CHIEF OPERATING OFFICER
Remuneration package: R 1, 780, 989.32 per annum, excluding a possible 20% performance bonus
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development under the Department of Higher Education and Training (DHET) and supports mine health and safety under the Department of Mineral Resources and Energy (DMRE) for the mining and minerals sector under Skills Development Act (SDA) 97 of 1998 and Mine Health and Safety Act (MHSA) 29 of 1996, respectively.
The MQA requires the services of the Chief Operating Officer to fill the above-mentioned position.
ROLE PURPOSE:
To lead and oversee the implementation of the day-to-day activities towards the achievement of organisational goals.
This position reports to the Chief Executive Officer.
KEY PERFORMANCE AREAS:
Strategy Planning, Development, Execution and Enablement: • Facilitate and support the development and implementation of core skills development programmes aligned with the sector qualifications framework. • Lead the development of the five-year MQA strategic plan • Oversee the co-ordination of the APR (Annual Performance Report) • Lead the process of crafting the business strategy and the annual performance plan• Develop and cascade the organisation’s strategy/mission statement to the lower-ranking employees • Implement appropriate rewards/recognition and coaching/corrective practices to align staff members with company goals. • Be responsible for the attainment of short- and long-term financial and operational goals. • Direct the development of the organisation to ensure future growth. • Ensure that the MQA’s programmes are in line with the sector’s transformation goals.
Governance and Compliance: • Run an efficient, effective, and transparent corporate governance system within the legislative framework. • Develop policies, procedures, and systems to support the organisation’s operations. • Oversee the planning and direction of all aspects of the organisation’s operational policies, objectives, and initiatives. • Ensure compliance of the Operations Department to the corporate governance framework to create operational efficiency. • Monitor compliance with policies, processes, and procedures. • Oversee all contracts pertaining to the delivery of objectives.
Skills Planning and Research: • Perform decision-making through research. • Oversee the development of the Sector Skills Plan and monitor the submission of workplace skills plans and annual training reports. • Ensure support of the sector through effective and functioning systems and reporting tools. • Oversee the delivery of the research and impact assessment studies in line with the research agenda.
Learning Programmes Management: • Lead and oversee the implementation of all project plans in line with the approved budget. • Monitor unit performance and identify performance barriers.
Systems Management: • Oversee the operations systems development and implementation to support the MQA’s mandate. • Ensure that the system serves as the enabler for delivery of goals.
Financial Management: • Lead the development of the Operations budget. Oversee the implementation of operational plans in line with the approved budget. • Oversee the disbursement of discretionary and mandatory grants. • Ensure efficient utilisation of the budget and minimise costs. • Oversee the management of Operations accruals and commitments. • Oversee the procurement of all goods and services in line with approved policies and procedures. • Ensure compliance with all reporting requirements and auditing.
Risk Management: • Oversee the identification, assessment, mitigation and monitoring of strategic and operational risks for the Operations department.
Performance Management: • Oversee the implementation of the performance management system within the Operations department. • Manage the Operations department’s team performance. Ensure the development, guidance, and empowerment of the team to deliver on unit targets. • Ensure that the performance contracts are in place prior to the beginning of each financial year in line with the department’s strategy and plans.
Qualifications: •Minimum of Post graduate Business (NQF 8) related qualification required • Masters Level qualification: MBA, MBL, MComm/Public Management or equivalent (NQF Level 9) qualification will be an added advantage.
Experience: • Minimum of 10 years within the operations environment, of which 7 years at senior management level in a similar environment is preferred.• Demonstrate proven leadership experience in strategically positioning the business units.
Competencies: Knowledge: • In-depth knowledge of many disciplines/functions •Understand current issues and challenges affecting training, skills development, and SETAs across South Africa • Knowledge of strategic national policy imperatives guiding skills development in South Africa • Knowledge of government policies and procedure. • Knowledge of financial and organisational management. • Knowledge of corporate governance, risk management, methodologies, and processes. • Knowledge of marketing communication methodologies.
