STAKEHOLDER MANAGEMENT MANAGER; REF: SM/03/2023 (PERMANENT)
The incumbent will report to: Chief Research Operations Officer
Purpose
To engage and build functional relationships with all relevant stakeholders within Government, the Mining Industry and Communities in support of the MHSC’s strategic objectives. To effectively implement a promotion, communications and stakeholder engagement strategy that promotes the activities of the MHSC and the research programme findings. Continuously engage stakeholders and create a positive perception of the MHSC amongst the stakeholders.
 
Minimum requirements
  • A degree in Communications or equivalent appropriate B Degree in Communication Science/ Media Studies/ Marketing/ Public Relations/ Governance
  • 3 – 5 years’ exposure to multiple stakeholder management processes
  • 3 – 5 years’ senior management experience
  • 4 years’ experience in the areas of public relations, stakeholder management and engagement, communication management.
  • 3 – 5 years’ experience in the communication and public relations area working with all spheres of Government and the Mining Industry

Key performance areas
The successful candidate will be responsible for, but not limited to the following:
  • Stakeholder segmented at all levels.
  • Communicate the guidelines to all senior managers within the MHSC.
  • Intergovernmental relations guidelines for the agency.
  • Develop Stakeholder Segmentation and Profile.
  • Develop MHSC Stakeholder Management Plan.
  • Track status in the implementation of the stakeholder management stakeholder plan.
  • Mobilize stakeholder support through lobbying, facilitation.
  • Provide technical guidance to the Centre of Excellence.
  • Dissemination unit on stakeholder engagement and research information distribution and packing.
  • A promotion, communications and stakeholder engagement strategy is defined and approved by Council.
  • The promotion, communications and stakeholder engagement strategy is aligned to the Dissemination and Commercialisation strategy of the organisation.
  • The promotion, communications and stakeholder engagement strategy is implemented through relevant promotional materials and publications.
  • Communication material is distributed in accordance with the strategy plan.
  • The MHSC Magazines, Newsletters and Annual Report are produced and are of high quality and aligned to strategy.
  • Positive media coverage is achieved.
  • Mining sector awareness of the function of the MHSC is created.
  • Development and maintenance of corporate branding.
  • Oversee events.
  • Conducts environmental scanning to determine effectiveness of the MHSC’ promotion, communications and stakeholder engagement strategy.
  • Engages national and provincial partners on impact of the MHSC
  • Engages all MHSC’ stakeholders and provide feedback to the MHSC.
  • Profile target audience appropriately so that communication can be audience specific.
  • Develop appropriate material for various target audiences.
  • Planned promotional events as required.
  • Develop appropriate templates to be to outgoing documentation.
  • Quality check language and clarity of documentation.
  • Prepare copy for the Annual MHSC Report.
  • Operational plans and goals are produced for area of accountability.
  • Area outputs are optimised within functional guidelines.
  • Processes and services are planned, scheduled and directed to achieve efficiency, quality and balanced scorecard goals.
  • Work is co-ordinated amongst staff to achieve targets or service level agreements.
  • Operational / action plans are reviewed when Department plans change.
  • Liaises and participates in the Centre of Excellence.
  • Champions the MHSC Website Committee.
  • Processes, procedures and workflows are defined, implemented and managed within defined functions, policies and system frameworks.
  • Activities relating to development/optimisation/management of systems and processes are co-ordinated to achieve tactical objectives.
  • Defined processes and procedures create alignment and synergy between all operational components within area of accountability.
  • Workflow enhances process efficiency and customer service.
  • Re-organisation of structures and workflow as a result of process improvements are within boundaries and principles of frameworks.
  • Projects or initiatives are appropriately assessed in terms of cost/benefit controls analysis and aligned to business objectives.
  • Costs are managed appropriately, i.e. contained within agreed budge and variances accounted for.
  • Operational effectiveness is ensured.
  • Regular reporting on actives undertaken and savings delivered.
  • Competitive performance measures are benchmarked and defined area of accountability.
  • Workload is allocated appropriately amongst staff and deliverables.
  • Measures and targets are discussed and agreed regularly with staff.
  • Appropriate remedial action is taken to bring staff members’ performance to acceptable levels.
  • Regular one-on-ones held with staff to discuss progress in area of accountability.
  • Formal performance reviews are held in accordance with the Performance Management Policy.
  • Efficiency and quality of services, production processes and procedures is ensured.
  • Recruitment is in line with Recruitment policy and the department’s targets.
  • Comprehensive and applicable development plans are in place for staff.

SUPPLY CHAIN MANAGEMENT MANAGER

The incumbent will report to the: CHIEF EXECUTIVE OFFICER
 
Purpose
Develop, implement and maintain the supply chain management system, oversee and manage the overall supply chain management operations, including demand, acquisition, logistics, disposal, performance and risk management. Review the supply chain performance and make recommendations to improve the efficiency and effectiveness of the supply chain.
 
Minimum requirements
  • A relevant university degree in Finance/Accounting or equivalent.
  • At least a minimum of five (5) years’ experience in handling procurement, PPPFA prescripts, PFMA and National Treasury Instructions
 
Key performance areas
The successful candidate will be responsible for, but not limited to the following:
  • Develop and oversee the implementation of the supply chain management system.
  • Establish the bid specification, bid evaluation, and bid adjudication committees and oversee the proper functioning of the committees.
  • Manage the demand Management process.
  • Demand: Identify preference points system and appropriate goal per commodity in terms of preferential procurement policy objectives
  • Acquisition: Oversee the development and utilisation of a supplier database
  • Acquisition: Oversee bid/quotation process
  • Disposal: Develop and oversee the implementation of the disposal plan.

The incumbent will report to: Centre of Excellence Manager
 
Job Purpose
To coordinate and implement the dissemination function of the centre of excellence that includes:
  • Effective and timeous marketing, promotion and knowledge management of research outcomes;
  • Empowerment and upskilling of mineworkers; and
  • Identification and facilitation of revenue generation opportunities from research outcomes through royalties and patents of MHSC Intellectual Property.
 
Minimum Requirements
  • Masters’ degree in Engineering/ business development related discipline.
  • 3-5 years of experience in a technology licensing environment
  • 5 years product development experience
  • 5 years Commercialisation value chain experience
  • A minimum of 5 years’ experience in marketing planning and implementation in the South African mining industry (SAMI);
  • Experience within the South African mining industry (SAMI);

Purpose
Maintain and update supplier database to ensure that each commodity has a minimum of ten suppliers. All contact details are vali., that all suppliers are linked to correct commodities and that suppliers are only registered for primary commodities that are their core business activity. Manage RFQ process after receipt of terms of reference that are signed by the SCM Manager.  Submit responses to the SCM Manager for evaluations and reports.
 
Minimum requirements
  • Matric, Diploma in Purchasing, Finance or equivalent.
  • 3-4 years procurement experience in the public sector
 
Key performance areas
The successful candidate will be responsible for, but not limited to the following:
  • Ensure compliance with procurement thresholds.
  • Meet 10 days RFQ target.
  • Ensure that RFQ’s are supported by the market/price analysis by BSC before an RFQ is issued.
  • The suppliers that are registered for a given commodity are given equal opportunity to bid
  • Delivery date must be specified with each receipt of service/goods by supplier is confirmed with supplier.
  • No open order older than 30 days on the system (Unless if it’s a contract open order)

RESEARCH DELIVERY SPECIALIST: OCCUPATIONAL HEALTH REF: RDSOH/03/2023 (PERMANENT)
The incumbent will report to: Centre of Excellence Manager
 
Purpose:
To manage the research delivery process through effective research service provider management, engagement with industry experts to ensure high quality research outcomes as it pertains to Occupational Health.
 
Minimum requirements:
  • Master’s Degree in Occupational Health related qualification
  • Post Graduate qualification in Project Management will be an added advantage.
  • 4 years mining related experience.
  • Sufficient knowledge/experience of the South African mining industry (SAMI);
  • 2- 4 years in the management of projects.
  • 2 years Research Management
 
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
  • Manage the reconciliation of a contract and exit based on predefined contract criterion.
  • Conducts post contract analysis to identify contract value and benefit
  • Effective Management of PRP through Service level agreements, project charters, MOU etc.
  • Enforce the necessary contractual arrangements and intellectual property implications in line with Committee decisions for each project.
  • Regularly assess the Annual approved research projects are, focussing on:
    • Technical content
    • Contractual compliance
    • Financial controls
  • Interact monthly with researchers to ensure that project outputs answer the research questions.
  • Take corrective actions and make modifications to the research projects and negotiate where necessary.
  • Assess final project reports for impact, results, research methodology, data integrity, conformance of deliverables, correct interpretation of results, relevance of conclusions and recommendations.
  • Manage multiple projects and multi-disciplinary teams. This includes resource allocation, issue management, budget allocation and management, tracking and progress management, inter-project influence management, programme reporting and project /programme close-out.
  • Annually solicit relevant research proposals in line with the identified Health and Safety needs of the Mining Industry.
  • Evaluate research proposals for costs, relevance, impact, proposed outputs, team capability and costs, IP, research outcomes and ethical clearance.
  • Finalise project proposals with the involvement of designated mine champions, expert advisors and advise auditors.
  • Prepare the Annual Programme for consideration by the relevant Committee and the Council.
  • Develop the Research Delivery Programme budget inputs.
  • Manage expenditure in line with the approved budget.
  • Monitor and report on expenditure against the budget.
  • Produce and manage budgets for Research Delivery projects.
  • Develop work and action plans aligned to project or operational requirements.
  • Monitor and continuously report progress against plan.
  • Personal development plans are monitored and achieved.
  • Produce one journal paper per year e.g. SAIMM.
  • Publish one local conference paper per year.
  • Attendance of two local conferences (over and above point 2 above).
  • Publish one paper international conference paper every three years.
