PROGRAMME MANAGER: CULTURE TRANSFORMATION AND WOMEN IN MINING (REF. CTAC/WIMAC/11/2022)
The position is at Management Level and reports to the Chief Research Operation Officer.
REMUNERATION PACKAGE: NEGOTIABLE
 
Job Purpose
To oversee the Culture Transformation Advisory Committee (CTAC) and Women in Mining Advisory Committee (WIMAC) to efficiently manage its progammes to implement the Culture Transformation Framework and Women in Mining Initiatives in order to advise council on standards, policies, procedures and health/safety trends.
 
Minimum Requirements
  • Appropriate Bachelor’s Degree or Diploma (e.g. mining, engineering related)
  • 3 years mining related experience.
  • 2 years in the management of projects.
 
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
  • Ongoing communication and interaction with stakeholders in order to identify occupational health and safety needs.
  • Identification of target group (stakeholders, end-users and relevant authorities) that would benefit by the outcomes of the CTAC and WIMAC programmes developed.
  • Development of annual Programme for implementation plan after each biennial summit (Summit Action Plan).
  • Coordinate activities related to Summit outcomes through advisory committees.
  • Develop a programme to raise awareness on Summit Action Plan in collaboration with Dissemination unit of the MHSC Centre of Excellence.
  • A project file per project is created for the life of the project.
  • Content of the project file to be as per project management standards.
  • Develop a plan for hosting the MHSC summit.
  • Coordinate engagements with stakeholders during summit preparations
  • Collect data on summit milestones and produce a report.
  • Assist in ensuring that the programme for the summit is developed.
  • Assist in coordinating the Principals engagements in preparation for the summit.
  • Analyse Summit data and provide direction for the Summit on whether targets are to be reviewed or maintained.
  • Develop a programme for implementation.
  • Coordinate activities to support the Culture Transformation Framework (CTF) through relevant advisory committees.
  • Engage stakeholders to ensure implementation of their respective activities in line with CTF.
  • Regularly review progress on implementation of CTF and report to Council.
  • Provide corrective actions where needed.
  • Give inputs to Centre of Excellence if research is necessary and monitor progress.
  • Annual executive summary is provided from CTAC programmes through the submission of: Figures and overviews of the projects managed are prepared for collation.
  • Provision of information to assist in the formulation of short and long-term plans for the MHSC.
  • Input to the Strategy plan is appropriate.
  • Networking with local and overseas institutions.
  • Awareness of global health and safety trends directions, new developments, products and equipment that may improve health and safety conditions at mines.
  • Scheduled interaction with stakeholders in preparation for future health and safety needs analysis.
  • Develop calendar of interactions.
  • Attendance of conferences and seminars.
  • All steps in the process are covered and thought through in terms of possible implications to other areas.
  • Work and action plans fit in with given project or operational requirements.

The incumbent will report to the: CHIEF HUMAN CAPITAL OFFICER
 
Purpose
To develop, champion and manage the Human Capital strategy to ensure innovative, integrated, quality HR solutions, change and transformational programmes which attract, motivate, retain talent and facilitate organisational growth and the achievement of the organisational plan and strategy.
 
Minimum requirements
  • Honours Degree in Human Resource Management / Industrial Psychology.
  • At least 8 years’ experience in the HR field including change management, HR Operations, Organisational Development and IR, 5 years should be operating at senior management level.
 
Key performance areas
  • The successful candidate will be responsible for, but not limited to the following:
  • Develop and Implement the Human Resources Strategy of the MHSC.
  • Develop and implementation of HR strategic frameworks and systems.
  • Ensure HR policies are developed and maintained on a regular basis.
  • Drive Strategic Change Management initiatives and or be a catalyst of cultural change interventions.
  • Ensure effective and efficient management and administration of the Human Resources business unit.
  • Development and performance management of Human Resources staff.
  • Provide advise and guidance on talent attraction, retention and succession management process.
  • Lead the conducting of the organizational climate survey (Employee Satisfaction Survey).
  • Participate in the planning of programmes that will address problem areas and ensure implementation of the identified interventions.
  • Implement Company’s Job Evaluation and Grading systems and process guidelines.
  • Develop and manage the HR budget in accordance with the Public Finance Management Act, treasury regulations and Company’s policies.
  • Maintain effective HR governance, risk management and internal control frameworks for HR and IR processes. Compile monthly and quarterly reports for operational meetings and to respective MHSC advisory committees as required.
  • Advising and providing guidance to the MHSC on all Human Resources related matters.

LEGAL RISK AND COMPLIANCE MANAGER REF: LRCM/11/2022 (PERMANENT).
The incumbent will report to the Chief Executive Officer

Job Purpose
This position leads the provision of Legal Services to the MHSC, oversee the implementation of Risk Management and Legislative Compliance. The position provides strategic direction, develops, improves implements and monitors Legal, Risk and Compliance (LRC) frameworks and controls, with a view of protecting the MHSC against liability, loss and reputational damage.
 
Minimum Requirements
  • LLB NQF Level 8
  • 7+ years’ experience
  • 1-2 years Admitted Attorney or Advocate
 
Key performance areas
The successful candidate will be responsible for, but not limited to the following:
  • Develop and implement the departmental strategy that is aligned with overall organisational strategy.
  • Manage, mentor and coach the LRC team.
  • Ensure that the LRC team proactively manage legal and enterprise risks, and provide early warning system to the MHSC.
  • Approve LRC budget aligned with overall organisational budget.
  • Provide oversight during the development of organisational policies and processes to ensure compliance with legislative requirements.
  • Centralise inputs and provide leadership in drafting amendments to the MHSA and Regulations to ensure alignment with constitutional principles and International Legal Instruments.
  • Ensure alignment of Regulatory Guidance Documents with legislative requirements
  • Oversee the development of Legal Review Process and monitor implementation
  • Manage and lead legal review of all licensing processes relating to the issuing of nuclear authorisations
  • Recommend changes to conditions of authorisation.
  • Ensure development of legal training for inspectors in line with the provisions of the MHSC Act.
  • Liaise with the Law Enforcement Agencies with regard to institution of criminal proceedings.
  • Review proposed enforcement actions to ensure legal soundness and enforceability
  • Ensure the development of Litigation, and Debt Collection Processes and monitor implementation.
  • Provide strategic direction and manage litigation matters facing the MHSC or that needs to be pursued by the MHSC
  • Drive mitigation actions to manage legal risk exposures
  • Provide strategic direction and manage debt collection process on behalf of the MHSC
  • Manage labour matters.
  • Ensure the development of compliance road map and compliance implementation plan.
  • Oversee compliance with legislative requirements by the MHSC.
  • Approve and present quarterly legislative compliance reports to EXCO and the board.
  • Chair the Risk Steering Committee
  • Oversee the establishment and maintenance of a risk management culture within the organisation.
  • Ensure the development of an enterprise risk management and fraud risk management frameworks.
  • Approve and recommend risk assessment methodologies, models and systems to EXCO and the board.
  • Approve and present risk management reports to EXCO and the board.
  • Ensure that the MHSC assess and maintain the risk maturity profile
  • Ensure the development and implementation of Risk Appetite Framework.

MANAGEMENT ACCOUNTANT X1 (REF: MA/11/2022) (PERMANENT)
The incumbent will report to FINANCE MANAGER
 
Purpose:
The incumbent will be responsible for Management accounting work and reporting for the MHSC, ensuring that the revenue and research budgets are done. Levy invoices are raised on time. He/She will have to prepare and submit monthly and quarterly DMR reports, Treasury Reports, and monthly performance reports on mine levies, DMR levies and administration of fine levies. It will also be part of his/her duties to ensure that invoicing is based on accurate databases to eliminate queries and late payments. Monitor the work of the credit control office as well as monitor and report on research expenditure.
 
Minimum requirements:
  • Degree in Accounting
  • 3 years articles
  • 3-5 years accounting experience as an accountant and in dealing with sales and debtors, purchases and disbursements
  • Payroll
  • General Ledger
  • Reconciliation and reporting
  • Knowledge of GRAP requirements and their application
  • Knowledge of the PFMA and its application
 
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
  • Validate the invoicing database
  • Provide accounting solutions to enquiries
  • Review and supervise the processing of receipts to ensure there are no misallocations
  • Ensure that direct deposits into the bank are processed
  • Investigate and resolve debtors with credit balances
  • Perform weekly bank reconciliations
  • Handle bank queries relating to debtors
  • Prepare revenue budget and rates to be used for invoicing
  • Load the approved revenue budget onto Great Plains
  • Report on actual revenues against budget
  • Laise with Auditors on revenue, debtors and budgets
  • Prepare inputs into audit files and resolve audit queries
  • Ensure that all steps in the process are covered and thought through in terms of possible implications to other areas
  • Ensure work and action plans fits with given projects or operational requirements
  • Monitor and continuously report progress against plan
  • Ensure competitive performance measures are benchmarked and defined for the area of accountability\
  • Ensure workload is allocated appropriately amongst staff and deliverables/ measures/targets are discussed and agreed upon regularly with staff
  • Take appropriate remedial action to bring staff members performance to acceptable levels
  • Hold regular one-on-ones with staff to discuss progress in area of accountability
  • Hold formal performance reviews in accordance with the Performance Management Policy
  • Ensure efficiency and quality of services, production processes and procedures

  • Ensure comprehensive and applicable developmental plans for staff are in place

CENTRE OF EXCELLENCE MANAGER
 
Purpose:
Our client, located in Johannesburg, is a national public entity (Schedule 3A) established in terms of the Mine Health and Safety Act. A knowledge leader and trusted advisor to the Minister of Mineral Resources and stakeholders on occupational health and safety. Our client is seeking to appoint a Centre of Excellence Manager, responsible for managing the mining occupational health and safety research programmes, from determination to delivery and ultimately to the dissemination of the research outcomes in a manner that will allow for adequate technology transfer. The successful incumbent will report to The Chief Research Operations Officer.
 
Role Specific Accountabilities
The successful candidate will be responsible for, but not limited to the following:
  • Provision of information and research outcomes to assist in the formulation of short and long-term plans for the organisation.
  • Input to the strategic plan is appropriate.
  • Networking to increase pool of research providers (nationally and internationally).
 
Research Programme Implementation Plan
  • Facilitate, coordinate and plan projects for mining occupational health and safety research programme in consultation with stakeholder committees
  • Manage multiple projects and multi-disciplinary teams. This includes resource allocation, issue management, budget allocation and management, tracking and progress management, inter-project influence management, programme reporting and project /programme close-out
  • Determine the technology costs and benefit prior to investment. (Cost benefit analysis utilising techno –economic modelling tools.)
  • Research Outcomes Dissemination
  • Liaison with the Committee Members with regards to research management and outcomes
 
Conduct Research and Impact Assessments
  • Occupational risk data obtained from the different mining sectors continually analysed in order to identify current and future risks
  • Health and safety needs determined as identified
  • Identified research needs that are in accordance with anticipated trends and demands
  • Identified risks that can be addressed by further research
  • Ongoing communication and interaction with stakeholders and research users in order to identify needs
  • Identification of target group (stakeholders, end-users and relevant authorities) that would benefit by the outcomes of the research

  • Awareness of global research directions, new developments, products and equipment that may improve health and safety conditions at mines
 
Develop and Maintain Research Implementation Standards and Norms

Qualifications and Experience:
  • Master’s degree in any mining related field
  • Project management PMP certification
  • 5 years mining related experience
  • 5 years in the management of multiple projects
  • 4 years experience in research management
  • The following will be an added advantage:
    – Government Certificate of Competency (Mine Manager’s Certificate or Other
    Government Certificate of Competency).
    – Post Graduate in Business Development Qualification.
 
Recommended Skills:
  • Proven experience within the mining industry;
  • Depth of experience in advanced research programmes;
  • Academic research report writing skills;
  • Experience using relevant technology;
  • Monitoring and evaluation;
  • Solid understanding of budgeting and statistical data analysis, with strong financial
    management experience;
  • Working knowledge of MS Office with excel reporting;
