REQUIREMENTS: 
- As contemplated in Government Gazette 43122 (No 351) of 20 March 2020, read with Government Gazette 37245 (Notice 21 of January 2014 - Local Government: Regulations on Appointment and Conditions of Employment for Senior Managers). - Relevant post graduate degree or equivalent honours qualification (NQF 8) with a minimum of 120 credits BSs. Honours (Civil Engineering, Electrical Engineering) or equivalent qualification in the engineering vocation. - 5 years relevant experience at a senior management level with experience at middle management level, or as programme/project manager and three to four (3 to 4) years must be at professional/management level with specific engineering management experience within local government. - Computer literate (MSWord, Excel & PowerPoint). - Code EB (08) driver's license. - Certificate of Competence a required in terms of the General Machinery Regulations 1988, will be an added advantage. - Meet MFMA minimum competency requirements or qualify for dispensation (Government Gazette 41996 of 26 October 2018). - Registration with a recognised relevant engineering professional body within the engineering fraternity e.g. ECSA will be an added advantage. - Knowledge of the relevant Municipal and Local Government Legislation related to vocation. - Sound knowledge of the following vocations: advanced knowledge and understanding of relevant policy and legislation, advanced understanding of institutional governance systems and performance management, advanced understanding of council operations and delegation of powers, good governance, audit and risk management establishment and functionality and budget and finance management. - Project management and contract management experience. - Excellence communication, interpersonal skills, proven management skills (including analytical thinking, empowerment, adaptability, leadership, conceptual, presentation, conflict management, attention to detail and negotiation skills). - Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies. - The ability to work under pressure, think strategically and creatively.
 
DUTIES:
- Provide strategic leadership aligned to engineering principles that would guide development and maintenance within the municipality. - Development, implementation and monitoring/reviewing overarching engineering management/master plans for the municipality in accordance with national and provincial guidelines. - Provide technical advice, guidance and support in respect of engineering related processes, procedures, services and systems. - Manage professional and technical contracts in respect of engineering management processes. - Prepare and submit reports on the department’s functions to relevant structures and committees within and outside the organisation. - Rendering a strategic engineering service by formulating and implementing frameworks, policies, plans and strategies. - Coordinate staff activities by means of providing assistance and attending to problems, grievances and disciplinary hearings. - Ensure fair and consistent labour practices in order to have sound labour relations to avoid unnecessary disputes. - Budget management and financial control of the department. - Responsible for managing the department’s performance through the service delivery and budget implementation plan – identifying deviations, applying corrective actions and evaluate performance according to KPI’s and PI’s. - Perform any other related ad hoc tasks as instructed from time to time. - Guide, support and contribute to the formulation of policy, and by-laws. - Guide, establish and maintain appropriate stakeholder relations.

DUTIES
Supervisory role of a shift at a wastewater treatment works. - Ensuring that treatment work is optimised to produce treated effluent that complies with legislation. - Undertaking the sampling, testing, analysing and recording of results of various samples of raw, in-process, and treated wastewater and sludges. - Carrying out process equipment adjustments as per standard operating procedures and supervisor’s instructions. - Supervising resources associated with the wastewater treatment process. - Controlling, supervising, training, disciplining and motivating operational staff. - Assisting in and/or assuming responsibility for the treatment works and equipment/machinery when on shift in the absence of manager/supervisor/technician. - Conducting visual inspections to establish functionality levels of systems and components and /or communicating and clarifying instructions or requirements with the immediate superior. - Daily optimisation, calculation and recording of chemical dosing and sludge wasted and flows. - Optimise sludge wasting, handling, dewatering, and disposal for effective plant operation. - Ensure daily and monthly works reports are compiled, submitted, and recorded. - Monitoring and optimization of various unit processes and ensure necessary process changes. - Ensure daily cleaning and unblocking of wastewater treatment works systems. - Attending to safekeeping of all resources and plant environment to avoid theft or loss in order to ensure housekeeping standards are observed, supporting optimum functionality and minimizing unnecessary downtime. - Perform any other related Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time.

-Responsible for the landfill site’s quality, safety and general maintenance. Responsible for daily operations and oversights. Supervise the maintenance of landfill infrastructure, including access roads, drainage systems, leachates, collection systems and gas management systems. Coordinates with the maintenance department for equipment repairs, preventative maintenance, and inspections. -Assists landfill operators to manage site according to the requirements stipulated by DWAF in precautions and quantity control principles of the landfill sites. -Supervision of the labourer team to ensure that the landfill site is managed in a proper and safe manner. Conduct regular safety briefings, site inspections and ensure all staff wear appropriate PPE. Ensuring all landfill operations comply with. NEMA and NEMWA and its associated regulations. Responsible for training staff on site to identify and report prohibited or hazardous waste streams that are not permitted at the landfill. Implement procedures for responding to environmental incidents such as spills, fires and any safety emergencies. Develop and manage work schedules for landfill staff, including allocation of duties and management of overtime. Conduct performance evaluations, provide feedback, and address any performance issues. Coordinate the work of external contractors operating on the landfill site. Prepare regular reports for management on landfill performance, compliance status and any deviations or incidents. - Interacts with the public and clients addressing inquiries and complaints in a professional and courteous manner. -Perform any other Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time.

Fleet maintenance and Monitoring: -Inspecting equipment for defects and maintaining records of repairs performed. -Responsible for all equipment which are used in association with the position. -Monitoring machinery functions such as oil levels and coolant levels to ensure safe operation. Compliance with relevant legislations: -Ensure compliance to pre-determined compacting methods. -Coordinating with other workers to ensure that operations onsite meet safety standards. -Responsible for all safety requirements and ensuring those safety regulations are followed when using equipment. -Perform any other related ad hoc tasks and duties as requested or required by Supervisor and Foreman from time to time.

REQUIREMENTS
-Basic Literacy or Grade 10. - Grade 12 (added advantage). - Valid Driver’s License (added advantage). - Excellent interpersonal & communication skills (must be bilingual). - Ability to follow & execute given instructions. - Good physical health, basic skill & know how of doing physical work. - A hard-working self-disciplined person. - Must be a resident of Midvaal Local Municipality – 01-year relevant experience in general work related to Waste management within a municipality.
 
DUTIES
-Perform litter control and any other general labour consistent with operating a waste disposal facility. – General upkeep of landfill and transfer station operations. – Assisting at recycling centre when needed. – Assist spotters with directing and controlling landfill and transfer station traffic. – Refuse removal from households and business premises. – Sweeping of streets, sidewalks, taxi and bus ranks. – Picking of litter along the streets and main roads, including public open spaces. – Empty street and public dustbins. – Cleaning of public street, taxi and bus ranks, open spaces. – Cleaning of municipal buildings and facilities. Responsible to clean and remove weeds on the pavements. Responsible for loading and off-loading of materials and equipment of the section as and when required.- Perform any other related Ad Hoc tasks and duties within waste management section as may be delegated by the supervisor/manager
 
 
SALARY R158 844.00 p.a. – R174 012.00 p.a. (Level 13 of a Grade 04 Local Authority)
Total package inclusive of all benefits: R293 981.92 p.a.

Conflict management and stress management skills, Adaptability, Communication, Negotiation skills, Problem solving skills, Attention to detail. - A hard-working self-disciplined person, self-starter and able to work without supervision. – 02-years relevant experience related to Waste and Environmental Management within a Municipality/Local Government Authority.
 
DUTIES
-Operations and housekeeping: -understanding of the Norms and Standards, Regulations and legislation governing the Municipal waste facilities. -Inspect the site prior to opening to the public. -Ensure that all waste materials are properly sorted and deposited. -Ensure that all waste materials improperly deposited or scattered on the site are collected and deposited in the correct locations and other housekeeping duties as required. -Ensure that work activity is carried out according to the Waste Management Licence conditions and/ as per the relevant Norms and Standards for the site. - Opens and Closes the waste site in accordance to work schedule. - Performs the responsibilities of the position within the legislative and regulatory standards set out in the National Environmental Management Act and the National Environmental Waste Management Act. -Recycling and Green Waste Chipping: -Ensure that recycling bins are free of garbage and non-recyclable items. -Ensure that the green waste to be chipped is free of foreign materials.  -Professional and effective access controlling and spotting at dumping site: - Visual inspection of waste, screen for prohibited wastes and record waste loads.  -Directing or re-directing drivers to specific dumping points on site.  -Re-directing driver to alternative dump sites if waste may not be dumped at specific site.  -Control traffic entering and exiting the disposal site; -Record and maintain daily records of vehicles, quantity and type of waste entering the disposal site.  – Be able to provide information and respond to complaints and inquiries regarding standards and procedures at the waste site. Prohibits scavenging attempts and ensures adherence to Safety Regulations and report any accidents or unsafe conditions immediately to the Supervisor or Manager. -Assist with the control of the landfill site and/ transfer station, in the absence of the Site Supervisor.  -Perform any other related Ad Hoc tasks and duties within waste management section as may be delegated by the supervisor/manager
 
 
SALARY  R210 060.00 p.a. – R236 256.00 p.a. (Level 10 of a Grade 04 Local Authority)
