PRIMARY OBJECTIVE(S) OF THE JOB
Responsible for the provision of strategic financial management leadership to the organisation, including the corporate liquidity, financial performance, investments and risk management functions related to the company's financial activities in order to ensure solvency and liquidity of the organisation.

KEY DUTIES AND RESPONSIBILITIES
Strategy Implementation o Work with the CEO on strategic visioning.
- Design and develop strategic and operational plans for the finance department o Participate in developing new business, specifically assisting the CEO and Director, Projects in identifying new funding opportunities, drafting prospective project budgets and determining cost effectiveness of prospective service delivery
- Directly assists Director Projects on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding o Develop and negotiate contracts
- Develop annual operational plan and budget for Agency o Ensure achievement of Agency financial performance goals, objectives and targets. o Formulate strategic operational budget for Board approval o Ensure Agency's financial resources are prudently managed within budget guidelines and according to current laws and regulations
- Ensure the MDDA’s financial management policies are in full conformity with the financial regulatory laws and regulations
- Oversee all procurement, facilities management and payroll activities for staff, goods and services
- Develop and maintain systems of internal controls to safeguard financial assets of the organization
- Oversee government subventions and financial grants for programmatic budgets.
- Investigate and advise on cost-effective benefit plans and other fringe benefits which the MDDA may offer employees and potential employees with the goal of attracting and retaining qualified individuals.
Executive Management
- Serve as a member of executive leadership team.
- Participate in key decisions pertaining to strategic initiatives, operating model and operational execution.
- Work with the executive Team, EXCO and various MDDA committees to develop and maintain a strategic perspective based on external environment and the constituent needs and satisfaction.
- Help make sure that the Organization’s mission and vision are embedded throughout the organization.
People Leadership
- Directing the activities of the Division
- Manage effective communication within the Division
- Manage and create a conducive environment for highly motivated and productive staff for the Division o Manage Divisional Staff performance
- Develop work performance standards for both employees and review committees for the Division
- Planning for the Divisions future needs and operations in consultation with the CEO
Financial Management
- Develop fiscal activities of the MDDA including budgeting, reporting and auditing. o Manage and monitor disbursements and utilization of funds.
- Co-ordinate, compile and ensure that all reports and documentation are generated and submitted according to specified standards and requirements.
- Implement and monitor effective administrative systems and processes.
- Develop Agency revenue base, including identifying resource requirements, researching funding sources, establishing strategies to approach funders, submitting proposals and administrating fundraising records and documentation.
- Work with the Board and Committees to ensure achievement of short- and long-term goals of the MDDA.
- Manage budgetary management systems, reporting and quality management of the MDDA programmes.
- Ensure that the MDDA’s accounting policies and procedures are in place and within the enabling legislation
Governance
Ensure the Board articulates its role and accountabilities and that the committees and individual Board members evaluate performance regularly.
Ensure the Board and Committees fulfil governance functions and facilitate optimum performance by the Board.
Manage the Board’s due diligence process to assure timely attention to core issues. o Ensure effective fiscal and governance measures of the MDDA.
Attend Board and Committee meetings, including being the lead staff on the Audit/Finance Committee.
Oversee the production of monthly reports, including reconciliations with funders and pension plan requirements, as well as financial statements and cash flow projections for use by Executive Management, as well as the Audit/Finance Committee and the Board matters.
Management and Administration
- Provide general oversight of department activities and manage the day-to-day operations.
- Ensure smooth, functioning, and efficient operations of the finance department o Acts as chief financial spokesperson for the MDDA o Monitor banking activities of the MDDA. o Ensure adequate cash flow to meet the MDDA's needs.
- Serve as one of the trustees and oversee administration and financial reporting of the Agency’s Savings and Retirement Plan.
- Investigate cost-effective benefit plans and other fringe benefits that the Agency may offer employees and potential employees, with the goal of attracting and retaining qualified individuals.
- Oversee the production of monthly reports, including reconciliations with funders and pension plan requirements, as well as financial statements and cash flow projections for use by Executive Management.
- Assist in the design, implementation and timely calculations of salaries for the staff.
- Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.
- Oversee business insurance plans and health care coverage analysis.
- Oversee maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.), assuring all are in accordance with national regulations.
Information Technology
- Ensure effective IT risks and controls are managed effectively.
- Ensure business continuity and data recovery related to IT.
- Ensure Information security and privacy.
Stakeholder Management
- Liaise with the legislators, regulatory authorities, media and other relevant stakeholders.
- Provide internal advice to Executive Management on programmatic design and implementation
PLANNING AND DEVELOPMENT
- Manage the preparation of the MDDA's overall budget.
- Report to the Board and External Auditors on variances from the established budget, and the reasons for those variances.
- Assist management in the formulation of its overall fiscal control.

QUALIFICATIONS AND EXPERIENCE
Post graduate qualification in a relevant field of financial management or accounting • Certified CA will serve as an added advantage • At least 8 years senior financial and general management experience. Previous experience in the development and/or grant making sector, an advantage. Knowledge of automated financial and accounting reporting systems.

KEY REQUIREMENTS
- Previous experience in preparing financial statements according to GRAP practices, a key requirement.
- Ensure the integrity and completeness of financial reporting.

KEY DUTIES AND RESPONSIBILITIES
Strategic Functions
- Provide strategic leadership on research, training, and monitoring and evaluation units, the executives, Management and the Board.
- Oversee management in service delivery relating to the strategic plan.
- Chair strategic implementation meetings for the various thematic areas as defined in the strategic plan document and possible variations thereof as may be deemed by the internal and external operation environment
- Ensure that Heads of Departments develop and implement policies, annual operational plans, budgets and strategic review plans
- Assist the CEO to ensure that the Agency fulfils its mission, vision, programs, and services are consistently presented in strong, positive image to relevant stakeholders
- Collate and present strategic intelligence for future planning.
- Set timetable and process for review of the strategic plan and advise on redevelopment in the run up to the next strategic period.

Monitoring and Evaluation
- Lead the development and design of the organisational Monitoring and Evaluation framework, tools, and systems.
- Develop a focused monitoring and evaluation plan for the entity. Monitor the effectiveness and impact of the MDDA.
- Develop quarterly M&E reports to Executive Management, Sub-Committees of the Board, and the Board.
- Monitor and evaluate the impact of the MDDA, and all other aspects related to the mandate of the organization.
- Thorough understanding of the National Evaluation Policy Framework (NEPF). Provide accurate monitoring and evaluation reports on the compliance status of the community media projects (print, digital and broadcast).
- Monitor the impact of the MDDA grant funding on job creation, diversity and development of previously disadvantaged communities
Information Dissemination
Assess information received from Parliament and disseminating within team as appropriate.
Ensure that key stakeholders are kept well informed of forthcoming MDDA publications/events.
Monitor and disseminate stakeholder press releases, reports and statements.
Ensure that publications/speeches/press releases by key stakeholders are read by appropriate team member and key findings clearly interpreted and disseminated to wider team.
Create/maintain systems to share MDDA understanding and knowledge of stakeholders.
Act as a focal point of contact for general stakeholder queries (not queries from institutions)
Research & Training
- Liaise with communications colleagues to agree on the key messages for a presentation by the Chairperson or CEO or other members of the MDDA team
- Create bespoke presentations and speaking notes for the Chairperson or CEO and other team members, drawing on our existing database of Power-point slides and creating new slides as necessary
- Work with policy colleagues, to update our database of presentation slides with latest data, examples, and case studies.
- Develop projects focusing on targeted media development programmes. o Lead the commissioning and analysis of research on media development and diversity; o Research and monitor emerging trends and key strategic topics in community media and diversity; Analyze and present research findings to management and the Board;
- Lead coordination and analysis of policy implementation responses.

QUALIFICATIONS AND EXPERIENCE
- NQF Level 7, Bachelor’s Degree (or equivalent) as recognized by SAQA, in Administration, Development, Communication, Monitoring and Evaluation or Business Management. NQF Level 8 Bachelor’s Degree / Post Graduate qualification will be an added advantage. A valid driver’s license.
- 8 - 10 years proven track record in formulating and implementing research and training strategies and plans; commissioning and directing research and capacity building projects, in which 6-8 years working experience at senior management level. Extensive experience in monitoring and evaluating, research, training and development in community projects and compilation quarterly and annual reports to Boards and Committees. Sector experience, performance contracting and people-management, strategy development and research agenda setting, service provider management, as well as stakeholder management and engagement. Understanding of the Public Finance Management Act (PFMA), general knowledge of government mandate and an interest in internal processes.

PRIMARY OBJECTIVE(S) OF THE JOB
Responsible for the provision of Supply Chain Management support, including the Tender and Acquisition Processes for MDDA, in order to ensure both the compliance and efficiency of the Procurement Process.
KEY DUTIES AND RESPONSIBILITIES
SCM management
- Ensure compliance to supply chain policies and treasury regulations
- Provide input to SCM policy and procedures compilations
- Ensure response times are met
- Ensure that procurement is linked to the operational plan
- Compilation of monthly CRA report, compliance matrix, purchase order report and ad-hoc reports on request.
- Assist in providing information for audit requirements
- Verify all requisitions received

Acquisition management
- Assist in performing needs analysis

Competitive bid management
- Request for quotes to advertise for submission of proposals in respect of bids
- Coordinate briefing sessions and clarifications sessions to inform prospective bidders of requirements
- Invite suppliers and other relevant officials to witness official opening of bids
