The Position
The Mandela Bay Development Agency (MBDA) is a public sector, municipal owned and not-for-profit organisation whose mandate has traditionally been centered around public infrastructure projects. The MBDA undertook a strategic review which revealed a need to consider development in the broader sense that also includes non-capital activities that stimulates pressing socio-economic matters such as youth development, employment creation and support to vulnerable groups, etc.
The revised mandate for the next five-year period has been improved to “Enable social, spatial, environmental, and economic transformation, “the MBDA way”.
This is a 5-year fixed term performance-based contract. The MBDA offers a market related salary commensurate with qualifications and experience.
Purpose of the position: Chief Executive Officer
The Chief Executive Officer (CEO) will position the MBDA to meet its revised mandate in support of the municipality’s development imperatives and strategies in the sectors targeted for development, and as stipulated in the IDP. The successful candidate will provide strategic leadership to the organization by working with the MBDA Board of Directors and the Executive Management team, to establish long-term strategy, business plans and funding models for the MBDA.

Key Responsibilities
- Ensure that the strategic goals and vision of the MBDA are implemented and are attained.
- Drive a uniquely “MBDA Way” of people centered development to give effect to the local, national, and provincial government objectives.
- Facilitate and promote economic development through the creation of infrastructure assets for investment opportunities.
- Analyse urban development trends and the implications thereof on work in existing focus areas and expand into new areas aligned to the NMBM Urban Network Strategy and IDP.
- Lead organisational transformation and promote an integrated approach to all business areas within the
- Agency prioritising Research and Innovation across all facets of development; knowledge generation and knowledge sharing capacity.
- Establish and drive effective and sustainable Partnerships with various stakeholders to promote development and collaborative development practices.
- Develop and implement strategic measurable goals to promote sustainable financial funding models to ensure long-term sustainability.
- Champion organizational compliance, corporate governance leadership and assume all responsibilities of the Accounting Officer in terms of relevant legislation and policy, especially the Municipal Finance Management Act (MFMA).
- Direct, lead and manage organisational performance and human capital to ensure that the MBDA’s objectives are met, on-going transformation, growth, and sustainability in the short and longer term.
- An ability to mobilize and harness across all sectors of society (including business, private sector and civil society).
Minimum Requirements
Essential Requirements (Updated):
- At least a bachelor’s degree or a relevant qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits.
- A Post Graduate qualification will be advantageous.
- A certificate of minimum competencies from an accredited institution, and a person who does not meet the minimum competency level must attain that minimum competency level within 18 months from the date of appointment.
- Minimum of 5 years at senior management level.
- Valid motor vehicle driving license.

- Proven Program and Project Management skills.
- Proven Financial management skills.
- Proven Change Leadership skills.
- Proven Governance and Leadership skills.
Additional Requirements:
- Shortlisted candidates will undergo Competency Assessments to determine competency levels.
- The successful candidate will be expected to sign an employment contract for 5 years and a performance agreement.
- Disclosure of financial interests.
- Undergo relevant security clearance.
- Shortlisted candidates will be subjected to evaluations, and reference checks with previous or current employers.
- Qualification Verification as well as criminal and credit checks will be undertaken.
- It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA).
- Is also the applicant’s responsibility to voluntarily disclose any pending misconduct cases.
