The individual has to value commitment, integrity, team player. Experience in handling finances in a small to medium office. – Three to Five (3 – 5) years’ relevant experience in Office Administration within Local Government Authority.
 
DUTIES-Performs administrative support relating to the department as a whole -Performs a comprehensive administrative function pertaining to: -Building and Land use. – Makes sure that Internal circulation of applications happens timeously. -Office administration. -Supervising, assist and training (0n the job) of Senior clerk & Assistant. Responsible for the formulation of staff workplans, performance agreement and monitors and evaluates progress. -Responsible for departmental acquisition. -Financial budget assistance. -Compile Building and Town Planning reports and letters. Records management and supervision of the departmental archives – Schedules meeting for the department and takes minutes, Comfortable and proficient in working ITC systems being CitySolve and Solar. Other general administrative assistance to technical staff. -Perform any other related Ad Hoc task and duties as requested or required by management (supervisor) from time to time.
 
SALARYR 350 256.00 – R 386 880.00 p.a.  (Level 06 of a Grade 04 Local Authority)
Total package inclusive of all benefits: R 530 701.52 p.a.

REQUIREMENTS: -Grade 12. - BTech/BSc Civil Engineering, Transportation and/or Urban Engineering. - Meet MFMA minimum competency requirements or qualify for dispensation. - Professional Registration with ECSA will be an added advantage.  – Valid driver’s license. - Project Management and Financial Management skills and experience. - Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies. - Basic working knowledge of applicable Local Government legislation (e.g., MSA, MFMA and other as applicable). DUTIES: - Overall management and control of Roads and Storm Water. - Overall maintenance of roads and storm water infrastructure. - Project management in line with capital and operational budgets as approved in the IDP. - Responsible for Operational duties: - Supervision, coaching and identifying training courses to enhance performance. - Coach staff by appropriate delegations (outputs/authority) defining roles and responsibilities. - Manage staff performance. - Maintain relationships, develop communication structures, align council policies and practices, related to EAP/Benefits. -Responsible for operations related to administration and in particular the Roads and Stormwater Section: - Handling all complaints and attends meetings related to the section from HOD, public, post related committees and councilors and is responsible. - Controls and handles complaints received from public to minimize workload and ensure service delivery to the ratepayers. - Determines needs of employees for training. - Undertakes ad-hoc analysis, projects, tenders on investigations as required by the head of the department. - Financial Planning, Control and Reporting: - Submitting income & expenditure and capital proposals according to time schedule for sections managed - Assist in budget management and financial control of the section in order to avoid over or under expenditure. - Administration Management: -To ensure efficient functioning of the Section by providing administrative guidelines and supervision to subordinates. - To ensure compliance with relevant legislation. - Personnel and Performance Management: - To assist in identifying workforce shortages and assist in facilitating, recruitment, and selection of suitable candidates. - Responsible for performance management of subordinates. - Contracts and performance management of key contractors. - Maintaining Service Delivery standards. - Relationship Management and Communication. - Perform any other related ad hoc tasks as and when required or instructed by Management.

DUTIES: -Perform a professional legal, operational, analytical and administrative function including assisting in activities related to advising, drafting, reporting and compiling written letters, opinions and reports and also attend meetings to ensure that the municipality complies and adheres to national and provincial legislation, its own regulations, by-laws and policies so as to pursue good governance. - Assist with drafting, reviewing of by-laws, valuation roll administration, financial declarations of Councillors and legal advertisements on compliance matters. - Receipt and publication of adverts, receipt of objections pertaining to the valuation roll, the valuation appeal process and the signing of the roll. - Attend to legal matters by and against the Council when required. - Draft, review and vetting of contracts, legal documents, policies and by-laws. - Assist to draft, review, vet and or maintain system of delegations; assist to maintain municipal code. - Maintain strict confidentiality on all matters concerned. - Responsible for publication of notices and adverts related to specific legislation, regulations and applicable policies. - Administrative duties related to comments on items, contracts, property reports, service level agreement, etc. - Attend Bid Specification and Bid Evaluation Committee meetings and provide advice on matters related thereto. - Provide a secretarial function related to MPAC and assist in the compilation of the oversight report on statutory reports i.e. annual report. - The successful candidate will be expected to on ad hoc basis represents Legal Section at meetings, hearings and tribunals as delegated. - Perform any other related Ad Hoc tasks and duties as requested and required by management (supervisor) from time to time.
