DEPARTMENT: FINANCE
1. CHIEF FINANCIAL OFFICER (CFO) -
PERMANENT
Remuneration: A total remuneration Package in line with Local Government Gazette No.47538 (18 November 2022) on the Determination of Upper limits of total remuneration package payable to Senior Managers directly accountable to the Municipal Manager.
• Total remuneration Package: Minimum: R 859, 002 plus 4% remote allowance
• Total Remuneration Package: Midpoint: R965, 171 : Plus 4% remote allowance
• Total Remuneration Package: Maximum: R1, 011, 131: Plus 4% remote allowance
Requirements* At least NQF level 7 qualification in the field of Accounting, Finance, Economics or Charted Accountant; *Compliance with the minimum competency requirements for Chief Financial Officers as laid down in Government Notice R493 dated 15 June 2007 or alternatively as per the exemption as laid down in the Government Gazette 40593 dated 03 February 2017; * Minimum of 5 years’ relevant experience at middle management level; *The required core competencies and minimum competency requirements as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers as promulgated in Government Gazette 37245 dated 17 January 2014.
Knowledge and Attributes: Good knowledge and understanding of relevant policy and legislation; * Good knowledge an understanding of institutional governance systems and performance management; *Good understanding of Council operations and delegation of powers; * Extensive knowledge of public office environment; * Good Governance; * Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework act 2000 (Act No 5 of 2000); * Budget and Finance Management; * Ability to be an innovative and strategic leader; * Good facilitation and communication skills in at least two of the three official languages in the North West.
Key Performance Areas; Manage and be responsible for the planning, organising, coordinating, delegating and control of all the activities and staff of the Budget and Treasury Office, inclusive of supply chain management services; * Manage financial risks, internal audits, budget and treasury office; * Perform budgeting ,accounting, analysis, financial reporting, cash management, debt management, review and other duties as may be delegated in terms of the MFMA and the financial regulations and keep abreast of circulars and legislation affecting this municipality; * Advise the Accounting Officer and other officials on the exercise of powers and duties assigned to them in terms of the MFMA; * Ensure the implementation of Generally Recognised Accounting Practice (GRAP); accept overall responsibility for all income, expenditure, assets and the discharge of the Council’s liabilities.

2. DIRECTOR TECHNICAL SERVICES -
PERMANENT

MINIMUM QUALIFICATIONS AND REQUIREMENTS: • Bachelor of Science Degree in Engineering / BTech Engineering: B Degree in Civil Engineering or equivalent • Certificate in Municipal Finance Management or Certificate Programme in Municipal Development [CPMD] in line with Minimum Regulations on Competency Level of 2007 (added advantage). A person who does not meet minimum competency levels in unit standards will be given an opportunity to attain the minimum competency levels within 18 months from the date of appointment • Minimum of five (5) years` experience at middle management level or as programme/project manager • 3 - 4 years must be at professional / management level engineering management experience • Computer literacy covering all applications • The need for signing of an employment contract, a performance agreement and disclosure of financial interest • Be prepared to undergo Vetting & Screening • Be prepared to undergo Competency Assessment test • Have NO criminal record • Valid driver`s licence.
KNOWLEDGE: • Good knowledge and understanding of relevant policy and legislation • Good understanding of institutional governance systems and performance management • Must have extensive knowledge of the public office environment • Must be able to formulate engineering master planning, project management and implementation • Budget and finance management • Ability to be an innovative and strategic leader • Good facilitation and communication skills in at least two of the three official languages;
KEY PERFORMANCE AREAS: • To be in charge of Water, Sanitation, Roads, Storm Water and Electricity Directorate of the municipality; • Be responsible for the Engineering Planning within a developmental context • Administer Engineering contracts, including infrastructure maintenance • Draft and ensure implementation of the departmental SDBIP • Prepare and take control of the departmental budget • Access tender documents and design of Capital Projects • Attend to technical reports of tenders and ensure proper project management • Liaise with consultants, contractors and the public • Manage the Municipal Infrastructure Grant (MIG) and Expanded Public Works Programme (EPWP) • Oversee the management of all equipment and capital projects according to the approved Service Level Agreement.
ADDED ADVANTAGE: • Certificate of competency as required in terms of the General Machinery Regulations,1988, or • Registration with a recognised relevant engineering professional body.
