The merSETA is a Schedule 3A public entity, which has been re - established by the then Minister of Higher Education, Science and Technology effective 1 April 2020 to 31 March 2030. It is governed by the Skills Development Act 97 of 1998, The Public Finance Management Act 1 of 1999, Standard SETA Constitution and other relevant laws. The merSETA subscribes to the principles of the King IV Code of Corporate Governance.
The merSETA sector coverage includes manufacturing in automotive (OEMS), metal, new tyre, plastics and motor, the latter inclusive of motor retail, automotive component manufacturing and/or repairs and after sales service. In terms of Section 13(g)(ii) of the Skills Development Act 97 of 1998 (as amended), Sections 76(4)(d) and 77 of the Public Finance Management Act 1 of 1999 (as amended) and Treasury Regulation 27.1, merSETA Accounting Authority wishes to appoint a suitably qualified and experienced individual to serve as an independent member of the merSETA Human Resources and Remuneration Committee (HRRC) for the period October 2025 to 31 March 2030.
The suitable candidate must possess a minimum NQF Level 9 qualification in Human Resources, Human Capital Management, or a closely related field.
Suitable candidates must meet the following minimum requirements:
● Independence: Must be demonstrably independent, free from any relationships or circumstances that could compromise objective judgment or create conflicts of interest. This includes independence from management and significant business or financial ties to the merSETA.
● Integrity: Possess a high degree of personal integrity, ethical conduct, and a commitment to upholding the highest standards of corporate governance.
● Strategic Human Capital Management: Possess deep and current knowledge of strategic human capital practices, including talent management, leadership development, organisational design, performance management, compensation and benefits, employee relations, and fostering a positive organisational culture.
● Corporate Governance and Ethics: A thorough understanding of corporate governance principles, board committee best practices, ethical leadership, and the relevant legislative and regulatory frameworks governing public entities and employment practices.
● Financial Acumen: Sufficient financial literacy to understand remuneration strategies, the financial implications of HR decisions, contributions to the oversight of human capital budgets and the organisation's financial performance.
● Legal and Regulatory Compliance: Sound knowledge of labour laws, employment legislation, and specific regulations pertinent to the sector and geographical context (e.g., South Africa).
● Risk Management: Ability to identify, assess, and advise on human capital-related risks, including talent retention, succession planning, and workforce compliance.
● Strategic Thinking: Ability to think strategically, aligning human capital initiatives with the overall business strategy and long-term goals of merSETA.
● Critical Thinking and Judgment: Capacity for independent analysis, constructive challenge, objective evaluation of information, and sound decision-making.
● Leadership and Communication: Demonstrated ability to provide leadership, engage effectively in robust discussions, and communicate clearly and persuasively with the committee and the broader board.
● Board-Level Experience: Prior experience serving on a board or a board-level committee is essential, demonstrating an understanding of board dynamics and responsibilities.
● HR or Related Leadership Experience: Significant experience in a senior HR leadership role or as a consultant with a focus on strategic HR, talent management, remuneration, compensation and rewards.
● Sectoral or Public Sector Experience: Experience within the skills development sector, public sector entities, or similar complex organizational environments is highly desirable.

● The ability to lead a strategy development and review process, ensuring full alignment of the strategy with the merSETA’s mandate.
● Understanding of organisational ethics prescripts and ability to guide the board and Management in ethical standards.
● Ability to think critically, ensuring a robust culture of strategic thinking in relation to the work of the Committee.
● Thorough understanding of the legislation governing merSETA.
● Thorough knowledge and understanding of the Public Finance Management Act 1 of 1999 (PFMA), as amended and related National Treasury Regulations is essential.
● Knowledge, understanding and experience in the practical application of ICT governance protocols, including COBIT and ITIL Frameworks is essential.
● Knowledge of the Skills Development Act 97 of 1998, Standard SETA Constitution, King IV Code of Corporate Governance as well as other relevant legislation and codes will be an added advantage.

● Must be fully qualified professionals and registered with the relevant professional bodies in the following disciplines:
▪ Chartered Accountant – registered as a member of the South African Institute of Chartered Accountants (SAICA);
▪ Lawyer (Advocate/Attorney or Legal Academic) – registered with the South African Legal Practice Council (LPC);
▪ Ethics Practitioner/Specialist – registered with the Ethics Institute of South Africa (ETHICSA);
▪ Corporate Governance Practitioner – registered with the Chartered Governance Institute of Southern Africa (CGISA) or similar body;
● Possess appropriate blend of knowledge, skills and experience as well as the personal attributes of objectivity, integrity and commitment;
● Sound knowledge of and experience in corporate governance and prior experience as an Audit and Risk Committee member is essential;
● The ability to provide effective leadership, independent thought and decision-making as well as robust engagement at committee board levels;
● The ability to contribute to a robust strategic direction for the merSETA in relation to the duties of the Audit and Risk Committee;
● Thorough knowledge and understanding of the Public Finance Management Act 1 of 1999 (PFMA), as amended and related National Treasury Regulations is essential; and
● Knowledge of the Skills Development Act 97 of 1998, Standard SETA Constitution, King IV Code of Corporate Governance as well as other relevant legislation and codes will be an added advantage.

ADMINISTRATOR: GRANTS IMPLEMENTATION

Purpose: The purpose of this position is to provide efficient and effective administration support in the Grants Management Unit.
Key Responsibilities
- The ideal candidate should be able to fulfil and perform the following key responsibilities:
- Liaise with internal stakeholders on payments, processes and procedures regarding the grants disbursement process to ensure the relevant region is always informed
- Update DG/Project Contract Information and Project Performance on Commitment Register on the Systems
- Communicate timely updates regarding project timelines to regional offices for them to align project service delivery
- Prepare RFI documents for internal and external audits ensuring correct and comprehensive submission
- Upload project documents such as MoA’s and payment evidence on TPIMS and SharePoint
- Collate financial documents for review and approvals
- Prepare memos and MoA Addendums for change requests and submit for review to direct report
- Timely and efficiently prepare payment requisition packs for discretionary grants claims ensuring alignment with policies and procedures
- Verify figures in the payment requisition packs and ensure that evidence is in line with internal grant management processes
- Submit payment requisition packs to direct report for review and approval
- Capture discretionary grants claims on the tracking register ensuring that the register is always up to date
Qualifications and Experience
- 3-year National Diploma or equivalent NQF Level 6 Qualification in Business Administration/Finance /Accounting or related field
- 1 year experience in Administration in Grants Management or Finance
Advantageous
- Degree or equivalent NQF Level 7 Qualification in Business Administration/Finance /Accounting or related field
- More than 1 year experience in Administration in Grants Management or Finance

Gauteng North Regional Office
Purpose: The position is responsible for providing effective, efficient, and comprehensive administration, secretarial and support service to the regional office central liaison, regional stakeholders, and managers to ensure that training and development initiatives in the regions are appropriately facilitated.
Key Responsibilities
The ideal candidate should be able to fulfil and perform the following key responsibilities:
- Sound, effective, and efficient administration of all records and information including to enable easy accessibility, accuracy, and comprehensiveness of information
- Attend, handle and respond to all Stakeholder queries ensuring amiable and timeous resolution
- Completing Learner Registrations accurately and timeously ensuring all required information is captured accurately and according to procedure
- Timeous and accurate preparation of Tranche Payments T2, T3 and T4 ensuring all information required is attached and saved for easy accessibility.
- Advise and support stakeholders on processes, procedures, and information relating to skills development issues
- Provide guidance and support to Levy Paying Members in navigating the application procedures for Mandatory and Discretionary Grants
- Provide accurate feedback from the Regional Office to the Central Liaison ensuring clear and efficient flow of information between Regional Office and Head Office.
- Maintain efficient office management processes aligned with secretarial best practices, involving record-keeping systems, correspondence, communication, report generation and payment requisitions
- Effective logistics management for travel arrangements and event coordination for roadshows and events
- Administer all apprenticeship related matters including trade test bookings, transfers, rescission: 24 A, and timelines of learner and apprenticeship programs in alignment with the Quality Management System (QMS)
- Administer all aspects of the suspension process for Apprentices and Learners
Qualifications and Experience
- 3-year Diploma or equivalent NQF level 6 Qualification in Business Administration/ Office Administration/ Commerce/ Project Management/ Training or related field
- 1 year experience in Administration and Customer Relations in a SETA environment
Advantageous
- Degree or equivalent NQF level 7 Qualification in Business Administration/ Office Administration/Commerce/ Project Management/ Training or related field
