MINIMUM REQUIREMENTS: A good level of higher education and comprehensive substantial experience as Accountant in local government. A Chartered Accountant and registered with SAICA.
KEY PERFORMANCE AREAS:
Preparation of the annual financial statements for the Municipality on a yearly basis. Providing technical input to support Council in undertaking its obligations and to support management decision making, as required
Providing leadership in reviewing decisions that have been made, with a specific emphasis on financial implications and/ or alignment to relevant financial management legislation, regulations and policies Developing/Managing the development of financial models and scenario plans to support decision making processes.
Overseeing the implementation of the performance management system within area of responsibility Leading the process of monitoring, evaluating and reporting on the performance of the Division in line with agreed measures and standards Managing the performance reporting process in order to ensure measurability, accuracy, validity, reliability and timeliness of submissions.
Making submissions and presentations to relevant stakeholders on the substantive details contained in the performance reports.
Analyzing the financial and nonfinancial impact of changes in the external and internal environment that could affect area of responsibility.
Managing and implementing change management initiatives within area of responsibility (as required)
(Proactively) finding creative and innovative solutions to change Consulting with, and management of various stakeholders.
Developing and managing the Municipality's system for managing revenue, including billing, collection and debt recovery in line with legislative requirements and relevant standards.
Developing and implementing appropriate strategies for enhancing the revenue of the Municipality and/or reducing revenue losses Managing and coordinating the Municipality's revenue management programme, including Debt Collection, Credit Control, Indigent Management and Customer Care and Management Managing grants in line with legislative requirements and national guidelines Developing and managing the rates and tariff system of the Municipality Advising and managing the Municipality with respect to investments.

ACTING MUNICIPAL MANAGER
IT MANAGER POST
Salary: R956 484 all-inclusive package per annum
MINIMUM REQUIREMENTS
1. Relevant Bachelor's Degree or Diploma in Information Technology or equivalent qualification
2. IT infrastructure and Software Development Life Cycle
3. Expertise in data centre management and data governance
4. Relevant project management qualification or certification, such as PMBOK
5. Minimum of 5 years' experience in management or Team Lead role.
6. Experience managing Software Development and IT Infrastructure related projects
7. Managing and Providing direction for IT team members
8. Knowledge of Agile Methodologies and ITIL
9. Knowledge of COBIT Governance Framework
KEY PERFORMANCE AREAS:
1. Manage information technology and computer systems
2. Plan, organize, control and evaluate IT and electronic data operations
3. Manage IT staff by recruiting, training, coaching and motivating employees communicating job expectations and appraising their performance
4. Design, develop, implement and coordinate systems, policies and procedures informed by the best practices
5. Ensure security of data, network access and backup systems
6. Act in alignment with user needs and system functionality to contribute to organizational policy
7. Identify problematic areas and implement strategic solutions in time
8. Conduct systems Audits and assess their outcomes
9. Preserve assets, information security and control structures
10. Handle annual budget and ensure cost effectiveness
11. Conduct IT Risk Assessment and Risk Mitigating Plan
12. Ensure compliance of the Server Farm to the data centre standards and put measure in place to ensure business continuity
13. Prepare reports and presentation to management on impact of IT to organizational targets.

FINANCIAL MANAGEMENT
JOB TITLE MANAGER: SUPPLY CHAIN MANAGEMENT
SALARY R537 468 p.a (Excluding Benefits)
POST LEVEL 3
MINIMUM REQUIREMENTS: Relevant Degree or National Diploma plus five years ‘experience in Supply Chain Management specifically within the Municipality, one-year staff management/ supervisory skills. Good understanding of the Municipality Finance Act, Municipal ordinances, Corporate governance, Supply Chain Management and any other related legislative requirements. Minimum competency certificate in municipal finance management programme. Valid driver's license.
KEY PERFORMANCE AREAS
Implement supply chain management strategy and ensure that it gets by from all stakeholders in the company
Formulate efficient tendering policies, procedures and processes that the Municipality may use including tender quotations, auctions, and other types of competitive bidding procedures
Set up the tendering commission in line with the supply chain management policies as well as the municipal ordinances.
Establish bidding processes which only pre-qualifies persons that may participate
Prepare bid documentations, advertisement methods and invitations for contractors
Establish mechanisms and procedures for the following: Opening of accounts, registration and recording of bids in the presence of interested parties Implement supply chain management system and ensure that valid data is captured daily.
Ensure that provisions are discussed and addresses with the CFO
Manages the image of the Company and ensure it is enhanced in the mind of the stakeholders
Attend to all staff queries daily and ensure that there are no unresolved issues
Ensure that all staff within the within the SCM Unit department has set Key Performance Areas (KPA) and their performance is monitored monthly
Ensures that staff has set career development and succession plan is set in consultation with Human Resources Department.
Ensures that under performances are addressed and disciplinary action taken where required
Ensure that tenders are properly reviewed in line with management processes
Reconciliation tender versus reality completed and learning points passed onto all stakeholders
Advise management on any macro/environmental changes that will impact on the department
