MINING QUALIFICATIONS AUTHORITY (MQA)
The Mining Qualifications Authority (MQA) is a Sector of Education and Training Authority (SETA) for the Mining and Minerals Sector (MMS) in terms of the Skills Development Act of 1998. The MQA now requires the services of the following person to fill the under mentioned position.

R 1,565,921.49 (Fixed-Term Contract ending 31 March 2020)
Reporting to the Chief Executive Officer the Chief Operating Officer will be accountable for all aspects of The MQA's operational management, core business delivery, and financial management and reporting.
The position is located at the MOA Head Office, in Parktown, JHB (Gauteng).
The Chief Operating Officer is responsible for the following key performance areas: • Oversee the management of the total financial, operational and administrative functions of the following core functions:, Learning Programmes, Quality Assurance (QA), Sector Skills Planning and Strategic Projects. • Research and analyze skills development initiatives in the Mining and Minerals Sector. • Focus on effectiveness of the Mandatory Grant system scope and monitor various Discretionary Grants and Projects • Compile and execute the Annual Business Plan and implement the MQA Board Strategic Objectives. • Develop and implement operational targets and measurable criteria for each unit
• Manage stakeholder relationships with the associated government departments, trade unions, Training Providers, Professional Associations and any other stakeholders associated with the MQA • Monitor and implement objectives of the National Skills Development Strategy Ill and Mining Charter. • Oversee implementation of MOA Provincial Linkages Strategy. • Ensure optimum performance levels of staff. • Monitor the implementation of performance targets. • Take responsibility for the overall operational efficiency of units under your control • Monitor the operational and administrative systems to meet the ISO requirements. • Advise the CEO on any strategic and operational matters pertaining to your role. • Report to the EXCO and Board via the CEO as well as to standing committees on the functioning of operational units. • Perform any other duties as may be delegated by the CEO, EXCO and Board from time to time.
Qualifications, Knowledge and Experience: • A postgraduate qualification at Masters Level: MBA, MBL, M.Comm, Public Management or equivalent. • Minimum 7 years at Executive Management Level with a proven track record in a similar environment • Good knowledge of the legislative mandate of the state owned entities, public sector and the Sector Education and Training Authority. • Knowledge of strategic national policy imperatives guiding skills development in South Africa • Knowledge of Corporate governance, Risk management, methodology and processes • Knowledge of Financial and Organisational management.
