MANAGER: ICT SERVICE DELIVERY (D3) 
Salary Level (Min. to Mid): 904 718 – 1 114 203 pa

Purpose: The Manager: ICT Service Delivery will ensure that the merSETA Information management systems are effectively managed, optimally functioning, and utilized through the effective management of ICT assets, capacity planning, user support and risk mitigation. The Manager: ICT Service Delivery will also implement support systems and maintain merSETA intranet, internet among other websites and portals. The incumbent will ensure that all merSETA staff and clients are supported in all systems and software they need to use, while managing support staff and assisting in the making of key strategic decisions for the division 
 
Duties: The duties include but are not limited to the following: 
  1. Align I&T strategy with business expectations and identify opportunities for IT to enhance the business 
  2. Develop and enhance stakeholder relationships 
  3. Maintain an updated Intranet portal, implement features on the Intranet that allows for interaction and sharing of information 
  4. Manage service level agreements with service providers optimally structured in respect of costs, growth, and technology to support merSETA strategy and business objectives 
  5. IT change management, change acceptance and transitioning 
  6. Define and manage an information security and privacy risk treatment plan 
  7. Collect and process performance and conformance data 
  8. Reports compiled and submitted in respect of utilization of resources as required for the attention of the CIO 
  9. Budget input in consultation with appropriate parties meets requirements for activities planned and set in accordance with targets and merSETA financial guidelines (cost-benefit analysis undertaken and recommendations made) 
  10. Team performance managed as per performance contracts and set targets 
  11. Keep up to date with latest job-related information by attending short courses, workshops, reading, visiting websites, and engaging with peers to broaden knowledge 
 
Experience, knowledge and skills required: 
  1. Diploma/ Degree in Information Technology, Information Systems, Computer Science 
  2. A postgraduate qualification will be an added advantage 
  3. Experience of 5 years in ICT Infrastructure, ICT Security, Service Management and End-user support 
  4. Knowledge of Microsoft Azure cloud technologies Exceptional knowledge of networking protocols and components 
  5. Knowledge of hardware, such as cabling (fibre and wire), wireless products and desktop systems

Purpose – To ensure that merSETA skills development planning, research, analysis and reporting needs and requirements are met pursuant to Sector Skills Plan of merSETA as per regulations specified by the Department of Higher Education and Training. To develop a Sector Skills Plan (SSP) based on relevant research to identify the skills priorities within the sector. To manage research projects and evaluations related to skills planning. 
 
Duties: The duties include but are not limited to the following: 
  1. Develop, implement, monitor and manage the Sector Skills Planning unit budget in accordance with the merSETA finance unit requirements. 
  2. Develop and submit the merSETA Sector Skills Plan and updates annually and in accordance with legislation and the DHET SSP framework. 
  3. Develop and implement a research agenda for projects related to skills planning and in support of developing a credible SSP. 
  4. Efficient and effective planning of a high-quality Sector Skills Plan (SSP) for the manufacturing, engineering and related sectors, ensuring the required inputs, intelligence and insights to deliver on the stakeholder needs and requirements and optimally deliver on the NSDP. 
  5. Identify through stakeholder consultation ‘Hard-To-Fill- Vacancies’ (HTFV) and Sectorial Priority Occupations, compile and submit reports to DHET by deadline and provide analysis and supporting intelligence. 
  6. Develop, implement, monitor, and share the SSP action plan (shared with senior manager and chambers who provide key inputs) 
  7. Develop, implement, monitor, and share the evaluation projects plan (share with senior managers and other managers) 
  8. Develop research project Terms of Reference and key documentation to secure credible research service providers in compliance with the Discretionary Grant guidelines and SCM guidelines (which conform to accepted PFMA requirements). 
  9. Lead and manage research projects related to sector skills planning and strategic planning including evaluation projects pertaining to merSETA programmes and interventions. 
  10. Liaise with internal stakeholders to share the SSP, key research recommendations and findings to support strategic decision making. 
  11. Collaborate with Chambers and external stakeholders including DHET and PSET organisations such as QCTO, CHE and others in support of sector skills planning. 
  12. Collaborate with M&E unit, MIS and Operations to produce key metrics in support of reporting – QMR and organizational progress reports for the CEO, MANCO and EXCO as required. 
  13. Present key research findings and the SSP to internal and external audiences including conference presentations, inter-SETA collaborations, stakeholder engagements linked to national development such as Master Plan (DTIC) and DHET led working groups including ERRP, SSP forum and Collaborative research groups. 
  14. Play a pivotal role in advocating for the merSETA in the skills development space by making inputs on the SSP forum, the SSP framework working group, the National Skills in High Demand reference groups and others as required. 
  15. Participate in quality management processes to develop a research strategy, framework, operating procedures and related documents and templates to ensure alignment with organizational quality management processes and plans. 
  16. Collaborate with managers in QMS, M&R and MIS to develop key metrics for Stakeholder and Labour Market Intelligence related to skills demand for current and future skills, occupations and learning interventions. 
  17. Collaborate with managers in operations to implement evaluation projects and present recommendations to the management team. 
  18. Ensure adherence to merSETA policies, procedures, PFMA and relevant legislation. 
  19. Continuously track, monitor, measure and analyse SSP performance against set standards and targets. 
  20. Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the SETA values. 
  21. Effective, professional communication and dialogue with all Stakeholders, and also between Management, Staff and external Stakeholders 
  22. Effectively plan, coordinate, manage and execute ad hoc projects. 
 
Qualities, experience, knowledge and skills required: 
  1. Postgraduate degree in Education /Public/Business Administration Econometrics/Population Studies/Social/Political Sciences or related filed (Masters Degree would be advantageous) 
  2. 5 years in a research management position, particularly public sector research, social research, or market research

Purpose – Support the design, development, delivery, and evaluation of organizational development initiatives aligned with the Strategic priorities and needs of merSETA. Areas of responsibility include leadership development, employee experience, professional development, change management, talent management, succession planning, and team effectiveness initiatives. This position provides consultation and support for organizational change and effectiveness to the merSETA. 
 
Duties: The duties include but are not limited to the following: 
  1. In consultation with the HR team and key stakeholders, implement strategies, initiatives and recommendations regarding organizational development, change and transition management, team culture, and team effectiveness. 
  2. Creates and updates Organization Charts and reflects any changes occurred such as (New Hires, Promotions, Transfers, rotations, and Resignations) 
  3. Develops content of organizational development pages on the employee intranet and external website in compliance with organizational standards and in support of organizational strategies. 
  4. Provide data and analytical support through research, data mining, distillation, and communication of findings relevant to current talent management processes. 
  5. Monitor trends and data related to organisation development using workforce analytics and qualitative data analysis, reporting insights to the Manager: HR Development

Purpose – Responsible for developing and delivering merSETA’s Learning & Development strategy in order to strengthen the performance and development of staff, thereby contributing to a high-performance organisation. He/She will be responsible for designing and implementing a coherent learning & development strategy based on business-specific needs; assist in strengthening the supervision skills of supervisors and managers; ensure the quality and the link between the different phases of the employee life cycle (recruitment, induction, performance management, learning & development) and follow-up of personal development plans for employees. 
 
Duties: The duties include but are not limited to the following: 
  1. Strategic Planning for HR Development: Developing, implementing, and revising merSETA’s HR development strategy to align with the overall business goals. 
  2. Leadership Development: Identifying and developing future leaders within the organization through targeted training and development programs. 
  3. Employee Career Pathing: Assisting individuals in planning their career paths and identifying the training and development needed to reach their goals. 
  4. Develop and implement high-impact learning & development programs in line with business needs and priorities 
  5. Work closely with various leaders across the organisation to design curriculums for all employees that focus on core values, strategic imperatives, upskilling requirements and just-in-time learning 
  6. Identify and interpret related legislation and its impact on the functions and ensure compliance

  8. Act as the Custodian of the merSETA competency model ensuring the behaviours are aligned with the values and strategy and support optimal business performance 
  9. Effectively and efficiently managing new hire orientation and on boarding experiences for new employees and thus ensuring that there is compliance with SETA specifications, policies and procedures and legislation 
  10. Act as the custodian of the performance management system and ensure consistency of application across the business and the continuous monitoring of return of investment and delivery on SETA needs and requirements 
  11. Develop talent management programme as well as internal training academy to ensure the learning and development of employees is supported and long-term succession planning is achieved 
  12. Develop, implement and monitor a succession strategy and plan aligned with the SETA strategy, skills and competency needs and requirements in the medium and long term 
  13. Ensure delivery on SETA learning and development needs and requirements within required time frames with optimal alignment with specifications and cost effective pricing 
  14. Develop and manage the compilation of the annual talent management plan, submit to Human Resources and, upon approval, ensure sound implementation

  4. Up-to-date knowledge and understanding of new developments and strategies in the attraction and retention of key talent 
  5. Advance knowledge of Talent Management and Performance Management
