This SETA was established in terms of the Skills Development Act 97 of 1998 and encompasses the metal and engineering, auto manufacturing, motor retail, tyre manufacturing, plastics industries and automotive components sub-sectors.

TEMP ADMINISTRATOR: GOVERNANCE AND SECRETARIAT (B5) 
Salary R22 783.33 pm

Purpose – The purpose of this position is to provide administrative support to the Corporate Governance Unit. 
 
Duties: The duties include but are not limited to the following: 
• Provide secretariat and administrative support to Governance Unit. 
• Reporting and management of information. 
• Ensure correct filing and archiving of documents. 
• Monitor office expense budget. 
• Administrative logistical arrangements. 
• Ensure all activities with budgetary implications to be subjected to the merSETA standard preapproval budget process. 
• Any adhoc duties as may be requested by the supervisor. 
 
Qualities, experience, knowledge and skills required: 
• NQF Level 6 qualification in Corporate Governance, Public Administration, Compliance Management, Business Management, Business Administration, Office Management or Related Field. 
• At least 1 year experience within Secretaries environment. 
• Committee Secretariat background including client service experience. 
• Exposure to an environment with multiple stakeholders will be an added advantage. 
• High level verbal and written communication skills. 
• Knowledgeable on SDA, NQF Act, PFMA, SLA and other related legislation. 
• Commitment to Stakeholder Sensitivity. 
• Able to operate in a confidential environment.

Prime Focus:
The incumbent will be responsible for the development and oversight of merSETA’S strategies in order to support growth objectives while strengthening the organisation’s mandate. He/She will play a key role in strategy formulation, collaborates with both internal and external stakeholders and leads cross-functional teams in the development of operational strategies.
 
Duties include:
• Developing and implementing the merSETA’s strategic plan by working closely with the Accounting Authority and senior leadership to identify the merSETA’s long-term goals and objectives, and then developing a roadmap for achieving them
• Ensure effective strategy management processes in place and the preparations of and the timely submission thereof of the entity’s strategic, Annual, Operational, Quarterly Plans to the regulatory bodies as required
• Ensure that the Strategic Plan and Annual Performance Plans are aligned to the sector skills plan are developed and are compliant to National Treasury Guidelines and DHET requirements
• Monitor organisational performance in relation to the targets set and provide regular progress update reports to Manco and the AA Committees
• Support Executive Management with identifying performance gaps and assist with addressing with relevant stakeholders in order to fast-track delivery
• Conducting market research and conducting market analysis trends, identifying service delivery opportunities, and understanding stakeholder needs and preferences
• Developing competitive intelligence by monitoring sector / industry activities and identifying potential threats and opportunities
• Providing insights and recommendations based on research and analysis, providing insights and recommendations to senior leadership to help inform decision-making
• Leading cross-functional initiatives with teams across the merSETA to execute on strategic initiatives and ensure alignment with the merSETA overall goals and Sector Skills Plan
• Lead the development of the Quality Management System in the organisation in consultation with all relevant stakeholders and ensure compliance with national and international standards
• Maintain and develop effective and collaborative stakeholder relations with the DHET and other relevant entities ensuring alignment of strategic plans and compliance with reporting requirements
• Oversee development and implementation of sound excellence modelling policies and procedures in alignment with the Organisation’s strategic objectives to elevate good governance
• Represent the organisation in policy matters, liaise with key government departments and institutions in policy development
• Support the Audit process in relation to audit findings/management responses on performance information reporting
• Stay abreast of the sector developments within and outside the sector to be able to provide the right level of input in various forums
 
Qualities, experience, knowledge and skills required:
• NQF Level 7 qualification in Commerce/Business Management, or related field
• NQF Level 8 qualification in the relevant field would be advantageous
• 8 years or more strategy development experience including 3 years management experience
• Experience in a public institution is essential
• Experience must include developing and establishing business strategies and supporting operational plans systems, business processes, procedures and practices within a multi project environment

TECHNICAL SPECIALIST: FACILITIES, ASSETS AND TRAVEL (C3) 
Salary Level (Min. to Mid): R422 300 – R505 800 pa 
FIXED TERM CONTRACT ALIGNED TO THE SETA LICENCE TERM 
Head Office 
Purpose: To ensure the maintenance of merSETA, head office and regional offices premises including hard services and soft services. The incumbent will be required to manage the lifecycle for all ICT assets (hardware, software, intellectual property, warranties etc.) including security, inventory, compliance, usage, and disposal process as well as oversee travel desk requests. 
 
Duties: The duties include but are not limited to the following: 
1. Supervision of general office workers and ensuring that the office buildings are serviced daily. 
2. Liaison with security services to ensure that premises and all assets are guarded and secured, emergencies are immediately attended to. 
3. Ensure that all the merSETA buildings comply with the Occupational Health and Safety Act. 
4. Prepare monthly reconciliation with supporting schedules of the asset registers for relevant stakeholders and resolve uncleared items. 
5. Plan and execute asset verifications, investigate and report on variances, make necessary recommendations to resolve discrepancies and update the asset register 
6. Attend to all the Auditors ‘audit requirements relating to assets verification and the disposal thereof. 
7. Oversee the maintenance and repair of all company vehicles, including scheduling regular maintenance and coordinating repairs as needed and the maintenance of a log book. 
8. Reconcile the fuel expenditure on a monthly basis for all petrol card holders and authorise the maintenance expenditure with the service provider 
9. Reconcile insurance holders monthly policy reports and assist employees with insurance claims. 
10. Facilitate and manage the implementation of Facility contracts in line with SCM policies and procedures. 
 
Experience, knowledge and skills required: 
• NQF Level 6 qualification in Facilities Management/Business Management/ Administration/Finance 
• 4 years’ experience in building/facilities management
