly and quarterly progress reports for reporting into the MQA’s Annual Performance Plan (APP) document;
  • Manage and participate in activities outlined in the MQA’s business plan;
  • Conduct performance planning and develop performance agreements for the Quality Assurance Unit’s staff;  
  • required service providers to meet projects’ objectives;
  • Formulate contractual service agreements with service providers;
  • Monitor the implementation of quality assurance policies as per the Quality Council for Trades and Occupations’ (QCTO) delegation for the sector;
  • Facilitate on-going stakeholder participation and engagements to keep stakeholders informed about developments; and encourage stakeholder feedback into the MQA’s policies and procedures;
  • Continuously improve on delivering services that support the business Unit processes; and
  • Identify and analyse potential risk areas for the Unit and for the MQA.
 
Qualifications
  • Matric and National Diploma in Human Resource Management, Development, Public Management, or Business Administration; or equivalent qualification at  (NQF Level 6)
  • A bachelor’s Degree in Human Resource Management, Development, Public Management, or Business Administration or an equivalent qualification at (NQF Level 7)  will be an added advantage and
  • A valid driver’s license.
 
 
Experience
  • Minimum five (5) years’ experience as a Quality Assurance Administrator, of which three (3) years must be from a Public Sector/SETA environment.
  • Knowledge of budgeting and financial management; and
  • Demonstrable experience of MS Office (Word, Projects, Excel, PowerPoint and Outlook)

NB: The position requires visits to mines including their underground operations.
