The incumbent will report to the: Technology Transfer and Commercialisation Specialist
The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Minerals and Energy on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is listed as a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act.
Job Purpose
To facilitate the dissemination of MHSC research outcomes to all identified stakeholders. To be the link between MHSC and the Regional Tripartite Forum (RTF). To facilitate the engagement between RTF and MHSC Researchers to promote and disseminate research

Minimum Requirements
- Degree/Diploma in Mining Engineering or related field (e.g. Electrical, Mechanical, Occupational Health, Safety)
- 5 years’ experience in mining environment.

Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
- Implement programme for roll out of research outcomes.
- Ongoing communication and interaction with stakeholders
- Host engagement with stakeholders including RTF members
- Ensure that information packs are customised and audience specific
- Constantly assess impact of the information disseminated.
- Implement regional forum framework
- Coordinate Regional meetings
- Provide written reports to MHSC Office
- Consolidate and circulate the RTF meeting schedule for the year to all stakeholders.
- Provide assistance in drafting the RTF Agenda in consultation with the relevant RTF Chairpersons.
- Study research reports.
- Prepare presentations for approval
- Present the key findings and assess industry uptake on research outcomes
- Write reports on engagement outcomes
- Identify stakeholders, end-users and relevant authorities that would benefit from the research information.
- Document feedback on relevance of the research outcomes to MHSC Research Unit
- Identify platforms which can be used to disseminate the research outcomes e.g. universities, industry events, local and international evets, webinars and seminars etc.

FINANCIAL MANAGER X1 (REF: FM/02/2026) (PERMANENT)

The incumbent will report to the CHIEF FINANCIAL OFFICER
The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Minerals and Energy on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is listed as a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act.
Job Purpose
The incumbent will be responsible for the provision of financial and management
accounting services to MHSC in accordance with the PFMA, IFRS and GRAP. He/she
will also be expected to develop and implement comprehensive financial control
mechanisms.
The incumbent will report to: Chief Financial Officer.
Minimum Requirements
- Degree in Accounting or Finance
- 5 years’ experience in a financial managerial role
- Knowledge of financial reporting in relation to monthly management accounts and annual financial statements
- Knowledge of GRAP requirements and their application
- Knowledge of the PFMA and its application
- Knowledge of supply chain management legislation and its application
- Experience in managing staff
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
- Setting, implementing and monitoring accounting controls
- Providing training and leadership to the finance team
- Developing the finance Department’s business plan
- Compiling and managing the MHSC’s Asset Register
- Managing banking and cash
- Ensuring that financial transactions are timeously recorded in accordance with Generally recognised GRAP
- Compiling and providing timeous and accurate financial statements in accordance with Generally recognised GRAP
- Assuming responsibility for implementing all approved financial management policies and procedures
- Preparing MTEF submissions
- Deal with internal and external auditors
- Monthly and quarterly reporting to the CFO.
- Manage Payroll and related functions
- Manage the BEE Status of MHSC
- Manage the Tax Status of MHSC

The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Mineral and Petroleum Resources (DMPR) on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act. The MHSC is required to comply with Section 51 of the Public Finance Management Act (PFMA), Act 1 of 1999 as amended by Act 29 of 1999 and section 3 of the Treasury Regulations issued in terms of the PFMA.
The MHSC hereby invites applications from suitable qualified persons wishing to serve on its Human Resources Remuneration and Advisory Committee.
Candidate Criteria:
- Minimum post graduate qualification in the field of Human Resources/Occupational Development/ Labour or related fields;
- Legal background will be an added advantage;
- Appropriate experience and / or knowledge of the Public service and Public entities will be a strong recommendation; and
- Previous experience as a member of a Human Resources Committee or a Human Resources Executive in the public sector, private sector and / or public entity.
- Registration with a Professional Body is a high recommendation.
Remuneration
HRRAC members will be remunerated in accordance with the rates determined by the Mine Health and Safety Council from time to time. Travelling on official duty will be reimbursed at rates determined by the Mine Health and Safety Council.
Term of Office
The term of office will be three (3) years, which is renewable depending on performance.
Selection Procedure
Short-listed candidates will be invited for interviews to be conducted by a panel appointed by the Council. The final appointments will be made by the Council based on the recommendation of the interview panel.
