MANUFACTURING, ENGINEERING AND RELATED SERVICES SETA (MERSETA)
 
The merSETA is the Manufacturing, Engineering and Related Services Sector Education and Training Authority, established through the Skills Development Act of 1998 (as amended). The merSETA facilitates skills development in the following sub-sectors: Metal and Engineering, Auto Manufacturing, Motor Retail, Components Manufacturing, New Tyre Manufacturing and Plastics Manufacturing.
 
 
The merSETA is a Schedule 3A public entity, established by the Minister of Higher Education and Training in 2000, and is governed by the Skills Development Act 97 of 1998, the Public Finance Management Act 1 of 1999, the National Treasury Regulations, SETA Constitution and other relevant laws. The merSETA subscribes to the principles of the King IV Code of Corporate Governance where applicable.
 
The stakeholders of the merSETA include employers, trade unions, professional bodies, government departments and bargaining councils that hold a stake in the merSector. More information can be obtained from www.merseta.org.za.
 
This Paterson F Band Executive level opportunity, based in Melville, Gauteng, is remunerated in line with the Public Service Salary Scale of a Director-General.
 
This is a five (5) year fixed-term contract. The successful applicant will report to the merSETA Accounting Authority (AA).
 
 
CHIEF EXECUTIVE OFFICER
 
The CEO of the merSETA is responsible for developing and implementing the strategic vision of the SETA and ensuring delivery on its mandate. The merSETA invites applications from candidates with strategic leadership capability as well as solid business and financial acumen to position and lead the merSETA as the sector of career choice for prospective learners and entrants into the labour market.
 
KEY AREAS OF RESPONSIBILITY
• Ensure adequate quality of education and training in the sector • Expand the provision of education and training in the sector through sound partnerships with the public and private sectors • Develop the competence of current and potential employees • Increase the levels of investment in education and training in the sector and optimise the ROI • Encourage employers and employees to adopt a culture of lifelong learning, and • Enhance access to learning opportunities and facilitate the recognition of prior learning.
 
QUALIFICATIONS & EXPERIENCE REQUIRED
• Post-graduate degree in Education and Training or related field is essential, PHD in Education, Training or related field is ideal • 15 years working experience of which five (5) must have been in Senior Management • Extensive Business, Financial, Strategic, Change, Knowledge, Programme, Project, and People Management and Governance Experience • Well developed knowledge of all SETA-related legislation such as: PFMA, Treasury Regulations, NQF, Skills Development Act & Skills Development Levies Act • Excellent written and verbal communication skills • Proven track record in service delivery, innovation and managing stakeholder relationships at all levels • Experience in developing a strategy for a business/ organisation and/or successfully leading and inspiring a diverse group of employees. • Knowledge of the Manufacturing, Engineering and Related Services Sector will be beneficial.
