MINE HEALTH AND SAFETY COUNCIL (MHSC)
 


The Council seeks to make the following appointment.
 
PROGRAMME MANAGER: MINING REGULATIONS AND OCCUPATIONAL SAFETY (REF. MRAC AND MOSAC/02/2024)
REWARD LEVEL 17 
REMUNERATION PACKAGE: R 904 968,15  NEGOTIABLE
The incumbent will report to: Chief Research Operation Officer.
 
Purpose:
To initiate, co-ordinate and manage the development of OHS legislative topics and advisory notes to assist the MHSC and its relevant advisory committees, as well as managing committee stakeholders. To assist with communicating research outcomes to the committees and soliciting research topics.
 
Minimum requirements:
  • Bachelor’s Degree or equivalent (NQF7) in Mining, Engineering (Electrical or Mechanical) or Occupational Health and Safety
  • Relevant certificate of competency based on the field of expertise (e.g. but not limited to GCC, MEC, MMC, Chamber of Mines Certificate etc.).
  • 5 years` post graduate experience in the mining industry, encompassing at least:
    • 2 years’ experience in the management of projects or programmes, and
    • 2 years’ experience in people management.
Added advantage:
  • A project management qualification will be advantageous.
 
Key performance areas: 
The successful candidate will be responsible for, but not limited to the following:
  • Lead, Coordinate and Manage the development of OHS legislative advisory notes on Policies, Guidelines and Guidance Notes, implementation of research, analysis of OHS data etc.
  • Ongoing communication and interaction with stakeholders
  • Proactively identify new OHS trends and practices.
  • Identified legislative needs that are in accordance with anticipated trends and demands.
  • Relevant legislative proposals are annually solicited in line with the identified Health and Safety needs of the Mining Industry.
  • A legislative programme is developed for approval by the minister
  • Identify topics for consideration into the committees’ workplans on an annual basis.
  • Draft workplans and submit to the relevant committee and ensure approval as per the protocol.
  • Implement the workplans and report to Council
  • Manage activities of task teams and committees in undertaking workplans
  • Coordinate committees’ responses to emerging health and safety issues in the SAMI
  • Coordinate the submission of research and legislative topics and inputs to relevant committees
  • Coordinate the co-opting and participation of committee members into other committee task teams on issues affecting health and safety.
  • Participate in COE Research technical committees and provide inputs.
  • Provision of information and inputs into research programmes and Terms of Reference.
  • Strategic Planning Input.

NOTICE AND INVITATION TO SERVE ON THE HUMAN RESOURCES REMUNERATION AND ADVISORY COMMITTEE OF THE MINE HEALTH AND SAFETY COUNCIL (MHSC) 
REF: HRRAC/03/2024
 
The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Minerals and Energy on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is listed as a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act.
 
The MHSC hereby invites applications from suitable qualified persons wishing to serve on its Human Resources Remuneration and Advisory Committee.
 
Requirements:
  • Minimum post graduate qualification in the field of Human Resources/Occupational Development/ Labour or related fields;
  • Legal background will be an added advantage;
  • Appropriate experience and / or knowledge of the Public service and Public entities will be a strong recommendation; and
  • Previous experience as a member of a Human Resources Committee or a Human Resources Executive in the public sector, private sector and / or public entity.
  • Registration with a Professional Body is a high recommendation.
 
Remuneration
Committee members will be remunerated in accordance with the rates determined by the Mine Health and Safety Council from time to time. Travelling on official duty will be reimbursed at rates determined by the Mine Health and Safety Council.
 
Term of Office
The term of office will be three (3) years which is renewable depending on performance.
 
Selection Procedure
Short-listed candidates will be invited for interviews to be conducted by a panel appointed by the Council. The final appointments will be made by the Council based on the recommendation of the interview panel.
