The Media Development and Diversity Agency (MDDA) is a statutory development agency for promoting and ensuring media development and diversity, set up as a partnership between the South African Government and major print and broadcasting companies in terms of the MDDA Act, No. 14 of 2002.

FINANCE OFFICER

PRIMARY OBJECTIVE(S) OF THE JOB
Responsible for the provision of financial control support to the Financial Manager, including the monthly corporate liquidity, monthly financial performance, monthly financial position and monthly risk management activites related to the company's financial activities in order to assist the Financial Manager in ensuring the solvency and liquidity of the organisation. Payment of invoices and reconciliations of creditors and preparation of age analysis. Assist the Accountant and Project Accountant with recording of transactions in the financial system.

KEY DUTIES AND RESPONSIBILITIES.
Financial Control
- Revenue Management
- Assisting the Finance Manager in the sourcing of Funds to ensure the financial viability of the organisation.
- Assisting the Finance Manager in the investigation of new revenue streams for the organisation.
- Compiling of legislative documents for the Grant Funds approval process, to assist the Finance Manager in the accurate and timely submission of required documents.
- Verification of expenditure documents to ensure required documents and signatures are in place before payments are made.
- Loading of payments, as processed by the Disbursement Officer, to the Banking Platform
- Compilation of expenditure and other account reconciliations.
- Assist the HRM and Finance Manager in the processing of payroll.
- Assist the Finance Manager in budgeting control, ensuring that expenditure is in line with the approved budget.
- Monitoring of internal budget controls.
- Assist the Finance Manager in the investment of surplus funds to ensure the maximum return on investments.
- Compilation of investment reconciliations.
- Replenishment of Petty Cash
- Issuing of Petty Cash Disbursements
- Recoding of Petty Cash transactions
- Monthly reconciliation of Petty Cash
- Compile and ensure that all reports and documentation are generated and submitted according to specified standards and requirements
- Assits the Finance Manager in the development of their departmental financial reports.
- Assits the Finance Manager in the development of Annual Performance Report.
- Assits the Finance Manager in the development of the Organisational Annual Report.
- Assits the Finance Manager in the development of Monthly and Quarterly organizational Financial Reports.

- A relevant tertiary qualification at NQF level 6 in Finance
- Minimum of (2) relevant Accounting experience
- Knowledge and understanding of the Public Finance Management Act (PFMA); Preferential Procurement Policy Framework Act and Supply Chain Management in the public sector; Public Audit Act; Treasury Regulations; and Public Administration would be an advantage.

SUPPLY CHAIN OFFICER

PRIMARY OBJECTIVE(S) OF THE JOB
Assist the SCM Manager with the provision of Supply Chain Management support, including the Tender and Acquisition Processes for MDDA, in order to ensure both the compliance and efficiency of the Procurement Process.

SCM management
- Assist the SCM Manager with the compliance to supply chain policies and treasury regulations
- Assist in providing information for audit requirements
- Prepare daily procurement statistics
- Handle contract and SCM registers
- Receiving requisition from user departments
- Ensure procurement requisition is signed by relevant authorisation
- Compile RFQ documentation
- Identify suitable suppliers from the market to best provide goods and services as per requisitions
- Source quotations based on threshold requirements, in line with SCM delegation of authority
- Request all required SBD documents, CSD and BBBEE certificate are submitted
- Ensure that MDDA procures goods and services from suppliers who are registered on the Central Supplier Database (CSD)
- Perform preferential points calculations for acquisitions above R30 000
- Prepare Quote award and Purchase order
- Send purchase order to suppliers for purposes of placing an order for goods and services.
- Maintaining a register of request for quotation
- Assist and facilitate tender process
- Request for proposals to advertise for submission of proposals in respect of bids
- Arrange briefing sessions and clarifications sessions to inform prospective bidders of requirements
- Arrange official opening of bids
- Act as secretariat for bid specification, bid evaluation and bid adjudication committee documents are filed together
- Ensure that submissions and letter of appointments are signed by relevant officials
- Sending appointment letters to suppliers and Legal Unit to prepare an SLA where necessary
- Ensure that service providers perform as per SLA/ purchase order
- Follow up to ensure user department is satisfied with the service provider performance
- Blacklisting of service providers on the National Treasury database as and when instructed
- Perform reference checking
- Perform due diligence before enlisting a service provider to ensure that they are not blacklisted
- Assist in addressing any issues with service provider to ensure smooth service delivery
- Respond to complaints from service providers

QUALIFICATIONS AND EXPERIENCE
- A relevant tertiary qualification at NQF level 6 in supply chain management qualification
- 5 years’ experience supply chain management in the public sector
- Experience in the development and/or grant making sector, will be an added advantage.

KEY DUTIES AND RESPONSIBILITIES
Grant Funding Proposals
- Receive and review grant funding proposals objectively in line with compliance criteria, MDDA Act and relevant legislative frameworks.
- Conduct compliance checks and make recommendations to Executive management.
- Evaluate and screen the effectiveness and viability of all media applicants
- Conduct onsite assessments and verifications of applicants
- Involvement in the entire grant funding lifecycle, from application to final reporting – including understanding the terms and conditions of grants, compliance with funding requirements, and maintaining accurate records
- Manage the project cycle for funded projects in the community media and small commercial media organisations
- Facilitate contracting of the approved projects with Legal Unit
- Review project expenditure reports and prepare payment reports
- Provide support to funded projects through site visits and online capacity building workshops
- Review project reports for compliance in terms of the grant funding agreement
- Provide support and information to the Training Unit towards project capacity building programmes
- Data analysis and Reporting: Analysing project data and outcomes to prepare detailed reports for funders, stakeholders and internal management.
- Project evaluation – using the appropriate methodologies to assess the effectiveness and impact of funded projects, and utilising rge evaluation findings to improve

QUALIFICATIONS AND EXPERIENCE
- Qualification – Minimum Diploma; Bachelor’s Degree advantageous – Social Sciences, Development, Media, Finance, Business Administration and any other relevant fields
- Minimum five years of relevant experience in project management, grant funding, community development, media or related fields.
- Experience in Project Coordination: Previous experience in coordinating projects or supporting project managers - This may include tasks such as tracking project milestones, maintaining project documentation, scheduling regular engagements with stakeholders etc
- Computer literacy (Word, Excel and PowerPoint)
- Excellent demonstrated written, presentation and communication skills
- Good interpersonal skills and ability to work in diverse teams and across diverse cultural environments
- Experience in Reporting and Documentation: Proficiency in preparing project reports, status updates, and other project-related documentation for internal and external consumption
- Experience in managing project budgets, including tracking expenses, financial reporting is advantageous
- Risk Management: Understanding of basic risk management principles and the ability to assist in identifying and mitigating project risks is advantageous.
